EQUIPMENT
You as the coach are responsible for the equipment. If there is an equipment problem or to report
missing equipment, contact Troy Seamans at (248) 808-1061.
● In your equipment bag should be:
○ 3 basketballs – 2 synthetic leather; 1 rubber
○ One small canvas bag
○ First aid kit
○ Plastic container with ice bags (replacement ice bags are available from a Board Member
at the Concession Stand).
○ Coaches’ manual
○ 5 practice jerseys
Equipment bags will be collected immediately following your last playoff game.
PRACTICES
Initial practice schedules will be distributed as soon as possible after the Coaches Meeting.
Schedules are usually provided on a monthly basis due to changing availability of the schools.
Should your practice get cancelled, reschedule by calling Doug Scherphorn at (248) 399-9251.
● Coaches shall have at least one other adult at all practices.
● If there is a medical emergency, contact the parents or emergency contact. If they are not
available call 911. Major emergencies may necessitate calling 911 immediately and then
contacting the parents or emergency contact.
● You are responsible for your players until their parents pick them up. Do not leave players at the
school without an adult.
●
GAMES
Game schedules will be provided prior to the season. Coaches are responsible for distributing
schedules to team players.
● Coaches are responsible for informing players of any changes in the schedule.
● Coaches shall provide a scorekeeper for each game to keep a team scorebook.
● All coaches shall demonstrate to their players respect for the game and the officials.

UPDATES
●
Please “Like” Berkley Hoops Youth Basketball Association on Facebook, and encourage your
players and/or their parents to do the same. Any important updates throughout the year will be
directly communicated to coaches by the division managers, but we also use our Facebook page
to reach the Hoops community with updates, and to post pictures of game action. Another good
resource is our website. We do our best to keep contact information, schedules, and results up to

CONCESSION STAND
The concession stand is a significant fundraiser that allows Berkley Hoops to keep registration
costs as low as possible. Contact Ann Weed at 248-376-5454 with questions.
● Teams shall provide baked goods or pop and 2-4 parent worker/volunteers to staff the
concession stand at least once during the season.
●
Division managers will notify coaches in advance of when it is their turn to staff the concession
stand. Coaches need to make sure parents are aware of their responsibility to bring supplies and
staff the concession stand.
● The coach should assign a parent to coordinate the baked goods and parent workers.
●
PICTURES
●
Picture day will occur in January. Picture packets will be provided to the coach prior to Picture
Day and shall be distributed by the coach prior to Picture Day.
TOURNAMENT
Tournament schedules shall be distributed prior to the tournament as soon as possible after final
league standings are determined.
● Questions regarding tournament pairings and schedules should be directed to the Division
Manager.

DAVE HOWE SPORSTMANSHIP AWARD
Each coach will be asked to nominate one player from his/her division for consideration for the Dave
Howe Award. Nominees should be from the top grade level playing in that division, and meet the
following criteria:
 Player strives to be the best they can be while being considerate and helpful to others.
 Player exhibits a good nature in games as well as practices.
 Player is respectful of teammates, referees, coaches, and opposing team players.
 Player shows a consistent sportsmanlike attitude.
COACHES APPRECIATION NIGHT

The Hoops Board will have a get together after the season to thank the coaches for volunteering
their time to Berkley Hoops. Date, time and location is TBD. Your division manager will provide
further details.

