PART 1—PRELIMINARY
1. Objective
The objective of these Regulations is to prescribe
forms, fees, and other matters for the purposes of
the Professional Boxing and Martial Arts Act
1985.
2. Authorising provision
These Regulations are made under section 22 of
the Professional Boxing and Martial Arts Act
1985.
3. Commencement
These Regulations come into operation on 1 July
1997.
4. Revocation
The Martial Arts Control Regulations 1989 are
revoked.
5. Definitions
In these Regulations—
"Act" means the Professional Boxing and
Martial Arts Act 1985;
"contestant" means—
(a) a boxer who boxes in any professional
boxing contest; or

(b) a person who competes in a
professional martial art contest;
"Form" means a Form in the Schedule.
6. Pre-requisites for certain licences
In order to be eligible to be issued a licence to act
as a promoter, trainer, referee or judge, a person
must demonstrate to the Board's satisfaction that
he or she has an appropriate knowledge of the Act
and any regulations, rules and conditions that are
relevant to the licence sought.

PART 2—LICENCES, PERMITS AND REGISTRATIONS
Division 1—Promoters
7. Promoter's licence
(1) An application for a promoter's licence, or the
renewal of a promoter's licence, must be made in
the form of Form 1.
(2) The licence fee for a promoter's licence is
$225.00.
8. Promotion permit
(1) An application for a promotion permit must be
made in the form of Form 2 and must be lodged
with the Minister at least 21 days before the date
of the proposed promotion.
(2) The Minister must not grant an application for a
promotion permit unless satisfied that—
(a) the applicant has the capacity to pay for the
promotion; and
(b) all contestants are adequately matched
having regard to experience, competence and
weight; and
(c) the proposed venue is satisfactory for the
purposes of conducting a professional
contest; and
(d) females have not been matched against
males.
Division 2—Trainers
9. Trainer's licence
(1) An application for a trainer's licence, or the
renewal of a trainer's licence, must be made in the
form of Form 3.

(2) The fee to be paid for the issue or renewal of a
trainer's licence is $55.00.
Division 3—Match-makers
10. Match-maker's licence
(1) An application for a match-maker's licence, or for
the renewal of a match-maker's licence, must be
made in the form of Form 3.
(2) The fee to be paid for the issue or renewal of a
match-maker's licence is $40.00.
Division 4—Referees
11. Referee's licence
(1) An application for a referee's licence, or for the
renewal of a referee's licence, must be made in the
form of Form 3.
(2) The fee to be paid for the issue or renewal of a
referee's licence is $80.00.
Division 5—Judges
12. Judge's licence
(1) An application for a judge's licence, or for the
renewal of a judge's licence, must be made in the
form of Form 3.
(2) The fee to be paid for the issue or renewal of a
judge's licence is $40.00.
Division 6—Professional Contestants
13. Registration
(1) An application for registration, or the renewal of
registration, as a contestant must be made in the
form of Form 5.

(2) The fee to be paid for registration or renewal of
registration as a contestant is $35.00.
14. Certificate of Fitness
Every certificate of fitness given for the purposes
of section 10A(2)(d) or section 10C of the Act
must be in the form of Form 4.
15. Contests outside Victoria
Any contestant registered and resident in Victoria
who competes in a contest outside Victoria—
(a) must enter details of the contest on his or her
licence; and
(b) must advise the Board of the result of the
contest within 7 days of returning to
Victoria.
Penalty: 20 penalty units.

PART 3—GENERAL
16. Duties of Medical Practitioner
A medical practitioner making an examination for
the purpose of section 12 of the Act must—
(a) following the completion of the pre-contest
examination, record the results of the
examination in Part A of Form 6; and
(b) following the completion of the contest again
examine the contestant and record the results
of that examination in Part B of Form 6; and
(c) enter all contest details, including any period
of suspension that the medical practitioner
has determined, in the contestant's certificate
of registration and notify the contestant's
trainer accordingly.
17. Procedure in the case of knockout or heavy
punishment
If a contestant is knocked out or judged unable to
continue in a professional contest, the medical
practitioner who is engaged by the promoter to
attend the contest—
(a) must make suitable arrangements for the
observation, transportation or subsequent
medical treatment of the contestant; and
(b) must endorse the contestant's certificate of
registration "KO", "TKO" or "RSC" as the
case requires.

18. Interstate contestants
Before competing in a contest in Victoria, a
contestant who is licensed or registered in another
State or Territory must submit his or her licence or
certificate of registration to the Board's
representative or a person nominated by the
Board.
19. Seating at ring apron
A promoter must ensure that only a person
authorised by the Board sits in any seat around the
ring apron.
Penalty: 20 penalty units.

1. General Information
The Professional Boxing and Martial Arts Regulations 1997,
S.R. No. 62/1997 were made on 1 July 1997 by the Governor in Council
under section 22 of the Professional Boxing and Martial Arts Act 1985,
No. 10183/1985 and came into operation on 1 July 1997: regulation 3.
The Professional Boxing and Martial Arts Regulations 1997 will sunset on
30 June 2008: see the Subordinate Legislation (Professional Boxing and
Martial Arts Regulations 1997 - Extension of Operation) Regulations 2007,
S.R. No. 55/2007.
