JOB OVERVIEW
The position ensures that BC Timber Sales (BCTS) documents, administrative policies and procedures are
consistent with established business models and legal requirements. It analyzes policies germane to forest
management objectives and activities and recommends legislation, regulation, policies and procedures and
document revisions relevant to the BCTS business model. This position also provides expert advice regarding
the applicability of legislation and documentation provisions and provides input in the development of
legislation, regulation, policy and procedures and tools to support BCTS strategic goals.
ACCOUNTABILITIES

Manages BCTS agreement and tender documents, registration forms, and related documents,
collaborating with Ministry of Justice to ensure that they appropriately convey legislative and
regulatory requirements and the BCTS business model.

Researches, analyzes and recommends policy alternatives. Leads or participates in a consultative
process on proposed policy changes. Identifies and assesses competing or conflicting priorities and
reports upon the apparent ramifications of changes.

Evaluates the effectiveness, efficiency and impact of Ministry policy and develops interpretive
procedures and guidelines for the administration of agreements and conduct of business practices.

Identifies and provides advice on issues of significance (e.g., transfer of BCTS agreements, business
model, environmental and safety certification implications) to the Ministry, government, clients or
client groups. Provides policy input to, and collaborates with, BCTS and other Ministry and government
staff with respect to issues germane to BCTS including, but not limited to, tenure matters and related
BCTS business practices.

Works with other ministries and organizations at the provincial, federal, local or community level to
coordinate policies across ministries/organizations and facilitate business relations.

Maintains professional expertise and knowledge of the Forest Act and regulations, the Forest and
Range Practices Act and regulations, and working knowledge of other legislation to which business
practices must comply. Advises BCTS staff and clients regarding interpretation of Acts, and
applicability to BCTS operations and tenure administration.

Develops, implements, and manages contracts, including development of requests for proposals,
selection of consultants, and verification and certification of performance, for a variety of services,
including the design and modification of documents, tenure holder performance, etc.

Monitors, analyzes, evaluates policies, issues and trends related to natural resource management and
makes recommendations to the Senior Policy Officer regarding BCTS involvement in various initiatives
and activities.

Attends Timber Sales Leadership Team when required to present and discuss policy and tenure
administration issues and address the strategic orientation of BCTS tenure administration activities.

Acts as BCTS expert and liaison on Ministry committees addressing specific forest management and
tenure administration matters, including but not limited to timber auction, forest and timber
measurements, and allowable annual cut apportionments.

Maintains communication, plans work and coordinates activities with other HQ specialists and BCTS
corporate teams.

Provides expertise and training to BCTS staff, other Ministry and agency staff and external stakeholders
on the interpretation and application of BCTS timber auction, tenure administration, registration and
related policies.

Monitors and evaluates BCTS Business Area adherence to accepted tenure administration policies and
procedures. Advises on the interpretation of legislation and regulations related to the administration
of agreements and program registration.

Prepares briefing notes, technical reviews, reports and recommendations as required.

Supervises co-ops, auxiliaries and temporary assignments as required.
JOB REQUIREMENTS
EDUCATION

Bachelor’s degree or diploma in forestry, forest science, forest ecology, forest engineering, or other
relevant area, or related degree or diploma acceptable to the Senior Manager, Tenure Operations &
Sustainability,
AND

Registered or eligible to immediately register as a Professional Forester with the Association of British
Columbia Forest Professionals (ABCFP).
REQUIRED EXPERIENCE

Minimum 3 years working with timber tenures.

Leading or managing moderately complex projects in the natural resource sector.


Gathering, synthesizing, evaluating and interpreting information from diverse sources.

Analyzing, interpreting, and applying natural resource sector legislation, regulation and policies.

Building and maintaining cooperative relationships and effectively dealing with diverse stakeholders
(e.g., First Nations, contractors, government, forest tenure holders, etc.).

Negotiating or mediating solutions in the natural resource sector.
PREFERRED EXPERIENCE

More than 5 years working with timber tenures.

Planning, auctioning and administering timber tenures or sale and purchase timber contracts.

Developing natural resource sector legislation, regulation and policies.

Analyzing, interpreting, and applying the B.C. Forest Act, Forest and Range Practices Act, Wildfire Act
and related regulations.

Preparing moderately complex written technical reports, policies, and procedures.
OTHER

Posses a valid B.C. drivers or be eligible to immediately acquire one.

Ability to gather, synthesize, evaluate and interpret information from diverse sources.