Berkley Hoops is a volunteer, parent-run organization. The Hoops Board is always looking for additional
assistance. If you or team parents are interested in making a difference on a Board level, please contact
your Division Manager.
Rules Changes/Clarifications and Points of Emphasis
All Divisions:
●
Players will not be allowed to wear jewelry, a cast, or any dangerous equipment, such as beads,
barrettes, etc. (see Elementary rule 14, Junior/Senior rule 11)
●
Jerseys are provided by the league and each player must wear the provided jersey to participate.
Shorts must be of sufficient length to go past the player’s fingertips when standing with arms flat
against his/her side. Athletic pants are also acceptable. Shorts/pants must not have any pockets,
buttons, snaps, belt loops, or any other features deemed hazardous by game officials. Shorts/pants
with any words/pictures/logos printed on the backside are not allowed. Manufacturer’s logos are
acceptable only if printed on the front of the shorts/pants. (see Elementary rule 16, Junior/Senior rule
13)
●
Tie-breakers: In the event two or more teams are tied at the end of the regular season, head-to-head
meetings will be used as the first tie-breaker for final ranking and playoff seeding. If that does not
resolve the tie, the second tie-breaker will be points allowed in the games played against the other
team(s) tied for that position. If that does not resolve the tie, the third tie-breaker will be points
scored in the games played against the teams involved in the tie. If that does not resolve the
tie, the fourth tie-breaker will be points allowed in all the games played in the regular season.
If the tie is still not resolved, the final tie-breaker will be a random draw among the teams involved in
the tie. (see Elementary rule 19, Junior/Senior rule 16)
●
The coach for each team must provide a roster to the scorer’s table before the later of: 5 minutes
prior to the scheduled game time, or if games are running late, when 3 minutes remain on the
scoreboard clock that is counting down to the start of the game. Rosters must include player number,
player name (first and/or last), and must be listed in numerical order. The roster may include all
players even if they have not arrived yet or will not be attending the game. The coach can make an
adjustment to note absent players any time up to the end of the start of the second quarter, but may
not add players or change numbers after the deadline mentioned at the beginning of this paragraph.
A technical foul will be assessed to the coach upon violation. No warnings.
●
In accordance with the Federation of state High School Athletic Association rules, if a player receives
two technical fouls in the same game, the player is to be ejected and will also be suspended for the
next game. Although the player may not participate in the next game, the player is expected to attend
the next game and sit on the bench in street clothes. The player is also still expected to participate in
practice.
Elementary Divisions:



No Zone Defense will be allowed. Zone defense is defined as: a player guarding an area of the
court, rather than an opposing player on the court. Each team may receive two warnings, and a
technical foul will be assessed to the team for each additional violation.
In the Elementary Boys division, no double teaming will be allowed against a player that does
not have possession of the ball. In the Elementary Girls division, no double teaming is allowed
outside of the free throw lane. Each team may receive two warnings, and a technical foul will be
assessed to the team for each additional violation.
No full court press is allowed. A defensive player may not actively guard an offensive player until the
offensive player has crossed the ten-second line (if in possession of the ball, an offensive player has
not crossed the line until the ball and both his/her feet are across the line). A warning will be issued
for the first violation by each team. A technical foul will be assessed to the team for each additional
violation. *This rule shall not apply during the last two minutes of the game, or in overtime, if
the score spread is 6 points or less.
Junior/Senior Divisions:
Rule 5: Fair Playing Time Rule: Each player must have a fair opportunity to participate. When a team
has 10 or fewer players participating in the game, each player must be allowed to play a minimum
of 9 minutes. When a team has 11 players participating, each must play a minimum of 8 minutes.
When a team has 12 or more players participating, each must play a minimum of 7 minutes.
Team managers are responsible for documenting that this requirement is met. The timekeeper
will stop the game if a violation occurs. Each time the game is stopped for a violation of this rule,
a technical foul will be issued to the head coach (see Junior/Senior Division rule 5 for an example
of the application of this rule).
Rule 6: Each team will be allowed two timeouts per half. Timeouts do not carry over if not used.
● An additional “substitution only timeout” will be available to each team for use only in the second
half. To improve the coach’s ability to give each player their appropriate playing time, this timeout
can be used only to make a substitution, and not for team instruction. This time-out must be
requested by the coach and administered by the referee. The coach needs to immediately notify
the official that it is a substitution only timeout, and players will not be able to leave the floor or
huddle near the bench for instruction. Substitute players must already be at the scorer’s table
when the timeout is called to enter the game. Any substitute players from the other team who are
already at the scorer’s table will also be able to enter the game at this time. Play will resume
immediately after the substitute player(s) have checked in to the game. Once all players on the
team have reached the minimum required playing time, the coach loses the use of this timeout.
● One timeout per team will be allowed for each overtime period.
Rule 10: Defensive Pressure: In the Senior Division, if a team is leading by 20 points or more, that team
will not be allowed to apply defensive pressure in the backcourt. In the Junior Division, if a team is
leading by 15 points or more, that team will not be allowed to apply defensive pressure in the
backcourt. For the first violation of the Defensive Pressure rule for each team, the official shall
issue a warning. For each subsequent violation, a technical foul will be assessed to the team.

