SYSTEM OF RANKING DELIVERY UNITS AND INDIVIDUALS The PHIVIDEC Industrial Authority (PIA), being a Government-Owned and Controlled Corporation (GOCC) covered by the Department of Budget and Management (DBM), has the following delivery units: 1. Office 1.1. 1.2. 1.3. 1.4. of the Administrator, with the following composition: Office of the Administrator (OAPIA) Legal Services Division (LSD) Management Services Division (MISD) Resource Management Division (RMD) 2. Corporate Planning and Business Development Department (CPBDD) 2.1 Planning, Policy ,and Evaluation Division (PPED) 2.2 Business and Development Division (BDD) 3. Estate Management Department (EMD) 3.1 Estate Engineering and Maintenance Division (EEMD) 3.2 Public Utilities Division (PUD) 3.3 Enterprise Assistance Division (EAD) 4. Port Management Department (PMD) 4.1 Port Operations Division (POD) 4.2 Port Revenue Division (PRD) 5. Support Services Department (SSD) 5.2 Central Accounting Division (CAD) 5.2 Cash and Budget Division (CBD) The foregoing five (5) delivery units shall be forced ranked according to the following categories. Ranking Top 10% Next 25 % Next 65% Performance Category Best Delivery Unit Better Delivery Unit Good Delivery Unit Furthermore, the PIA officials and employees of the foregoing five (5) delivery units who qualified for the PBB based on the criteria and conditions set in InterAgency Task Force Memorandum Circular No. 2015-1 dated August 12, 2015 shall be forced-ranked, subject to PIA’s budget ceiling for FY 2015 PBB. The following criteria shall be observed: Ranking For the Best Delivery Unit (Top 10%) Performance Category Top 20% of eligible Best Performer (P 35,000) employees Next 35 % of eligible Better Performer ( P 25,000) employees Next 45% of eligible Good Performer (P 15,000) employees Ranking For the Better Delivery Unit (next 25%) Performance Category Top 15% of eligible Best Performer (P 20,000) employees Next 30% of eligible Better Performer (P 13,500) employees Next 55 % of eligible Good Performer (P 10,000) employees Ranking For the Good Delivery Unit (next 65%) Performance Category Top 10% of eligible Best Performer (P 10,000) employees Next 25% of eligible Better Performer (P 7,000) employees Next 65% of eligible Good Performer ( P 5,000) employees In the Rating and Ranking of the Performance of Delivery Units, the main parameters shall be the Performance Indicators determined for PBB and reflected in the corresponding Office Performance Commitment and Review (OPCR) and Individual Performance Commitment and Review (IPCR) scorecards.
