NQUTHU LOCAL MUNICIPALITY NQUTHU HERITAGE STRATEGY TERMS OF REFERENCE NQUTHU HERITAGE STRATEGY TERMS OF REFERENCE 1. BACKGROUND Nquthu is one of the municipalities falling within the battlefield route, a popular tourism route. Within the municipal area is the Isandlwana, the only place in the history of the Zulu people where the Cetshwayo’s warriors defeated the English army. Secondly the popular Blood River where there was a Zulu war, which is also situated in this Municipality. Thirdly Nquthu is the only place in Zululand where an existence and complementary practice of two integrated cultures which are Southern Sotho and the original Zulu cultures, while Eqhudeni enjoys a Mediterranean climate on the other hand Mangeni waterfall provides tourists with a natural waterfall. There are also bushman paintings scattered in different rocky areas within the municipal area 2. CONTEXT The pride of the nation lies in the degree to which cherishes and embraces it cultural heritage. Different clans adopt varying styles of celebrating their culture and honoring their heritage developed and preserved over years. As culture is by definition static-dynamic, heritage accumulates over time and continues to gather momentum as long as a clan or nation lives. In a way, the older aspect of culture constitutes the basic or foremost heritage. The culture that develops the younger generations, undergoes transformation without disestablishing the basic foundations of [belief, religion, language style, what to wear and how to adorn oneself, art, Music, custom and rituals] a peoples’ philosophy and worldview. The foremost primary culture is embellished by cultural practices that result from new experiences, practices and acculturation. The Nquthu Municipality is calling for service providers to submit proposals for developing a heritage strategy for areas under its jurisdiction. Such a strategy seeks to maximize opportunities that are presented by the rich heritage history of areas under the municipality. It is also envisaged that such a strategy will translated into actionable programmes. 3. OBJECTIVE OF THE PROJECT The following are the objective of the project: Providing a comprehensive picture of the heritage resources and opportunities that exist in the area. Identifying any other heritage wealth existing in the communities of Nquthu Identifying existing threats to the optimum utilization of such resources Identifying the strength and weakness of the municipality with regards to the overall programme of the heritage and tourism To ensure an alignment of heritage strategy with all relevant existing studies including Local Economic Development Strategy,uMzinyathi heritage projects, Nquthu Economic study, National and Provincial Development Plans, Nquthu/uMzinyathi Spatial Development plans, Nquthu IDP etc. Profiling of all traditional authorities in the municipal area of Nquthu in relation to their common culture, historical background and heritage resources. Outlining heritage component’s strategies for implementing the vision and mission of the Nquthu Municipality alongside with roles and responsibilities 4. PROJECTS DELIVERABLES The two main deliverables expected from this project are: A strategic plan document for the heritage programmes of the municipality A comprehensive report listing the heritage resources and opportunities that exist within the municipal area, including profiles of all traditional leaders in Nquthu Municipal area in terms of culture, historical background and heritage resources Implementation plan for the strategy 5. PROJECT SCOPE AND ACTIVITIES The project should identify and profile all areas of historical significance in the Nquthu area as Income, Isandlwana, and their linkage with other surrounding areas such as eShiyana, UMzinyathi, abaQulusi, Nkandla and others. It should also spell out how these can utilized for purpose of promoting tourism and local economic development with a view to creating job opportunities in the area.it will be developing such a strategy. This includes the various traditional authorities within the jurisdiction of the municipality with an aim to profile their history, culture and heritage. Among the topics to be covered by the proposal are the following: Problem statement Heritage development vision Methodology Action plan Budget Breakdown 6. PRODUCT SPECIFICATION The written document generated should be prepared in MS Word format and printed on the A4 paper or any specific mode that will be prescribed by Municipality during the contract period The final report to be also supplied on the CD in MS Word Potential heritage resources should be mapped in the format that is compatible to GIS instrument available in the municipality Video storage will be option to specific information requirement such as performing art (living heritage) 7. ROLES AND RESPONSIBILITIES OF THE SERVICE PROVIDER The service provider will render but not limited the following services; To develop a comprehensive heritage strategy with implementation plan To conduct both desktop and physical survey for proper compilation of the report Source necessary skills for the development of the heritage strategy Assist the municipality to secure more resources for the support of the project Develop clear work programme for this project and present it to the municipality Assist the municipality to establish a project steering committee psc which will be responsible to monitor this project To train the psc in order to be empowered to monitor the progression of the project To compile progress reports in a format that will be suggested by service provider or prescribed by the municipality and present such reports to the psc or the Council To engage all necessary stakeholders including relevant government departments for the smooth running of the project To report on financial and non-financial matters to the psc or the council on monthly basis or anytime as may be requested by the municipality To prepare preliminary report of the project and present it to the psc or the council To prepare a comprehensive closing report and make it be adopted by the Council at the end of the contract To prepare and provide all information in a specific format as will be prescribed by the municipality 8. ROLES AND RESPONSIBILITIES OF THE MUNICIPALITY The municipality is the custodian of the project therefore the municipality should or ensure: Appointment of the service provider in terms of SCM policy Proper project monitoring and evaluation Make necessary inputs and contribution to the projects Ensure the compliance with all relevant pieces of legislation and other compliance processes Proper public participation Approve the progress payments of the service provider Ensure that all meetings for monitoring and for the steering committee are properly convened Approve all the stages of the project including the final or close out report Adopt and implement Nquthu Heritage strategy Manage the project Account to all potential funders and the community with all funds used for this project 9. ROLES AND RESPONSIBILITES OF UMZINYATHI DISTRICT MUNICIPALITY AND OTHER GOVERNMENT DEPARTMENTS The district municipality and the province have a pivotal role to support municipality on capacity and systems. It’s therefore recommended that uMzinyathi District Municipality and Province should play such a role by performing the following: Support in the monitoring and evaluation of the project Support in budget management Support on reporting processes Support during the implementation process of the plan 10. ANTICIPATED TIMEFRAME It is anticipated that delivery of draft findings and recommendations at the local scale should be received 6 months after the date of appointment. The project milestones should be determined by agreement at project inception. Report backs should be directly to the PSC. A final report should be submitted once comments are obtained from the municipality and the PSC 11. REQUIRED EXPERTISE This contract will need highly qualified professionals in the field of research, project management, history, culture and heritage. High academic qualification in the field of history/culture/heritage/language will be highly recommended to properly and successfully execute the contract. At least two references for the undertaken similar kind of exercise and proven record (timely, effective and efficient delivery. 12. GENERAL The selected service provider shall report to the Department of Planning and Economic Development within the municipality. All information necessary for the project implementation will be supplied by the contracting authority. It is expected that the project shall commence as soon as the potential Service Provider is appointed. At the end of the project the service provider shall submit a draft, a preliminary report and final report, accompanied by all necessary annexures for adoption by the council 13. DEADLINE FOR SUBMITTING PROPOSALS All proposals must be put into a sealed envelope and marked Tender No NQU0030/272/2015 and should be delivered by hand and placed in the Municipal Tender box which is situated in the reception of the Main Administration Building in 83/2 Mdlalose Street Nquthu, not later than 22 MARCH 2016.
