Therefore, trust in institution or its employees became threatened due to potentiality for conflicts arising between personal interest of an employee and the institution interest. Second: cases that lead to conflict of interests In the following paragraphs, we will show some examples about cases that may lead to conflict of interests. a- External financial interests In case a member of teaching board, assisting board of an employee performs action that has external interests effect on his resolution inside the institution, it is explained as conflict of interests. As an example, a member of board, assisting board or the employee is in a position to achieve personal revenue or he is the main researcher in a thesis or in a relation with supplying contract. External financial interests of teaching board, assisting board or an employee may be in concern in the following cases: -when an external entity is competing activities of the institution while a member of board, assisting board or the employee or their relatives can control or have impact on relation between the external entity and High Canadian institution -When an external entity is in current or future relation with the institution ( supplying for commodities or services or is a partner is research project), and a member of board, assisting board or the employee or their relatives can control or effect on relation between the external entity and the High Canadian institution -External entity is engaged in activities conflict with standards and goals of High Canadian institution, thus reputation of the university is negatively affected. B- Using students and employees in external activities Members of teaching board and assisting board should make students activities not subject to their personal commercial interests and not to exploit students' works to serve external obligations of a member of teaching board. It is not acceptable that one of teaching board or assisting board to charge their own responsibilities to students or employees seeking financial profit unless these missions give scientific benefits to students and contribute in meeting their educational requirements. Member of teaching board and assisting board should disclose his intention to use time and thoughts of students to head of section or dean of institution who shall give an explicit approval regarding the same. Member of teaching board and assisting board should inform students or employees in case that their research work will result on financial benefit. Students: Student's work for part time in professional or commercial activities owned by member of teaching board and assisting board may be a good educational opportunity for student in some cases and under certain terms. Member of teaching board and assisting board should obtain approval of the institution's dean after consultation with head of section. Employees: The employee can assist member of teaching board or assisting board in professional or commercial activities, depending on nature and volume of member of teaching board or assisting board's contribution. However, this assistance may be a reason in conflicting of interests among members of teaching board, assisting board and employees. Therefore, before starting in such assistance, approval of head of section or dean should be obtained and the employee should be consulted. c-Using the High Canadian institution's resources Facilities and devices of the institution should be used to support the institution's goals not for the interest, or for promoting activities doesn’t concern the institution. The university may allow for a member of teaching board or assisting board to use the institution's facilities for personal purposes if it is proved that this activity would have positive results for the institution, and if the initial duration necessary for this activity is one year renewable for two years at the most. Unpermitted uses of the High Canadian institution's resources shall include the following: - Using name, logo of institution or forms of its letters in promoting or advertising for commercial services or commodities, nevertheless if a member of teaching board has interest in such advertising activity or has relation with this company, i.e manger of advertising company unless his contribution in this company was as per request of institution or is considered main part of his job descriptions. - Using of information that was obtained during work for the institution or scientific research for personal interest or for permitting others to review without permission. - Permitting for certain entities to access results of researches or products of teaching and scientific research activities in the institution for profit income. d-Purchasing of commodities to contract on services. No purchasing contracts shall be performed between High Canadian institution and any of board of directors. In necessary cases, approval of general meeting shall be obtained. Approval on purchasing is obtained after conducting a fair evaluation of quality, service and competing prices. Neutrality and objectivity shall be considered in taking decision of supplies and not to be subject of personal interests. In addition, professionalism of relation between suppliers and the institution employees shall be maintained. No gifts or grants shall be accepted from suppliers for personal use by employees. e-Direct selling of texts produced by members of teaching board in the institution to obtain profits If a member of teaching board produces a text to use in teaching any curriculums in the institution for students, this member may not sell his products directly to students where selling these works in the institution's libraries against price determined by financial administration for only copying of this work, unless this cost is covered in the balance. Thus, books published by members of teaching board are no subject to rule and can be purchased from the institution's library such as all references sold to students. f- Gifts and entertainment Member of teaching board and assisting board may not accept or request a gift, service, or entertainment from any student or entity which has professional dealings with institution either in direct or indirect way if such grants would affect member's opinion objectivity of teaching board and that gift is granted with implicit or explicit indication that such member of teaching board should perform an action against such gift. g-Recruiting of relatives Approval of dean or administrative manager shall be obtained before conducting full time work offer for any relative of member in teaching board or an employee if such relation is first class. H-Teaching for relatives up to fourth class Ethics of profession requires that no member in teaching board shall be subject to laws of conflict of interests within their relation with students. Therefore, no member in teaching board in the university – during their course of work in teaching or supervising on researches or in charge of administrative works shall be responsible for any member of his family up to fourth class among students in the university. Third: conflict of interests policy - When there is a conflict of interests , member of teaching board or assisting board shall not make any decisions on behalf of institution or try to affect on decisions made by the university if such resolutions would affect his own personal interests. - If a member of teaching board or assisting board starts performing an activity that may lead to conflict of interest, he should notify the dean, head of section or general secretary in writing regarding such proposed activity. Reply of notification shall be within ten days if the proposed activity is accepted. - The main goal of this policy is that each person in High Canadian institution shall work for general interest of university and not to make his external activities or financial benefits effect on his obligation in this regard. Fourth: Violation of conduct of ethics regarding conflicts of interests Conducting official investigation procedures, taking into consideration job of person who performed conflict of interest.