Bill of Rights for Youth Athletes
Each youth participant in BHYBA has the right to –
● Participate regardless of ability, at an appropriate level,

● Participate in a safe and healthy environment
● Play as a child, not as an adult
● Proper preparation
● Be treated fairly and with dignity by all involved
● Have fun
Qualifications for Participants
Each youth participant in BHYBA must –
● Participate willingly and with a positive attitude
● Treat teammates fairly
● Cooperate with coaches
● Respect game and league officials
● Practice good sportsmanship at all times
● Attend practices and games regularly
● Notify coaches in advance of any absences or health problems
● Treat school and league property with respect
Code of Ethics for Coaches
Coaches must follow all rules and requirements set up by the BHYBA Board of Directors and respect the rights of
players described above. Coaches shall –
● Treat each player, opposing coach, official, parent and league official with respect and dignity
● Coach in a positive manner. Coaches should emphasize and recognize player and team progress, skill, and
effort. Player and team weaknesses should be addressed by teaching and practice. Harsh or chronic criticism
of players or the team is not acceptable.
● Emphasize effort, improvement, participation and fun as measures of success. The importance of winning or
losing should be de-emphasized.
● Make a determined effort to learn fundamental basketball skills and strategies, league rules, and teaching and
evaluation techniques.
● Become familiar with and help achieve the objectives of BHYBA.
● Communicate the goals of BHYBA and the rights and responsibilities of participants to players and their
parents.
● Uphold the authority of game and league officials.
● Learn the strengths and weaknesses of players, and attempt to place them in situations where they have an
opportunity to achieve success.
● Conduct practices and games so that all players have an opportunity to improve their skill level through active
participation.
● Cooperate with league officials in the enforcement of rules and report any irregularities that violate sound
competitive practices.
● Attempt to protect the health and safety of players.
● Protect and safeguard school and league property.
BERKLEY HOOPS YOUTH BASKETBALL ASSOCIATION
POLICIES AND GAME RULES
PHILOSOPHY
Berkley Hoops Youth Basketball’s philosophy is to provide a satisfying and instructional experience for children
interested in developing basketball skills. Teamwork and good sportsmanship are emphasized. Every child
participating in the league is entitled to equal amounts of fun and learning, as we can make possible.
PLAYER ELIGIBILITY
Players must be residents of the cities of Berkley or Huntington Woods and/or attending school in Berkley
School District and be registered with their respective Recreation Departments.
COACH AND ASSISTANT COACH ELIGIBILITY
Coaches and their assistants must complete and submit an application. They must have a positive attitude
toward youth, adequate knowledge of basketball fundamentals, adequate teaching ability, and be a good role
model for participants.
RESPONSIBILITIES OF COACHES AND ASSISTANT COACHES
Coaches and assistant coaches are responsible for:

Good sportsmanship for players as well as yourself at all times! Unsportsmanlike conduct,
including negative cheers or harassing game officials, will not be tolerated under any circumstances.

Using positive coaching techniques with your team. Coaches should encourage players by recognizing effort
and progress, however limited. Player weaknesses should be addressed by teaching and practice, not by
negative comments. Harsh comments, ridicule or profanity directed at players or others will not be tolerated.

Emphasizing effort, participation, learning and fun over winning.
4
Ensuring that all players have a fair opportunity to participate regardless of their abilities.
5
Attending coaches meetings held by league officials.
6
Complying with rules or policies set by the General Manager or Division Manager.
7
Being on time for all games and practices.
8
Organizing practices and informing players and parents of the schedules. The league will arrange school
permits. Practice times will be assigned on a space available basis. A maximum of three practices per week
will be permitted up to the first game of the season. A maximum of two practices per week will be permitted
after the season starts.

