Currently, Mr. Kahler is the Branch Chief of the Emergency Preparedness Inspection and Regulatory Improvements Branch at the U.S. Nuclear Regulatory Commission and is responsible for maintaining oversight of the emergency preparedness regulatory, guidance, and inspection program. As such, he is extremely well versed in the NRC's emergency preparedness program requirements and inspection activities for commercial nuclear power plants. Prior to joining the NRC, Mr. Kahler worked at the Beaver Valley Power Station as Manager, Emergency Preparedness, and was a licensed Senior Reactor Operator at both units. He began his nuclear career as a Reactor Operator at the Shippingport Atomic Power Station, the nation’s first commercial nuclear power plant. He holds a BS degree in Secondary Education, Mathematics from Indiana University of Pennsylvania, a BS degree in Human Resources from Geneva College, a Masters in Business Administration from Point Park University, and a Certificate in Legislative Studies from Georgetown University. Description: This presentation will provide a discussion, and status update, on a joint NRC/FEMA multi-year initiative to revise Emergency Preparedness (EP) program guidance in NUREG-0654/FEMAREP-1, Revision 1, “Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants,” for nuclear power plant licensees (onsite) and State and local authorities (offsite). NUREG-0654/FEMA-REP-1 was originally published in November 1980 to provide evaluation criteria for determining compliance with the 16 planning standards in 10 CFR 50.47(b), “Emergency Plans,” and for reviewing the adequacy of offsite emergency plans. Since 1980, the NRC and FEMA have developed various supplements and addendi to provide additional clarity; however, a revision of the entire document had not been previously performed.
