Autumn 2010 – Saint-Petersburg branch of the Higher
School of Economics was authorized by Ministry of
regional Development of the RF to elaborate Strategy
18 November 2011 the Government of the Russian
Federation adopted the Strategy NWFD 2020 and the list
of priority investment projects in the NWFD
Main goal of the Strategy is to to define strategic
priorities and ways of the development of the transport,
energy, industrial and social infrastructure in North-West
Federal District

10.3. to implement the Baltic Sea region
Bioenergy Promotion project. The project aims
at strengthening the development towards a
sustainable, competitive and territorially
integrated Baltic Sea region in the field of
sustainable use of bioenergy.
Lead: Sweden.
Control over regional and local programmes in
the sphere of energy efficiency in the subjects of
the North-West Federal District.

INNOVATIONS
7.1. to develop a Baltic Sea region Programme for
Innovation, Clusters and SME-Networks. The objective is
to improve Baltic Sea region competitiveness and
innovation.
Lead: Sweden, Lithuania.
7.5. setting up a Baltic Science Link. This could be
accomplished by building a strong network between
universities, research institutes and industries in the
region, i.e. the Baltic Science Link. Already strong
research fields in the region would form the core of these
scientific clusters.
Lead: Swedish Research Council.
Elaboration of development concepts of innovative
activities in the subjects within the North-West Federal
District
Lead: interested bodies of executive power of the subjects
of the Russian Federation
Deadline for finalization: 2012-2020
Elaboration of orders for high technological innovative
products produced in universities of the Russian
Federation within the NWFD by regional economy’s
enterprises.

TRANSPORT
11.5. to cooperate for smarter transport through
development and implementation of concrete pilot
initiatives which would contribute to improving safety,
freight logistics efficiency, shifting freight from road to
rail and sea, and minimising environmental impact of
transport in the region. Examples:
1) Green Corridor project from ports of Sweden,
Denmark and Germany to ports of Lithuania and
Kaliningrad, the Easy Way project in the Baltic Sea
region;
2) the eco-driving project ECOWILL;
3) road safety promotion cooperation programmes.
Lead: Lithuania, Sweden.
In the NWFD Strategy 2020 the following tasks are
stated that could transform into practical projects:
Implementation of innovations into management of
transportation complex through navigation systems,
creation of intellectual transportation systems and
transfer to modern informational management
technologies in the sphere of transportation and logistics
processes;
Creation of competitive sector of research and
development, providing broaden production of
experimental designing in all the spheres of
transportation complex.
Recommendations
in accordance with the “spirit” of two
strategies
 Ecologically sustainable region:
1.experience exchange and training of representatives of stockraising and poultry farms, situated in the Russian part of the
Baltic Sea region.
2. construction of waste water treatment facilities for small
towns of the Nevsko-Ladoghsky basin.
3. EU assistance in implementation of ecological audit and
ecological certification in NWFD.
Recommendations
in accordance with the “spirit” of two
strategies
 Economy. Prosperous region:
1. Russian-EU partnership in the field of modernization ->
internships for Russian representatives in the EU-related
institutions and bodies that are in charge of scientific research
and innovations development.
2. participation of Russian representatives in the capacity of
observers in a range of the Action plan projects, including:
 7.2 Creation of a Baltic Sea Fund for Innovation and
Research;
 7.4 Setting up cross-sectoral reference projects for
innovation in health and life sciences;
 7.5 Setting up a Baltic Science Link;
Recommendations
in accordance with the “spirit” of two
strategies
Prosperous region. Strengthening of SME:
CBC ENPI programmes beyond 2013, new priorities.
Transport accessibility. Accessible and attractive region:
coordination of the development projects regarding the
transportation infrastructure and auto routes as elements of
international transport corridors.
Energy. Accessible and attractive region:
Russian-EU cooperation in the sphere of increasing
efficiency and renewable energy sources development
Recommendations
in accordance with the “spirit” of two
strategies
Institutional provision for the Baltic Sea region cooperation:
Business Council of the Baltic Sea region.
Increasing of financial and organizational capabilities of the
Northern Dimension institutions and CBSS
Delegation of vast authorities to the Coordination Council on
cross-border and interregional cooperation by the
Plenipotentiary Envoy of the President of the Russian
Federation to the North-West Federal District.
