Implement the Neighbourhood Partnership Action Plan by engaging with local people, local councillors, services
and partner agencies to work collectively and deliver the aspirations of the South West Fife Local Community
Plan.
Job Purpose:

To assist the Area Manager to deliver on the key elements of the local community plan within a specific
neighbourhood which engages local people through:

the development and co-ordination of activity,

creative engagement opportunities,

personal development and

active citizenship
which will create:
 stronger, more resilient, supportive, influential and inclusive communities, and
 improved life chances for people of all ages
Key Tasks &
Responsibilities:

o Community Engagement

Along with other local community work staff use an asset based approach to work with local people to identify
and address local needs;

Facilitate community connections, identification of ‘community leaders and facilitators’,

Facilitate support to the community to develop local initiatives

Plan, deliver and manage a range of learning programmes and opportunities which will help develop a
community infrastructure

Build links across South East Inverkeithing ensuring engagement within established and new residential
areas.
o Programme and project development and management

In conjunction with the Local Development Officer – Housing and key stakeholders continue to develop a 510yr South East Inverkeithing Regeneration (SEIR) neighbourhood action plan which identifies long term
outcomes, with short, mid and long term actions towards outcome delivery.

Lead projects, and Identify project leads from Community Planning Partner agencies to deliver the plan

Plan, deliver & evaluate activity using the quality framework and applying the principles of the Standards for
Community Engagement

Undertake self-evaluation of activity to ensure continuous improvement and contribute to the development
of the SEIR neighbourhood plan.

Identify gaps in service delivery/local need and work with Partners to address them.

Engaging with local Elected Members and ensuring that they are fully informed of developments

Embrace new technology and encourage increased access

Develop opportunities to involve local people in service design

Participate in Contribution Management processes

Support local community groups to develop funding bids to be submitted to funding providers including the
National Lottery, Community Trusts and Fife Council Area Committees.

Manage and report on local development budgets in line with Fife Council’s financial regulations and
procedures.

Control and account for all resources including materials, ICT hardware and software etc.

Ensure agreed procedures for administration, use of facilities, IT systems, record keeping, coordination of
programmes and financial controls are adhered to and communicated to staff and volunteers.

Prepare written reports and presentations, as requested for the SEIR Project Improvement Board, Area
Manager and Partnership groups.

Mange and report on devolved local budgets in line with Fife Council’s financial regulations and
procedures.

Implement and monitor Fife Council’s Health & Safety policy and procedures.

Implement and monitor Fife Council’s Child and Vulnerable
Adult Protection policies and procedures.