Informing your players of any changes in schedules.
10 Not allowing school facilities to be used by anyone other than the team or teams assigned. Scrimmages with
other league teams are permitted. Make sure that your team does not abuse school facilities. Gym shoes
must be worn on the gym floors. Ask the custodians which drinking fountains and lavatory may be used. Do
not allow your players to wander around the building. End practices by the scheduled times.
11 Staying after practices and games until all your players have left.
12 Bringing equipment to all games and practices. The league will issue uniforms, balls, and first aid kits.
Managers must return balls, first aid kits and any other equipment at the end of the season.
13 Bringing the first aid kit to practices and games. Attend to minor injuries and seek medical assistance for
serious injuries.
14 Reporting any injuries to the General Manager or your Division Manager. The Berkley Hoops Youth
Basketball Association Board of Directors, Hoops officials, and coaches are not liable for injuries of any kind.
15 Providing a scorekeeper for each game. Each team will provide a scorekeeper, who will work with the official
scorekeeper to record the score and player participation. Teams that fail to provide a scorekeeper for a
game will not be allowed to protest scorekeeping practices during that game.
16 Collecting and turning in player fund-raiser contributions to designated league officials.
17 Reviewing the Berkley Hoops Policy on Player and Coach expectations with all players at the beginning of
the season.
DIVISIONS
There shall be the following five divisions:
Elementary Girls
Elementary Boys
Junior Girls
Junior Boys
Senior Boys
4th, 5th, and 6th grade girls
4th, 5th, and 6th grade boys
7th, 8th, and 9th grade girls
7th and 8th grade boys
9th, 10th, 11th, and 12th grade boys
DIVISION MANAGERS
There shall be five division managers; one for each elementary division, one for junior girls, one for junior boys, and one
for senior boys. Their duties shall be supervised by the General Manager and include:
● Recruiting and training coaches;
● Coaching assignments;
● Keeping division coaches informed about necessary information;
● Participating in team selection, per Hoops’ policies;
● Scheduling practices and games;
● Handling routine grievances in compliance with Hoops’ policies;
● Serving on Hoops’ Operations Committee.
TEAM ASSIGNMENT PROCEDURES
1 The following team assignment rules only apply to selection of Berkley teams.
2 Players must play for the team to which they are assigned. Players may play for only one team.
3 Team Assignment Procedures: A team selection committee shall be established for each division. The team
selection committee shall include the general manager, division manager, and a member of the Board of
Directors selected by the Board.
The team selection committee shall be responsible for assigning players to teams. To a reasonable degree, the
committee shall attempt to:
● Balance age and talent among teams;
● Consider player and parent preferences; and
● Allow players who played the prior year to stay with the same team, unless a player makes a specific request to
be assigned to a different team. Such requests will be considered by the committee, but the committee is not
required to place a player on a specific team designated by the player.
If unusual or extraordinary circumstances exist that make it appropriate to assign players to a different team than the
team they played for the previous year, the team selection committee may recommend such assignments, subject to
the approval of the Board of Directors.
The team selection committee may consult with or seek assistance from other Board members, coaches, parents and
others to obtain information about talent levels of new or returning players. The team selection committee is not
expected or required to directly evaluate the talent of new players.
If player participation changes occur following the completion of team assignments, the team selection committee may
make adjustments in team assignments in an effort to establish a fair balance of talent among teams. This process, if
necessary, should attempt to avoid changing team assignments of players who have competed for the same team
during the prior year.
COACH DISCIPLINE POLICY
Coaches are expected to comply with all Berkley Hoops rules and requirements. Coaches should emphasize good
sportsmanship, teamwork, learning and fun. Players should have an equal opportunity to participate regardless of their
abilities. Abusive behaviors and language, uncontrolled tempers, and overly aggressive coaching methods will not be
tolerated.
Coaches and assistants who fail to comply with these expectations are subject to reprimand, suspension or expulsion
from the league.
Concerns about a coach’s behaviors or actions should be brought to the attention of the appropriate Division Manager
or the General Manager. They will evaluate the concerns and determine whether the concerns require Board review
and possible disciplinary action. The Division or General Manager may deal with minor concerns through discussions
with the involved coach.
When a coach is accused of serious or repeated violations of Berkley Hoops’ coaching standards or is ejected from any
league game, the President and General Manager will consult each other and appoint an ad hoc committee of at least
three Board members to review and investigate the concerns. The ad hoc committee should meet as promptly as
possible and report its findings and recommendations to the President and General Manager, who may sit on the ad
hoc committee at their discretion.
The President and General Manager shall review the ad hoc committee’s recommendations and determine what action,
if any, is appropriate. If it is determined that a coach violated the standards of Berkley Hoops, the President and
General Manager will have exclusive discretion to determine whether to issue a reprimand or suspension. If the
President or General Manager determines that expulsion may be appropriate, they may make such a recommendation
to the Board of Directors, which may approve, modify or reject their recommendation. The affected coach and
complainant (if any) must be sent a written notice summarizing the review and disposition of the complaint.
Coaches are entitled to be fully informed of the nature, but not necessarily the source, of any allegations made against
them. The President, General Manager and ad hoc committee may determine if it is appropriate to provide
confidentiality to a complainant.
Coaches have the right to present any information or evidence to the President, General Manager and ad hoc
committee to challenge complaints made against them. However, coaches must not arrange any meetings of their
players or parents for the specific purpose of addressing complaints under investigation by Berkley Hoops Board of
Directors without consulting with and receiving the approval of the President and the General Manager. If the President
and General Manager determine that such a meeting is appropriate, they will appoint a Board Member to participate in
the meeting as a representative of Berkley Hoops. Coaches who fail to respect this policy shall be subject to reprimand,
suspension or expulsion from the league.
PLAYER DISCIPLINE POLICY
Berkley Hoops provides a learning environment and playing opportunities for Berkley youth who are interested in
developing basketball skills. League members are expected to participate willingly, have a good attitude toward their
teammates, cooperate with their coaches, and show respect to game officials. Good sportsmanship is a must. Players
should attend practices and games regularly and notify their coach if they are unable to attend.
Abusive behaviors and language, uncontrolled tempers, insubordination, and overly aggressive playing methods will not
be tolerated.
It is expected that a player’s coach will identify and respond to any inappropriate behaviors. Coaches should discuss
any concerns with their players and, if necessary and appropriate, their parents. If these steps do not resolve any
concerns regarding players’ behaviors, the coach may recommend disciplinary action to his or her Division Manager or
to the General Manager.
In addition, any player who is ejected from a game shall be automatically subject to possible disciplinary action.
Coaches must immediately report any player ejections to the Division Manager, or, if he or she is unavailable, to the
General Manager.
The Division and General Managers will review the concerns and determine what, if any, disciplinary action is
necessary. In making this determination, they may investigate the concerns and contact the player’s parents if
necessary.
If it is determined that a player has failed to conduct him-or-herself appropriately, the General Manager and President
shall have exclusive discretion to take disciplinary action, by issuing a reprimand or suspension. If the President or
General Manager determine that an expulsion may be appropriate, they may make such a recommendation to the
Board of Directors, which may approve, modify, or reject their recommendation. The player and his parents shall be
notified of any disciplinary action in writing.
Players are entitled to be fully informed of the nature of any allegations made against them and to respond with any
information or evidence they may have to present.
BERKLEY HOOPS YOUTH BASKETBALL ASSOCIATION POLICIES AND GAME RULES
GAME RULES - ELEMENTARY DIVISIONS

