Chehalem Park and Recreation District CoEd Spring Adult Volleyball League Please join us for Adult League Volleyball! Games will be played every Thursday evening beginning April 7 through June 16, 2016. Each team will play ten games. We will not play on days Newberg School District is closed. Games will take place at Edwards Elementary (715 East 8th Street) at 6:30 and 8:00 pm. Two courts will be available and games played at the same time (4 teams play at the same time). Each team must have a minimum of 7 rostered players. Fees may be paid online at cprdnewberg.org or at the Chehalem AquaticCenter (1802 Haworth Ave). Blank rosters and Adult League volleyball rules can be found below. Managers must list all players to be eligible. Must be 16 years and older to play. Fees for the 2016 spring season have been set at $200 per team. Please pay in full (with completed rosters turned into the Aquatic Center) by April 4, 2016. Name (print) 1 2 3 4 5 6 7 8 9 10 Billing Address Phone Signature Receipt # Volleyball Rules 2016 Rules that govern play will be those in the league rules and regulations, and those outlined and discussed in the latest “Volleyball Rule Book” published by the United States Volleyball Association. All rules and regulations will apply to Church and Co-ed Volleyball leagues unless otherwise specified. I. II. III. It is the philosophy and intent of the District to offer a recreational volleyball program. Liability: The Chehalem Park and Recreation District is not responsible for any injury to any player spectator, nor is the District responsible for lost or stolen property of players or spectators. Eligibility: A. To register a player for league competition, a player MUST sign the appropriate team roster prior to the game in which that person is to participate. If this is not done, the player involved is ineligible. B. If a team has an ineligible player, they forfeit all games that he or she has played in. C. There is no maximum player limit per team. Team minimum per roster is seven players. D. Teams will be charged an additional fee for each out of District player. E. Each team must have one Team Manager. The person listed as Team Manager will be kept informed of all matters or issues relating to league play. Managers must also fill out their name and address on roster sheet. F. College or high school athletes will jeopardize their school eligibility by participating in the Park and Recreation District play if their sport is in season. (OSAA Rules). IV. Games and Special Rules: A. Teams playing matches in Newberg School District Facilities agree to participate and adhere to facility use rules sanctioned by the School District B. A team must continuously have four players to play a regulation match. C. A rotation system will be used, but all players need not be in the rotation system. The rotation of players may be made on either side of the front line. Late comers must wait until the game in progress is over before playing unless agreed to by the opposing team manager. D. Any ball hitting the ceiling may be played on as long as the ball does not cross over the net to the opponent’s side after hitting the ceiling. E. All matches will consist of three (3), with each game counting in the standing. There will be a 55-minute time limit for each match. F. A player’s foot must be entirely over the centerline to be illegal, contact with the center line constitutes being in bounds. G. Coed teams should field 3 men and 3 women, but teams may be fielded as follows: 1. 4 players with 1 woman 2. All women 3. 2 men 2 women 4. 4 men 2 women V. VI. Forfeits: A. B. If a team forfeits two nights in a season (6 games) because they cannot field a team of four members, they will be expelled from the league without refund, and will be responsible for all outstanding fees. C. If a team is aware ahead of time that a forfeit is to occur, please be thoughtful and notify the league office so the league may contact the opposing team. Protests: (As specified in the Athletic Manual) A. No protest is allowed except player eligibility. B VII. VIII. Teams failing to field a team within 10 minutes of scheduled match time will forfeit the first game. A 20-minute forfeit time will be enforced for the second game with the third game being forfeited automatically after the second game. All forfeit games will be scored 15-0. Player eligibility questions are to be referred to the league Supervisor. Code of Conduct: A. See Sport League and Activity Code of Conduct in the CPRD Sport Athletic Manual. B. Managers are responsible for the actions of their team members & fans and are required to maintain their team’s conduct in accordance to league rules and regulations. C. The Chehalem Park and Recreation District reserved the right to correct any problem that may occur above and beyond the “Course of Action” if the particular situation makes it necessary. Final Standings: (As specified in the Athletic Manual): A. League standings will be determined on a percentage basis. B. Ties in the League Standings will be decided by the following procedures in the order listed. If #1 breaks the tie, #2 and #3 are not considered: 1. Results in the matches during the season played between teams involved in the tie. Example: If team A defeated team B during league play, Team A would place ahead of Team B. 2. Point spread difference between the teams involved in the tie. 3. Comparison of the points scored for and points scored against during the league season. 4. A coin flip. IX. Rules That Govern Play: A. Upon entering the league, each team and all members agree to abide by the rules and regulations stated in this rule supplement. B. Any ruling not in this booklet may be referred to the current “Volleyball Rule Book” published by the United States Volleyball Association. Officials have the final decision during all matches. The official has full authority to take any action to remove players, spectators, or other from the playing area which, in his or her judgment, is necessary to maintain proper playing conditions
