Health & Safety Policy Statement
The Directors of Carillion Communications Ltd believe that a successful company is
by definition a safe company. From this commitment to excellence it follows that
the minimising of risks injury and ill health to people, and damage plant, equipment
and products is inseparable from all other company objectives.
The aim of the safety programme is the ongoing integration of safety into all
activities with the objective of obtaining and maintaining, as a minimum,
compliance with legislation and set industry standards in safety performance.
It is accepted that it is the company’s function to do all that is possible and
reasonably practical to ensure in the fields of construction, operation and
maintenance of its building, plant, equipment and facilities, such a situation where
injuries and hazards to health are reduced to a minimum.
The company will introduce and maintain effective management control systems
and procedures to encourage the involvement of all members of staff.
The company also accepts its duties to protect the health and safety of other people
who by be affected by its activities.
This statement of general policy will be reviewed on an ongoing annual basis.

Responsibilities
Managing Director



Takes overall responsibility for health and safety within the business.
Ensures adequate resources are available for the management of health and safety
namely skill and knowledge, time and money.
Sets safety management objectives and targets, in line with legal requirements and
industry best practice, and monitors compliance with them on a regular basis.
Team Leaders
Take overall responsibility for the safety of employees who work under their control by
ensuring:
 All company health and safety procedures are complied within their area of
responsibility.
 Employees are adequately inducted and trained to undertake their work activities
safely and competently.
 Employees are provided with appropriate tools, equipment and personnel
protective equipment to undertake their work safely.
 Take appropriate steps to rectify and or report any short falls in the above.
Health and Safety Advisor
 Designs the safety management system in line with goals and objectives set by the
Managing Director, legal requirements and industry best practice.
 Advises and assists site managers to develop strategies and documentation systems
which minimise the potential for the company’s work activities to impact
detrimentally upon the safety of employees, contractors or the general public.
 Ensures all reported accidents and incidents are investigated, and if necessary
reported under RIDDOR, with a view to identifying their cause and preventing
reoccurrence.
 Advises the company on a formal basis of legislative changes and their likely
implications.

Acts as the company’s agent in discussions with enforcement agencies or suppliers of
services or equipment.

Carries out regular inspections and audits of systems relating to these matters.

Carries out or arranges to have carried out investigations following accidents or
dangerous occurrences and advises on actions necessary to avoid any reoccurrence.
All Employees



Take reasonable care of their own health and safety.
Cooperate with their employer over matters which relate to their health and safety.
Must not interfere with anything provided in the interests of health and safety.

Report any unsafe act or condition to their employer with a view to it being corrected
and reoccurrence prevented.

Arrangements
1. Access to this Document and other Health and Safety Information
This document is explained to employees as part of their induction. At this
time, they will either be provided with a copy of it or be told where it can be
found on the company’s intranet.
In order to comply with The Health and Safety Information for Employee
Regulations 1989, the Health and Safety law poster is displayed on the
company notice board.
2. Employee Consultation and Communication
Employees are consulted regarding health and safety whenever necessary by
the Managing Director or Team leader. Ordinarily this occurs at a team
meeting, or refresher training session or tool box talk convened to discuss
operational issues which cover health and safety when relevant. Employees
are encouraged to raise any matter of health and safety concern with
management at any time. When necessary emails are used to disseminate
and document safety related information.
3. Employee Induction and Training
The company endeavours to ensure all its employees, irrespective of whether
they are permanent, or on limited term contracts are competent to
undertake their work activities, therefore:
o It has procedures in place to match employees’ skills to the company’s
requirements.
o Provides all employees with an induction to the company as part of
their joining process.
o This covers in general terms the contents of this document and in
more detail:
1. Fire and evacuation procedures
2. The location of drinking water and toilets
3. How to raise any safety matters of concern
4. Asbestos awareness for site employees
5. Any other job specific safety issues.
o Employees are required to sign an induction sheet at this time to show
they have understood and accept the matters covered as part of the
induction. In the main it is the duty of Team Leaders to ensure this
occurs.
o When necessary additional and or refresher training is provided to fill
any shortfalls in knowledge or skills as and when they occur as
identified.
o Site based employees generally are expected to:
o Possess an up to date ECS and or CSCS card.
o Undertake annual asbestos awareness training.

o
Be inducted by the client or principal contractor at every site they
work at.
4. Risk Assessment, Method Statements and Site Hazards
When Carillion Communications draft site specific risk assessments they
consider the relevant hazards each presents and hence associated risks for:
 The employees who undertake the activity:
o Given their skills
o The tools and equipment they are using irrespective of who
provides them; themselves, Carillion or another.
 The physical hazards the site creates
 The hazards created by others (contractors, the general public or
tenants) which may impact upon Carillion’s employees - be they
physical or behavioural.
 The hazards Carillion’s work may create for other contractors or the
general public - be they physical or behavioural.
They also identify the necessary control measures on a hierarchical basis,
commencing with elimination if possible and progressing (in order) to
substitution, engineering controls, signage and finally personal protective
equipment.
As appropriate, control measures are also considered in the light of the laws,
regulations and associated approved codes of conduct (ACoP's).
Site Specific Methods Statements are driven by and relate to risk
assessments, although their format is often specified by the client. They
typically address or make reference to:
 The scope and location of work and tasks being undertaken.
 Client contact details for supervisors and other key individuals.
 Carillion contact details for supervisors and other key individuals.
 Training records and employee competence.
 Site rules - as determined by both Carillion and the client. As a
minimum specifying PPE requirements.
 Presence (or not) of asbestos.
 Working at Height
 Emergency arrangements covering procedures for first aid, accident
and incident reporting, fire and evacuation and the location of the
nearest hospital.
 Employee welfare when on site.
 Waste disposal.
 Delivery and storage of tools and materials.
