Statements of Qualifications will be received until Friday, July 7, 2017 at 3:00 p.m., at which time the submittals will be opened and publicly read. All submittals must be submitted in a sealed envelope marked “RFQ for Del Rio Community Sports Park” and addressed to Alma Levrie, City Secretary, 109 W Broadway, Del Rio, TX 78840. The City of Del Rio further reserves the right to reject all offers or award a contract which, in its judgment, is in the best interest of the City. GENERAL SCOPE OF SERVICES & INTRODUCTION The City of Del Rio is seeking affirm whose combination of experience and personnel will provide timely, cost-effective, and quality professional services for the design of the Del Rio Community Sports Park. The scope of work should include, but not limited to: Surveys Architectural Designs Environmental Assessments Engineering Designs Park Amenities Light Landscaping design The current vision is a multipurpose park to include but not limited to: Develop hike and bike trail connections from the new sports park to existing parks in the area; Renovate two existing practice baseball fields into competitive baseball fields Develop a new Babe Ruth Baseball field; Develop concession stand and restroom facilities to support the fields; Develop multi-purpose play fields; Develop an all-inclusive, universally accessible play environment; Development of picnic areas; Development of new hike and bike trails in the Sports Park with access points to adjacent neighborhoods. This hike and bike trail is proposed to have fitness interpretive centers throughout the trail; Development of gardens using native species and xeriscape techniques; PROJECT BACKGROUND & PURPOSE A task force made up of members from the organizations listed below developed a SWOT analysis in which one component focused on quality of life issues for our youth. Task Force Members City of Del Rio Val Verde County Border Patrol Del Rio Board of Realtors The Del Rio Hispanic Chamber of Commerce Laughlin AFB Maquiladoria Association 2 Mexico Camara De Comercio, Cuidad Acuna Middle Rio Grande Workforce Center The National Parks Service San Felipe Del Rio CISD Southwest Texas Jr. College Val Verde Regional Medical Center This group determined that the over 6500 children and teens who were involved in team sports throughout the community required more areas to both practice and play. Soon after this need was identified the City of Del Rio developed the Parks and Open Space Master Plan in order to determine the specific recreational needs in our community. The Del Rio Community Sports Park meets six of the seven goal statements, and priority numbers 1, 2, 4, 5 and 7 as identified in the adopted Parks and Open Space Master Plan. With the plan and needs identified, the City of Del Rio applied for, and received a Non-Urban Outdoor grant in the amount of $500,000.00 from Texas Parks and Wildlife for this project. This park has been dubbed by our citizens as the “Field of Dreams” as our community has needed and dreamt about these improvements for years. The City, County, local business owners, community organizations, and private individuals have pledged in-kind and cash donations totaling $975,100.00. It will be imperative to this project to keep the community involved and updated throughout the design and construction of the park. The property is located off of Kingsway and comprised of land currently owned by the city and land being donated by a private entity as shown in the survey marked Exhibit A. The project is divided into three (3) separate areas as described below and shown in Exhibit B. Area 1: This portion of the project will connect the existing trail at Rotary Park through the existing Buena Vista Park and extending through to the improvements proposed in Area 2 and Area 3 of this project. Area 2: This portion of the project will provide the following improvements to the proposed Community Sports Park: 1. Renovation of two existing practice fields into competitive baseball fields; 2. Development of a new Babe Ruth Baseball field; 3. Development of a multi-purpose play field; 4. Development of an all-inclusive, universally accessible play environment; 5. Development of picnic areas; 6. Development of a new hike and bike trail within the sports park with access points to adjacent neighborhoods with fitness stations; 7. Development of gardens using native species and xeriscape techniques; 8. Concession stand and restroom facilities 9. Open space with the trail running through the area. Area 3: 1. The development of two multi-purpose play fields and possible restroom areas. SUBMITTAL PACKAGE EVALUATION CRITERIA Qualification packages will be evaluated on the firms’ ability to meet the requirements of this Request for Qualifications (RFQ). Some heavily weighted, specific evaluation criteria among other factors, will include: Experience with design and development management of other municipal athletic facilities, multi-purpose parks and floodplains; Experience with Texas Parks and Wildlife Grant projects; Ability to meet established schedules; Qualifications, certifications, abilities, architectural disciplines and geographic location of key individuals identified in the submittal package; Ability to manage park construction projects; Demonstrate ability to use energy-saving/water saving or ”green” designs; Public involvement experience; 3 References from previous municipal/county park and facility projects; Current workload and firm capacity; Specialized experience of firm and related experience on projects of similar scope within the last six years Submittal Requirements If your firm would like to be considered for providing the required services for the City of Del Rio, please submit six (6) bound copies and one (1) electronic copy of your submittal package to: Alma Levrie City Secretary 