The rules of the National Federation of state High School Athletic Association shall be followed, except as
stated in these House rules.

Game time intervals:
● Pregame warm-up (only if time permits)
● Between quarters – 1 minute
● Half-time – 5 minutes
● Timeouts – 45 seconds first horn, Players should return to floor. 15 seconds later, final horn, resume
play.

Length of quarters shall be eight minutes running clock. Each quarter will consist of two 4-minute periods to
facilitate substitutions. The clock will stop on:
● Shooting foul shots;
● All timeouts;
● Player injuries and substitutions;
● All whistles in the last minute of the game if the losing team is within 10 points; and
● All whistles during the last minute of overtime.

Equal Time Rule –
● All members of the team will have near equal playing time.
● Substitutions will only be made at the beginning and mid-point of each quarter.
● At the mid-point of the quarter, the clock will stop and substitutions will be made.
● All players must play an equal or near equal number of periods based on the number of players
attending a game. Example as follows:

The official scorers will document players entering the game and record the number of periods played.
A player who has reached his or her maximum number of periods will not be allowed to enter the game.
Players may only participate in a game if they arrived and checked in with the scorekeeper by the end of
the first quarter of the game. For purposes of determining the number of periods that players should
participate, the number of players is based on the number of team members who have arrived by the
end of the first quarter and checked in with the scorekeeper.

