Points to note:








EMR rollout from 1 November
NDS is the peak body for 1200 organisations in Australia (not the same as NDIA OR NDIS).
Has funding from DHHS in Victoria to support providers to transition to NDIS.
Other peak bodies also providing support.
EMR is the second largest roll out area in Australia.
NDIS = Funding allocated to an individual to maximise choice and control.
Clients/consumers are called participants.
NDS will be running implementation workshops in EMR from May ( minimal cost)
NDS has developed tools, resources and help desk to support agencies and also has one on
one support available at no cost.

QUESTIONS:
1. Who does the planning?
Local Area Coordinator is appointed/funded organisation to do 80% of plans i.e. the
less complex (Brotherhood of St Laurence does this in Northern area). LAC cannot be a
provider themselves.
More complex cases to be handled by NDIA themselves.
Pre planning meetings happen first.
Plans are reviewed.
2. Who pays for accommodation costs
Mainstream supports will continue eg education, transport, health etc with no change.
Accommodation has a separate price guide. Specialist disability accommodation (SDA) =
the physical space; Supported Independent Living (SIL) = Supports for person living
there; Respite = Short term accommodation;
Advocating for $ for respite as none allocated currently as the funding is focused on
person with a disability (not giving the carer a break);
CRU = some funding via SDA and some for SIL (within core supports of package).
3. Non-English speaking clients - once accepted who contacts them
- Varies - people who are currently getting supports will be contacted by either LAC or
NDIA who will need to provide interpreter;
- New entrants need to complete access request form;
- Best to map out/pre-planning of the supports the person needs so these are
considered as part of the packaging;
- Early transition of clients could be happening now and agencies need to be ready for
these now;
- Interpreter services are allowed for as part of package.
- Previously DSR no write up about using interpreter
- If the DSR did not have a specification for using an interpreter, need to ensure this is
requested for new NDIS package as it will be part of the cost.
- ECCV are also doing some readiness work

4. People under 65 years who may be approved to access aged care services because lack of
disability supports for them (eg early onset dementia)
- Suggest to get them onto list for NDIS or complete access request form;
- Once person turns 65 can continue with NDIS or choose to swap to aged care;
- But anyone now over 65 has to go through My Aged Care.

Melbourne East Disability Advocacy (MEDA) – Jan Mattrow
 MEDA is a local advocacy service in EMR for adults with intellectual disability; it is
commonwealth funded for 1.1 EFT and covers 5 LGAS in East.
 NDIS is a rights based model which can be new for some people with a disability
 Advocacy is about ensuring people have a voice and upholding people's rights
MEDA – Uses 5 models of advocacy
1. Individual
2. Systemic
3. Self
4. Legal
5. Volunteer citizen advocacy
In theory, advocacy is about "standing behind" to support the person to have a voice, or "stand
beside" to encourage contribution, or "stand in front" to be a spokesperson for that person.
MEDA has some concerns for people with disability accessing NDIS and the process for
planning. The concept may be quite foreign to some participants or may not have capacity to
articulate their needs or have friends to do this.
Encourages participants and practitioners to use advocacy in the NDIS process to safeguard
rights and support people to access their choice and control; advocates are crucial with the preplanning especially; suggests to insist on face to face meetings to ensure the process is using
best communication methods for the participant.

ILC is also a component of NDIS - Information, Learning and Capacity Building. This is about
building the capacity of the community to be more accessible and to break down some of the
barriers; people with disability to be seen as central to the decision making of NDIS. ILC is only
funded in Canberra currently but funding is being made available nationally. ILC funding in 2018
is $136m nationally.
There is no cost to access MEDA support. Can telephone or email Jan. Primary focus is adults
with intellectual disability. There are also statewide services (VALID eg) but they have limited
resources to support local communities and do individual services. MEDA is trying to increase
voluntary citizen advocacy and encourages people to contact them if they would like to be
volunteers.

Jenny L - Uniting Age Well Carer Support - Carers not mentioned as part of NDIS which concerns
them. Hoping for funding for carers in their own right. Current funding until 1 July 2018. Respite
as a term is not used as part of NDIS roll out. CRCC also extended until 1 July 2018.
Wanling - MIC Access & Support – was assisting client with MAC who advised that if you are a
listed as a provider on MAC, you can't be an individual client's representative because of
conflict of interest.

Leonie – Balwyn Evergreen Social Support - some referrals coming through MAC
Sue McGrath - ACAS - preparing for 27 February changes when they will assess for individual
package levels; clients go onto national queue and are assigned priority there. Difficult to advise
clients about how long they have to wait. For under 65’s suggest to contact ACAS directly to
discuss options.
Aidan – Care Complete - GP clinics refer to their service; provide home visiting and care
coordination for people with complex needs; services provided in addition to home care
packages; for people who have Medibank and no cost. Some funding attached to the home
visiting. Clients can call direct to program but prefer referral via GP if possible. For more

Jean Field - Aged Psychiatry assessment - predominantly for people over 65 years; short case
management; recovery model of care; refer back to GP or private provider; referral via mental
health triage service.
Pauline - Link Health & Community - cannot accept referrals for over 65 years. These need to go
through MAC.
Kym T - Carrington Health Ageing Well program – busy with MAC transformation and reforms;
Intake via Health Access Team; Planning for NDIS; Establishing private fee for service options
including home services for allied health and clinic based. Remodelling physical activity
programs and adding gym sessions which are popular; Exercise physiologist and
physiotherapists working together.
Lynda Waterman - Carer Home Support Villa Maria – offer state funded carer respite and home
support program which also has case management to link carer to ongoing services; can work
closely with other respite/carer support providers; aimed at carer over 65 or caring for
someone over 65; can top up services while waiting for other services; reaching out to
neighbourhood houses to promote services and offer peer support in local community.

Glenda - Uniting Age Well –have installed HUR which is new equipment for older people to help
with falls prevention; men's shed at Hawthorn is growing including younger and older people.
Over 65 referrals through MAC.
Anne Marie - Villa Maria - preparing for MAC reforms with changes to packages on 27 Feb.
Packages are all full. Note that VMCH do not charge a Basic Daily Care Fee (BDCF) for Home
Care Packages (HCP).
Caroline K - Brindabilla – outing and centre-based groups continuing; vacancy for Saturday
outing group.
Colin - Salvocare Eastern - Homeless Outreach program provides case managers and advocates;
2-3 months wait currently; work with adults 18 plus; no time limits; over 55 years transitional
accommodation in Nunawading; referral homeless or at risk of homelessness. SEE BROCHURE

clients/carers; providing support to access MAC.
Ben - St Vincents Access & Support - A & S don't need a MAC referral; will facilitate registration

Linda T – MIC Access & Support - assessments taking 6-8 weeks so aiming to link clients to other
services where possible; Also work with under 65 years such as people with disability especially where phone contact is an issue.
Fiona - Own Body provides mobile physiotherapy services in the home across Melbourne;
