Item Adoption of the Agenda October 25, 2013 Resolutions Resolution No. RESOLVED that the agenda for the open regular 13-752 meeting of the Executive Committee of the College of Physicians and Surgeons of British Columbia scheduled October 25, 2013, be adopted as amended. Meeting Convened A quorum being present, Dr. L.C. Jewett, President, called the meeting to order at 1:35 p.m. 1. Adoption of the Agenda The following resolution was MOVED, SECONDED and CARRIED: RESOLUTION 13-752 RESOLVED that the agenda for the open regular meeting of the Executive Committee of the College of Physicians and Surgeons of British Columbia scheduled October 25, 2013, be adopted as amended. 2. Minutes – August 23, 2013 The Executive Committee was provided with the open Executive Committee minutes of August 23, 2013 for their information. 3. Report of the Registrar • Article “Arbitrator upholds BC policy requiring health care workers to get flu shot or wear masks”, from the Canadian Press, dated October 24, 2013 In Dr. Oetter’s absence, Dr. Vroom reported on the following: • On October 15, 2013, members of the registrar staff met with representatives from the College of Licensed Practical Nurses in BC (CLPNBC) to address the use of “mediject” by LPNs, administration of Botox and fillers by LPNs and dispensing. The CLPNBC reviewed the current status of LPN regulation and noted that restricted activities had still not been posted and that the Ministry was not optimistic about these regulation amendments taking place expediently. In the interim, the CLPNBC had posted a “Scope of Practice for Licensed Practical Nurses” on their website”. The CLPNBC advised the College that LPNs had been made aware that medi-ject is off limits and that this activity had ceased. The College advised CLPNBC that LPNs had been found injecting Botox and filers for patients even when there was no physician present. It was noted that the CLPNBC had advised its registrants that until such time as there is standardized education surrounding injection of Botox that this activity is not within LPN’s scope of practice. CLPNBC noted that there is little that they can do when former LPN registrants are delegated to perform these activities by physicians. The terms “dispense” is defined in legislation and includes both the administration of medication and the determination of pharmaceutical and therapeutic suitability College of Physicians and Surgeons of British Columbia APPROVED Executive Committee Regular Open Minutes October 25, 2013 2 of 4 of a medication for its intended use and ensuring its proper use. LPNs are not trained to carry out such a determination. However, many emergency departments are employing LPNs for the administration of medications. LPNs can only administer medication under the direct physician order for which the physician takes full responsibility. The “dispensing” of medication by LPNs will require a wording change. • 4. The Executive Committee was provided with a copy of an article in The Canadian Press “Arbitrator upholds BC policy requiring health care workers to get flu shot or wear masks”. A BC arbitrator has upheld a provincial government policy requiring health-care workers in the province to get a flu shot or wear a mask while caring for patients during flu season. Report of the President No report. 5. Unfinished Business 5.1 • Marijuana for medical purposes Briefing note from Dr. Oetter, dated October 2013 The Executive Committee was provided with a copy of an email from Dr. Fleur-Ange Lefebvre, Executive Director and CEO, Federation of Medical Regulatory Authorities of Canada (FMRAC), detailing the latest meeting between FMRAC and Health Canada regarding medical marijuana and the new regulations. The old regulations, that will coexist with the new ones until midnight on March 31, 2014, allow a medical regulatory authority (MRA) to request information from Health Canada about a physician. The new regulations, that are already in effect, but will fly solo as of April 1, 2014, will allow the MRA to seek information about a particular physician, either through the Narcotics Control Regulations or by contacting the licensed producer directly. Health Canada will not be the representative of this kind of information. The list of licensed producers is available publicly, but an MRA seeking information about a particular physician would have to contact each and every one in their jurisdiction unless they know which producer is used by the patient in question. Committee Reports 1. Diagnostic Accreditation Program (DAP) The Executive Committee was provided with a copy of an Addendum to the Request for Supplier Qualification (RFSQ) for Western Canada Laboratory and Diagnostic Imaging Accreditation Programs for the western provinces. The RFSQ is an invitation for interested parties to submit their qualifications on being able to submit proposals to provide laboratory and diagnostic imaging accreditation programs as well as medical quality assurance accreditation programs for pathologists and radiologists. Dr. Vroom advised the committee that he will be meeting with other western registrars on October 28, 2013 where this will be discussed. Registrar staff will also be meeting with the Deputy Minster to discuss at a date yet to be determined. 7. New Business None. 8. Information Items None. 9.
