People First: Moving Us Forward
Some concepts are so simple and true; you question why they need to be
talked about at all. One being human services are first and foremost about
the people who need those services and that people should come first.
Obvious… Simple. Yet, at SPIN we determined we needed to make “People
First” our first of four Pillars and to declare it every chance we get. Why?
Because there is a serious threat to People First services in Pennsylvania
and in the nation and we need to strongly assert what we stand for and move
forward keeping our People First promise.

It is said if you want to know how a company or a government values some
thing, look at how they spend their money. In Pennsylvania the human service

system recently changed how they spend money from paying the cost of what
people need to paying only for strictly defined units of services at a preset
rate for a pre-set number of units each year. It doesn’t work. If you were evaluating this new system on a
People First Scale from 0 to 5, it would be a 0. Government money no longer supports people’s unique needs.
Receiving $5M less in government funding in 2012 than in 2011 hit us hard, but it did not reduce services.
Every employee at SPIN put people first by doing more work for less. It’s taken a toll.
Last year, SPIN demonstrated its commitment to children with Autism by opening our Philadelphia Autism
Center for Excellence with our partner, NET. In the coming year, SPIN will continue to invest in People First
services through our emergence in the Lehigh Valley. Sustaining the services to people previously provided by
Lehigh University and growing services in that region represents exciting new possibilities for us. We are also
preparing to serve an additional 60 children in our Four Star Head Start Program and plan to grow Home &
Community Services to adults who live with their families or live independently.

SPIN’s People First Services are balancing on the edge of sustainability and we must fully engage in the change
to a new People First service system. The People First system we envision embraces the need for lifespan
service for vulnerable people. It is a system where families have assurance that services will be there when
they need them. People First services are highly flexible and individualized focusing on the person and not the
units provided. A People First system encourages people to grow and build their capacity and as they do
delivers new supports at a moment’s notice. A People First system also responds lovingly as people age.
In a People First human service system a highly qualified, competent workforce is valued and can earn a living.
Innovation, lifelong learning and technology are an important component of the infrastructure that supports
dynamic, People First services. The natural capacity of the individual, community and families is fully integrated
into People First supports.
With the threats that face us in human services, it is imperative that we know what we stand for. Rest assured
that SPIN will use its collective, inclusive voice to engage in change that moves us forward to a service system
that makes sense for people; a People First system that sustains through people’s lifetimes.

Top Workplace – Philadelphia Inquirer and Daily News
Selected #2, for the 2nd year in a row, in the large company
category for businesses in the Philadelphia region. A special
recognition was also given to SPIN for Quality. This ranking was
determined by responses from SPIN’s employees to an
independent survey.
Training Magazine’s Top 125
Training Magazine is a publication that ranks best practices
in professional development. This year SPIN ranked #27
internationally for this prestigious award.
American Red Cross-Certificate of Merit
American Red Cross in partnership with SPIN, proudly honored Direct
Support Professional, Dauda Kamara, as he received the distinguished
Certificate of Merit, signed by the President of the United States, for his
act of heroism in performing life sustaining CPR to an individual who was
under his care.
Creativity Award -The Philadelphia Alliance
Award Recipient, Frank Hohenstein received this
distinguished award for his ability as a Direct Support
Professional to demonstrate creativity in supporting the
gentlemen who live at our Barry Street CLA.
Keystone Star 4 Ranking – SPIN’s investment and
outstanding performance in quality, safety and professional
development were recognized by Pennsylvania’s Keystone
Stars Ranking System. All three of SPIN’s Early Childhood
Centers achieved Star 4, the highest level.
Worker’s Compensation Insurance Company, Eagle Trust
Management-Worker’s Compensation Awards SPIN was awarded 1st
Place for Historical Loss Ratio over the past three years! This means that of all
