MINUTES: J. Gossage moved to approve minutes, L. Wallace seconded,
REPORTS: R. Russum reported that alcohol court records indicate that 16 adults (18-20) were charged with
possession, 1 violation for furnishing alcohol to minors, 1 violation for selling, 3 for allowing consumption. J.
Gossage reported that Teen Court has had “a lot of citations” for underage drinking. The group agreed that
these numbers prove that action is necessary.
In December 08 it was agreed with the Caroline Court that any alcohol possession charges would be referred to
our Coalition for AlcoholEdu class. No referrals have been made.
R. Russum also reported that new licensing changes will be in effect. With a potential starting date of August 1,
2009 there must be a person on the premises of any alcohol sales location that has been server trained. The law
used to state that only one person on the license must be trained, now a person on the premises at all times must
be trained.
Also reported was the current law in Caroline that states that a person only has to be 18 to sell alcohol under a
Class A license, the group felt that the laws have been very unclear and should be researched and advocated to
be 21.
OLD BUSINESS:
The social hosting survey has been disbursed; about 200 surveys have been received. We will need more, and
we will consider putting it online.
The fundraiser scheduled in Federalsburg for April 29th, (Trivia Night) was cancelled, there was not one
registrant signed up. The group felt like with baseball/softball season families were too busy. With the next
event timing of other events should be considered.
SHOP (Students Helping Other People) at NCHS and CRHS did a great job with the social marketing pieces
they’ve been working on. The group did suggest that marketing be targeted to the younger kids in middle
school. A grant for $4000, for a poster contest and family celebration night was filed.

NEW BUSINESS:
K. Bishop handed out information to the committee for prospective board members. It was suggested that the
material be turned into brochures.
Advertising on WBOC was researched and it was decided that newspaper advertising was a better match. The
audience for the Star Democrat/Times Record is a much better match for the population we need in Caroline.
Specs and prices for Star Democrat and Times Record, both in print and online were provided to the group.
Year 2 & 3 work plans were distributed. After review, it was restated that membership is a priority.
Mycal presented her plan for a youth event for June 12; she plans to have periods for middle school students,
and high school students. It was noted that the goal was to have one youth event per month, and this one is the
first one of the year. Location ideas were discussed and it appears that the Parks and Rec. location will be
suitable, details will be worked out with S. Simmons and Mycal
K. Bishop asked the group for any new sign ideas to be brought to her attention. The bus shelter board on Rt.
328 was taken down and the sign is still usable, K. Bishop was given information regarding South Caroline
Little League baseball field advertising space. There was discussion about handing out materials at
McDonalds, and/or a drive thru signage.
Three upcoming conferences :
The board was invited to attend any of three upcoming conferences;

National Conference on Social Norms – Minnesota – July 12 – 14
CADCA – Coalition Building – July 27-30 Louisville, KY.
