920 Memorial City Way, Suite 425 Functional Job Title Houston, TX 77024 Sr. Procurement Agent 713.997.8080 *ASC Job Category Materials Supply Position Description Basic Function Directs worldwide purchasing activities ranging $1.0 to $2.0 billion of store stock and direct charge materials for the assigned materials Commodity Families/Groups to support Company operations and capital projects. The incumbent can be assigned either to operations or project purchasing division. Directs the store stock materials investment and control activities of the division for the assigned prime commodities. Ensures that required store stock material worth $850 to $950 million are ordered and available to support all Saudi Aramco maintenance, repair, and operations and construction projects with the minimum optimum inventory investment. Apply effectively the latest Supply Chain Management Strategy concepts. Implements supply chain outsourcing strategies; develops commodity specific supply chain solutions and pursue advancements and breakthroughs in business practices and technologies. Participate effectively to all SRC procurement plan and award proposals that require SRC review and endorsement. Negotiates proficiently with suppliers to maximize cost advantages and secure an overall cost savings/efficiencies and other added value for the company. Formulates and implements policies and procedures pertaining to sound procurement and investment practices. Apply best supply chain methodologies to ensure suppliers on time delivery and promotes the identification and disposition of excess and obsolete materials. Provides leadership in generating $60 to $75 million cost savings in both procurement and investment activities during 24/7 days service coverage. Minimum Requirements A. Bachelor's degree in Materials Management, Business Administration, Industrial Management, Finance, Engineering, MIS, Science in Chemistry, Mathematics. B. 15 years' diversified experience in materials management, including 7 years of supervisory experience, 5 of which must have been in the purchasing functions, with materials investment/control responsibility. C. Must have demonstrated a high level of initiative in materials investment and procurement problem solving, sound knowledge of Materials Supply and Project Management processes, MS Supply Chain Management Manuals and related General Instructions. D. A proven background in purchasing and demonstrates good negotiation skills and other competencies as applied to the purchasing function, knowledge of material standards and applicationss, Supply Chain best practices, commodity trends, market intelligence, SAP, Business Information Warehouse, Materials Decision Support System, MS vision, strategic objectives and KPI's. E. Possesses thorough knowledge of Company-wide operations and customer unique materials requirements. Deep appreciation of the company's and business line's strategic direction and business goals. F. Excellent command of oral and written English. Knowledge of Arabigh highly desirable. Duties & Responsibilities a. Performs all managerial and administrative functions common to the Division level as established by Company management. b. Provides the cost/benefit analysis to Purchasing for negotiations with local vendors to avoid materials investment by developing local warehousing agreements. Assists local distributors and manufacturers by developing projections of Saudi Aramco's materials requirements for specific items. c. Ensures that cataloged materials are available when maintenance, repair, and operations organzations require them. Establishes adequate inventory to provide the optimum service level at the minimum cost consistent with Corporate Policy, maintenance goals, operating requirements, and projecct completion and start-up schedules. d. Devotes adequate time to prepare workforce fo the future by preparing the following strategies: - Identify the gap of his employees between required future skills and current capability. - Prepare IDP for every employee that includes the training and development to close the gap and select the proper departments against each PDP. - Promote supply chain professional certification among his employees such as: Certified Forecasting Professional Accredited Purchasing Buyer Certificate Certified Supply Chain Professional Certified Purchasing Manager (CPS) e. Oversees and reports commodity supply outlook and market intelligence (including market trends, supply & demand analysis) and advises the Manager on means to leverage the purchasing effort. Develops world-wide sourcing strategies to leverage market conditions, monitors key commodity market indices/outlook and oversees MS strategic forecasting effort. Promotes Best Practices between international and local Suppliers and facilities agreements of a strategic nature to meet stringent operationa and capital project schedule requirements and improve supply chain efficiency. Strategic agreement models include but are not limited to; stocker distributor, supplier manager inventory (SMI), warehouse purchasing agreements (PMPA) and also include outsourcing actions that promote the local economy infrastructure. f. Ensures that materials are cost-effectively purchased in accordance with established company policies, procedures and guidelines as needed to satisfy operational and project requirements on a timely basis. This includes activities such as monitoring suppliers on time delivery performance, developing new qualified sources of supply, monitoring the status of cataloged items 9CAT Developments and ensuring the cataloged 9CAT articles are directed to the lowest cost purchasing office, directing negotiations for the procurement of goods, and placing an increasing portion of the company's purchases through local manufacturers and vendors. g. Controls the store stock materials inventory by ensuring that all materials usage is regularly reviewed, that unusual level of material activities are investigated, and that appropriate measures are taken. Directs the review of material returns and approves the disposal of materials identified as obsolete or having no foreseable use. h. Identifies costsaving opportunities and participates in study groups to evaluate and implement cost-saving programs. Maximize the purchase agreement coverage for the commodities and participates in developing the Commodity Specialist. Participate in and work with on Supply Chain Commodity Council to optimize the whole Supply Chain concept and resolve issues related to commodity. i. Meets with MS and/or proponent management to develop procurement plans and strategies, and resolvee significant issues. Provides to materials users information about MS systems and procedures; releases restricted materials for urgent requirements; resolves materials procedural and operational problems; conducts training seminars on MS procedures for materials users.
