Individual Sales Tools (IST)updates

IST Update Overview
Effective Tuesday, April 1, 2014 the following updates will be available in the Individual Sales
Tool (IST).
ON Exchange changes:
 Disable Go to Marketplace – Direct Enrollment is no longer available in IST now that Open enrollment has
closed. CMS does not support Special Enrollment Periods (SEPs) through Direct Enrollment.
 Disable Agent Consumer Connect (ACC) Marketplace proposals – agents will not be allowed to send a
Marketplace ACC health proposal to a consumer.
OFF Exchange changes:
 Temporary Disable Agent Consumer Connect (ACC) proposals for Off Exchange health plans – agents will
not be allowed to send Off- Exchange ACC proposals for QHP health plans to a consumer. Note: ACC
proposals can be sent for Dental, Life, Accident, Critical and Hospital.
 Update to Checklist Page – Important content has been to Off Exchange checklist page to support eligibility
criteria for Special Enrollment Periods(SEPs).

IST – On Exchange Disable Go to Marketplace
Go to Marketplace
On Exchange Direct Enrollment is now
closed!
Upon clicking Go to Marketplace
agents will receive the following error
message:
“Direct Enrollment is currently not
supported by Marketplace at this time
now that Open Enrollment Period is
closed. If you wish to enroll a consumer
with a qualifying Special Enrollment
Period (SEP), please proceed by
enrolling them directly on the
Marketplace at Healthcare.gov”.

Disable Agent Consumer Connect (ACC )

Marketplace proposal
Agents who attempt to send a Marketplace
ACC proposal will receive the following error
message:
“Consumer Connect proposals are unavailable
for Marketplace proposals at this time. If you
wish to send a Consumer Connect proposal,
please remove the Marketplace plan from your
proposal and select another product”.
QHP Health Off –Exchange proposals
Agents who attempt to send a QHP off
exchange proposal will receive the following
error message:
“Consumer Connect proposals are unavailable
for Health products at this time. If you wish to
send a Consumer Connect proposal, please
remove the Health plans from your proposal
and select another product”.
Note: ACC proposals can be sent for Dental,
Life, Accident, Critical and Hospital.
