Olson, Fire Chief, Kitsap County Fire District 18 RFQ Project Outline Poulsbo Fire Department is in the process of upgrading the emergency standby power generation systems at Station 71 and Station 72. Station 71 is currently outfitted with a 30kw generator that supplies only basic lights and apparatus bay doors. Station 72 has a portable 5000 watt portable generator that also operates the lights and bay doors. Both stations need to be self sufficient and operational in the event of an extended power outage or disaster. The design work must be completed by the end of May 2012. The goal of the Poulsbo Fire Department is to have the generator systems designed, placed out for bid, installed and tested in time for next winter’s storm season (2012-2013). The design/engineering requested is to analyze the power usage of each station and design/engineer an appropriately sized emergency power generation system that will allow each station to fully operate independently from the power grid for a period of not less than seven (7) days without refueling or shutting down for normal maintenance. The documents required from the design company will include the size of the generator, transfer switch and all related components; size of the diesel fuel tank and spill containment; seismic design required for each generator and fuel tank; design plans for the installation including the location of components, identification of all necessary permits and any other information that may be necessary for placing the project out for bid. Selection criteria will be based on previous experience designing/engineering similar emergency power systems, the timeline to complete the design/engineering and references from clients that have used your firm for similar work. The R.F.Q. must be limited to no more than 10 pages. The R.F.Q. must also include a letter of interest signed by the principal of your firm with a statement of availability to complete the work in the stated time period, a list of similar projects completed by your firm including contact information, evidence of your firm’s ability to perform the work, insurance and license information to do work in Washington State and your firm’s contact information for the lead on this project. A maximum of three firms will be invited to interview with the selection committee. The RFQ doesn’t mention a pre-submittal meeting or site visit. Is it possible to visit the sites to learn more about the project? I would be more than happy to arrange a site visit.