Additional Substitutions may be made in the following circumstances:
● If a player commits 3 or more personal fouls in the first half, he or she may be substituted for; this can
only be done one time per team per game. This substitution does not in any way reduce the number of
periods that any player is required to play. The period will count towards the playing-time requirement of
the player who began the period, but it will not count towards the requirement for the replacement player.
● If a player is not respecting the rules of sportsmanship, i.e. being disrespectful to the coach or others, not
acting as a team player, showing disrespect for other players or officials, or is endangering others
through his or her play. The scorekeeper must be informed of the reason for such a substitution.

Substitutions are not allowed based on coaches’ dissatisfaction with a player’s performance, such as
missed shots or mis-run plays.
If a player is injured or becomes ill. If the player will not be able to re-enter the game because of the
injury or illness, the scorekeeper must be notified. If the injury or illness is very minor and the player is
able to return, the player must still play an equal or near-equal number of periods, if possible based on
the time remaining in the game.
If a player is ejected or fouls out.
Whether an additional substitution is made because of fouls, injury/illness, or un-sportsmanlike conduct,
the player or players with the least amount of playing time will replace the player who is removed from
the game and that interval will not count toward the playing time requirements of the replacement player.

Each team will be allowed two timeouts per half. Timeouts do not carry over if not used. One timeout per
team will be allowed for each overtime period. You must have possession to call timeout.

Tied games: One 2–minute overtime period will be played. The team ahead at the end of the overtime
period shall be declared the winner. If a tie still exists, it shall be recorded as a tie for both teams. Each team
shall receive one point in the standings. During the playoffs, a game cannot end in a tie, and therefore
additional overtime periods will be played until there is a winner.

Game time is forfeit time. The game may be played with four players. On arrival of a fifth player, he or she
may enter the game on the next dead ball. However, players who have not arrived and checked in with the
scorekeeper by the end of the first quarter will not be allowed to play in that game.

The 3–point goal will not be in effect in the Elementary Divisions.
10 In the Elementary Division, the free-throw line will be approximately three feet closer to the basket than the
standard free-throw distance.
11 In the Elementary Divisions, a full-court press is not permitted (*except as noted below). A defensive player
may not actively guard an offensive player until the offensive player has crossed the ten-second line (if in
possession of the ball, an offensive player has not crossed the line until the ball and both of his/her feet are
across the line). A warning will be issued for the first violation by each team. A technical foul will be assessed
for each additional violation.
*This rule shall not apply during the last 2 minutes of the game, or in overtime, if the score is within 6 points.
12. A) No zone defense will be allowed. Zone defense is defined as a player guarding an area of the court, rather
than guarding an opposing player on the court.
B) In the Elementary Girls Division, no double-teaming is allowed outside the key areas.
C) In the Elementary Boys Division, no double-teaming is allowed against a player without the ball.
Each team may receive two warnings for violations of the above defensive rules. A technical foul will be
assessed starting on the third violation of each of these rules and every violation thereafter.
*Note: The defensive rules apply during the entire game. Even in circumstances when a full-court press is
allowed (see rule 11), the zone defense and double-teaming prohibitions are still in effect.
13. Jump Ball / Possession arrows: There will be a jump ball at the beginning of the game. On the next jump ball
situation, the team not winning the initial jump will be awarded the ball out of bounds. Thereafter, possession
will alternate throughout the game at jump ball situations. A jump ball will be used to start an overtime period,
with the above rule used to determine possession throughout the overtime period.
14. Players will not be allowed to wear jewelry, a cast, or any dangerous equipment, such as beads, barrettes,
etc.
15. Players wearing glasses must have unbreakable lenses and are advised to wear glass guards to prevent
accidents.
16. Jerseys are provided by the league and each player must wear the provided jersey to participate. Shorts must
be of sufficient length to go past the player’s fingertips when standing with arms flat against his/her side.
Athletic pants are also acceptable. Shorts/pants must not have any pockets, buttons, snaps, belt loops, or
other features deemed hazardous by game officials. Shorts/pants with any words/pictures/logos printed on
the backside are not allowed. Manufacturer’s logos are acceptable only if printed on the front of the
shorts/pants.
17. Players with open bleeding wounds will not be allowed to play until the wounds are treated and dressed.
Bloody uniforms must be changed before a player will be allowed to return to a game.
18 There will be no protested games. Discussions with game officials and scorekeepers should be respectful at
all times. Concerns about referee performance should be brought to the attention of the division manager,
general manager, or the Berkley Hoops Youth Basketball Board of Directors.
19 Tie-breakers: In the event two or more teams are tied at the end of the regular season, the final standings and
playoff seeding will be determined by using the following tie-breakers:
 Record in head-to-head games between tied teams
 Points allowed in the games between tied teams
 Points scored in the games between tied teams
 Points allowed in all the games played in the regular season
 Random draw
GAME RULES – JUNIOR AND SENIOR DIVISIONS

The rules of the National Federation of state High School Athletic Association shall be followed, except as
stated in these House rules.

