PROGRESS REPORT OF THE THEMATIC WORKING GROUP ON
PRIVATE SECTOR EVALUATION1
JUNE 2015
The private sector (PS) TWG was created in early 2013 as part of EES’s initiative
to establish thematic working groups (TWGs). The Private Sector Thematic
Working Group (PS TWG) started with 12 members and before mid 2013
increased its membership to 32 also through integration of the TWG dealing with
the evaluation of public private partnerships (PPP)2. The PS TWG works with
four Sub-Groups:
- Evaluation of Public Private Partnerships (PPPs)
- Evaluation of Financial Intermediaries, including SMEs
- Dynamics and specificity of private sector evaluation (compared with public
sector evaluation)
- Self-evaluation in the private sector, such as corporate social responsibility,
including environmental issues
Among the PS TWG members, sub-group leaders and co-leaders were found to
give guidance to the discussions and activities regarding the specific themes
chosen for the Sub-groups.3 The leaders of the Sub-group in cooperation with
interested members prepared a Work Programme (WP) for each of their Subgroups taking into account the WP of the PS TWG. During the first five months of
2015 the Sub-group on Evaluation of PPPs has prepared a progress report as
requested by the EES Board (see Annex 1). In Annex 2 the Work Programme is
presented of the Sub-Group on Corporate Self-evaluation. This WP involves
discussions amongst the members and the preparation of a report on Corporate
Self-evaluation that can be presented to the 12th EES Conference in Maastricht.
During the work of this Sub-group it is important that adequate coordination
takes place with the TWG on Evaluating Sustainable Development. Organizing a
seminar or workshop on Corporate Social Responsibility in the private sector is
no longer on the WP of this Sub-group.
The challenge of the other two Sub-groups for 2015 is to further the debate on
their Work Programmes and try to develop specific activities. For all the
members of the TWG on Private Sector Evaluation, contributing to a special issue
of Connections on Private Sector Evaluation, as was done in the past, is an
important initiative and Bob Picciotto will be contacted to make an adequate
planning for such Special Issue.

CORPORATE SELF EVALUATION
Work Programme 2015~2017
1. Goal
The Sub-group continues to work on the goal of establishing a
deeper understanding of Corporate Self Evaluation CSE] in the
private sector. The group intends to draw lessons that can enrich
the evaluation practice. This is in support of the initiatives taken by
the TWG on Private Sector Evaluation, the overall working group.
Upon review of the accomplishment of the previous year, the
Subgroup presents a more modest plan for 2015~ 2017. It intends to
ignite active participation and discussions among the Subgroup
members and the larger EES community.
2. Target Outcomes
The Sub group aims to achieve the following outcomes;
a) Increased understanding of Corporate Self Evaluation as
practiced in the private sector.
b) Improved environment of participation among members
of the Subgroup including the larger EES membership toward an active discussion on CSE agenda.
3. Target output
1.
A Working Paper on CSE, which will be organized from
different sources. It will condense materials from the following;
desk research, case studies [#2 below], and on line media
discussions/debates among members of the Sub-working Group
and other knowledge forums in the larger evaluation
community.

Case Study [CS] Briefs prepared from focused studies on
firms/corporations -focusing on CSE practice among them. Firms
worth studying for will be selected using criteria such as; access
to and availability of data, self evaluation system and processes
that are in place in these firms, unique cases of self evaluation
within the corporate system, and good practices on corporate
self evaluation initiatives that will inform evaluation practice,
among others.
