Project description
The planned project name is FUNCTIONAL INTEGRATED LEARNING MASTER STUDIES.

The meaning of the terms used is, basically, this:
FUNCTIONAL - the goal is to focus on functional skills as learning outcomes (in consultation with
the PISA1 methodology and other relevant research)
INTEGRATED - teaching integrated into thematic units (without division into individual school
subjects, along with the implementation of the project)
LEARNING - focus on learning process
The functional integrated learning is a concept which provides full synergy between the
operational objectives and the curriculum (curriculum content) in various teaching subjects
with a common goal - the adoption of functional skills2 in different areas integrated into a
system.
The main objective of the project is the development of a concept of functional integrated
learning as a master study programme and the use of this paradigm at the pre-university level
(primary schools). The idea is to consider the possibility of developing a methodology of
learning integrated (as opposed to the current Montenegrin concept of quite strict division
into subjects and classes), and to design a university curriculum which will train students for
preparation and implementation of such teaching.
In collaboration with partners at the beginning of the project appropriate research should be carried
out (for example, an analysis of the situation and needs of the beneficiary countries in the system, a
comparison with EU partners ...) which would serve as a starting point in the process of designing a
methodological conception of the master studies. Starting from the results of research and in
consultation with partners from the universities of EU countries (analyzing the models they have,
their practical and theoretical experience, research results), we finally define the study for
accreditation of the programme of studies.
Simultaneously with preparation of materials for accreditation of the master studies a preparation for
performing practical activities in schools will be done. Training of a group of teachers for the
development of a concept of functional integrated teaching in primary schools will be performed. The
trained group of teachers will have a role to help promoting the idea of the project and to get involved
into preparation and performance of practical activities that prospective masters will have in the
course of their post graduate training, while school could potentially become resource centers.
The project idea includes the possibility of a modular organization of master studies, which could
potentially be a good factor of sustainability, because it opens up an opportunity for the accreditation
of modules within the in-service training of teachers.
Initially it was planned that the project will enable a close integration of theory and practice, as well
as field research.
A potential regional partner is expected to recognize opportunities for introducing the FILMS concept

Pisa survey examines fifteen-year old school students‘ reading, mathematical and scientific literacy. The focus
of the study is to identify the functional literacy of students and their achievement measurement. The results in
Montenegro are continuously unsatisfactory despite significant reforms of the educational system.

problem situation, i.e. , with a task different from those an individual has previously encountered.

into its own educational system in a way that is consistent with its needs and opportunities, and from
an EU university a technical and advisory assistance in developing project ideas and overall
methodology, experience-sharing and establishing connections in the context of formation of the
European Higher Education Zone.
Initially, the project was planned to enable a tight integration of theory and practice, and research in
the field. So, the planned steps should include:
1.An analysis of the situation and needs of the educational system
2.Designing and accreditaion of the master studies in Montenegro and the concept that is most
appropriate for the regional partner in agreement with the consortium.
3.Spreading the idea of the FIL concept
4. Staff Training
5. Raising public awareness concernig the concept
6. Accreditation of the master studies
7. Preparing necessary literature
8. Accreditaion of the study programme and enrollment of the first generation.
Naturally, the mentioned steps have to be agreed with partners and incorporated in the LFM.