Game time intervals:
Pregame warm-up (only if time permits)
Between quarters – 1 minute
Half-time – 5 minutes
Timeouts – 45 seconds first horn, Players should return to floor. 15 seconds later, final horn, resume play.

Length of quarters shall be six minutes. The clock will stop in all dead-ball situations (all referee whistles).
4. Substitutions: Player substitutions may be made when play is stopped, in accordance with official high school
basketball rules. Players must be checked in at the scorer’s table when play is stopped in order to enter the
game.
5. Fair Playing Time Rule: Each player must have a fair opportunity to participate. When a team has 10 or fewer
players participating in the game, each player must be allowed to play a minimum of 9 minutes. When a team
has 11 players participating, each must play a minimum of 8 minutes. When a team has 12 or more players
participating, each must play a minimum of 7 minutes. Team managers are responsible for documenting that
this requirement is met. The timekeeper will stop the game if a violation occurs. Each time the game is
stopped for a violation of this rule, a technical foul will be issued to the head coach.
Example: Team A has ten players on the roster for the current game. When the clock moves past three minutes
left in the game, player 1 and player 2 have only played six minutes and are not in the game. The timekeeper
will stop the game and alert the referee that player 1 and 2 are not going to reach the minimum playing time.
Player 1 and player 2 will be inserted into the lineup and must play the remainder of the game, and a
technical foul will be issued to the head coach of team A. Note that although two players were inserted, it is
the stoppage of the game that constitutes a violation, so in this circumstance only one technical foul would be
issued. Team B will be awarded two free throws as a result of the technical foul. Furthermore, if the clock
moves past two minutes left in the game and player 3 on team A has only played seven minutes and is not in
the game, the timekeeper will stop the game so that player 3 may be inserted and play the remainder of the
game. Another technical foul will be issued to the head coach of team A. Team B will be awarded two free
throws. The head coach of team A would be ejected for receiving his/her second technical foul, and an
assistant coach would have to take over. Reminder: If there is no coach on the bench, a team would be
forced to forfeit.
6. Each team will be allowed two timeouts per half. Timeouts do not carry over if not used. One timeout is
allowed per team in overtime. You must have possession of the ball to call any type of timeout.
●
An additional “substitution only timeout” will be available to each team for use only in the second half. To
improve the coach’s ability to give each player their appropriate playing time, this timeout can be used only
to make a substitution, and not for team instruction. This time-out must be requested by the coach and
administered by the referee. The coach needs to immediately notify the official that it is a substitution only
timeout, and players will not be able to leave the floor or huddle near the bench for instruction. Substitute
players must already be at the scorer’s table when the timeout is called to enter the game. Any substitute
players from the other team who are already at the scorer’s table will also be able to enter the game at this
time. Play will resume immediately after the substitute player(s) have checked in to the game. Once all
players on the team have reached the minimum playing time, the coach loses the use of this timeout.
7. Tied games: One 2–minute overtime period will be played. The team ahead at the end of the overtime
period shall be declared the winner. If a tie still exists, it shall be recorded as a tie for both teams. Each team
shall receive one point in the standings. In the playoffs, a game cannot end in a tie, so additional overtime
periods will be played until there is a winner.
8. Game time is forfeit time. The game may start with four players. On arrival of the fifth player, he or she may
enter the game on the next dead ball. However, players who have not arrived and checked in with the
scorekeeper by the end of the first quarter will not be allowed to play in that game.

allowed to apply defensive pressure in the backcourt. In the Junior Division, if a team is leading by 15 points
or more, that team will not be allowed to apply defensive pressure in the backcourt. For the first violation of
the Defensive Pressure rule for each team, the official shall issue a warning. For each subsequent violation, a
technical foul will be assessed to the team.