109 W Broadway Del Rio, TX 78840 Title on package: RFQ for Del Rio Community Sports Park Each firm is solely responsible for the timely delivery of its Qualifications Package. No submittals will be accepted after the deadline. Firm accept all risks of late delivery of Qualifications packages regardless of fault. Please direct all questions and requests for information by email to Mario Garcia, Purchasing Director at [email protected] no later than the end of the day on June 29, 2017. This deadline will allow an addendum to be issued to clarify the project, if need be. All requests for clarification/information shall be in writing. No verbal correspondence is considered binding. Any clarification or revisions to this RFQ will be made by an addendum which will be posted to the City of Del Rio website at www.cityofdelrio.com . It is the submitter’s responsibility to monitor the website for addendums. The submitter must acknowledge receipt of any/all addendums with their submission. Qualified packages shall consist of a cover Letter of Interest and the two tabbed sections described below. Due to demands on the time of the Selection Committee members, please limit your submittal to thirty (30) pages, 8.5" x 11" format. Front and back copying is acceptable, but each side counts as a page. Cover letters of interest, table of contents, tabs or dividers are not included in the page count. Longer submissions may be removed from consideration. The cover Letter of Interest must identify a contact person for questions during the RFQ process and provide contact information including telephone number, fax, email and postal address. TAB ONE: INFORMATION ABOUT THE TEAM Please provide the information requested in the following order under Tab One: 1. Identify the legal entity that would enter into the contract with the City of Del Rio and include location of company headquarters, local office location, type of business (sole proprietorship, partnership, corporation), state of incorporation or organization and Federal Employer Identification Number, and the name and title of the person authorized to enter into an agreement. 2. Provide an organizational chart identifying members of the team, including consultants who would be assigned to this project. The chart should clearly delineate roles and responsibilities of the various team members. 3. For proposed consultants, please provide the name of each firm, the office location, contact name and telephone number, and the services to be provided. 4. State any conflicts of interest your firm or any key individual may have with the City of Del Rio. 5. List any contracts performed in the past eight years by your firm for projects that were similar in size or type to this project. Include a brief description of each project, list the date services were performed, the owner's contact information (name, phone number, email address and physical address), the dollar amount and total time period involved. Also list any Errors and Omissions on each project in dollars and total construction cost percentage. TAB TWO: INFORMATION REGARDING THE SERVICES Please provide the requested information in the following order under Tab Two: 1. Indicate the number of professional staff available and qualified to perform services. Include detailed background information for each key member of the team including: 4 2. Describe the proposed project team's experience and capability in these areas: dule for completing the work; -Technical review/exploration; sign; -saving or "green" designs; Utility coordination; and any other applicable skills. 3. Litigation History- Include a statement detailing whether your firm is currently in litigation or has been in litigation in the past five (5) years. If there is litigation history, please explain each occurrence and the circumstances with the outcome. 4. Describe the lead firm's ability to support the project team in the following areas: Procedures and processes to manage the work; backup and support personnel, specialty experts, and other resources and their locations; meeting schedules and budgets; and quality control procedures. ADDITIONAL INFORMATION ABOUT THIS RFQ Selection Committee A selection committee will evaluate the information submitted. Interviews with short-listed firms are anticipated, but are not mandatory. Please do not contact any other City of Del Rio employee or elected official other than the designated contact person, Mario Garcia [email protected] regarding this project under this RFQ while this RFQ is open and a selection has not been finalized. Any attempt to do so may result in disqualification of the firm’s submittal for consideration. Public Records Upon receipt by the City of Del Rio, your submittal becomes the property of the City and is considered a public record. Your submittal package will be reviewed by the City’s selection committee, as well as, other City staff and any member of the general public who submit a public records request. Conditions and Reservations The City of Del Rio expects to select one firm. The City reserves the right to reject any or all responses to the RFQ, to advertise for new RFQ responses, or to accept any RFQ responses deemed to be in the best interest of the City. The City reserves the right to waive technicalities and informalities. A response to this RFQ should not be construed as a contract, not indicate a commitment of any kind. The RFQ does not commit the City of Del Rio to pay for costs incurred in the submission of a response to this RFQ or for any costs incurred prior to the execution of a final contract. No recommendations or conclusions from this RFQ process concerning your firm shall constitute a right (property or otherwise) under the Constitution of the United States or under the Constitution or statutory law of the State of Texas.
