Students will act as a member of a President appointed committee as a Southern
Congressional Representative, Eastern Congressional Representative, Western
Congressional Representative, Mid-Western Congressional Representative. The
committee is to determine what can be done to save the national economy and present
their recommendations to the Senate and House.

As you are all keenly aware, the United States economy continues to
progress into a downward spiral. One potential factor affecting the economy
is the outsourcing of jobs overseas. The number of American companies
outsourcing their production, manufacturing, and/or services overseas
continues to increase. Paper Company of Greenbay, WI recently
outsourced 40% of its production to China. Outsourcing is even now being
seen in the health care industry with the outsourcing of radiology services.
Many companies site cost effectiveness as a reason for outsourcing.
Companies in major cities have begun outsourcing. As a result, five major
cities have seen an a significant increase in their unemployment rate: Detroit
4.0%, Atlanta 2.5%, Boulder 3.5%. Consequently, the number of individuals
seeking unemployment benefits is also increasing.
Please assemble a special Congressional committee comprised of
representatives from all major regions of the country. Appoint a Senator to
serve as committee chair. The committee is to address the economic impact
of American companies’ outsourcing. A presentation of the findings and
recommendations for economic recovery should be made to the House and
Senate by November 18, 2009

Capstone Performance Description
The capstone performance of the problem contains two parts: a summary and a group
presentation. For the written summary, students assume the role as a member of the
congressional committee and provide a summary of their findings. This must include
two possible solutions with four justifications for the proposed recommendation. The
student will include the pros and cons of each solution. The student will use this
information to determine which solution he will use for his oral presentation to the
House of Representatives. Each student will be individually assessed according to the
rubric. In the oral PowerPoint presentation, each congressional committee member will
present their best solution. Each group will have 12 minutes for their presentation
which consists of each student giving an individual 3 minute presentation of his
proposed solution. Each student will be presented with two questions from the
audience of “Representatives”. These questions will be given to the selected audience
members by the teacher. The teacher will call on designated “Representatives” to
question each student at the completion of the group. Each student will be scored
individually for his oral presentation according to the rubric.
Students will make their presentations to the Senate and Congressional House of
Representatives which will be composed of parents and administrators. The
“Representatives” will be prepared with various questions related to factors which
affect the economy. The classroom will be arranged to resemble the seating
arrangement found in the House of Representatives with chairs arranged in a semicircular pattern. This arrangement will be used to create an authentic representation of
government meetings. The presenting committee will stand at the front of the room.

The computer projector will be positioned in the center of the room close to the front
facing the screen to display their presentation.
Student autonomy is evident in the student’s choice in determining his own possible
best solution for the presentation. Metacognition occurs in the summarization of
information in the written summary prior to the presentation in the development of the
oral presentation.

Justification: The growth rate of students at this age affects their level of self-esteem
and self-confidence. Late maturing boys and early maturing girls may need additional

Students will act as a member of a President appointed committee as a Southern
Congressional Representative, Eastern Congressional Representative, Western

committee is to determine what can be done to save the national economy and present
their recommendations to the Senate and House.

As you are all keenly aware, the United States economy continues to
progress into a downward spiral. One potential factor affecting the economy
is the outsourcing of jobs overseas. The number of American companies
outsourcing their production, manufacturing, and/or services overseas
continues to increase. Paper Company of Greenbay, WI recently
outsourced 40% of its production to China. Outsourcing is even now being
seen in the health care industry with the outsourcing of radiology services.
Many companies site cost effectiveness as a reason for outsourcing.
Companies in major cities have begun outsourcing. As a result, three major
cities have seen an a significant increase in their unemployment rate: Detroit
4.0%, Atlanta 2.5%, Boulder 3.5%. Consequently, the number of individuals
seeking unemployment benefits is also increasing.
Please assemble a special Congressional committee comprised of
representatives from all major regions of the country. Appoint a Senator to
serve as committee chair. The committee is to address the economic impact
of American companies’ outsourcing. A presentation of the findings and
recommendations for economic recovery should be made to the House and
Senate by November 18, 2009

Capstone Performance Description
The capstone performance of the problem contains two parts: a summary and a group
presentation. For the written summary, students assume the role as a member of the
congressional committee and provide a summary of their findings. This must include
two possible solutions with four justifications for the proposed recommendation. The
student will include the pros and cons of each solution. The student will use this
information to determine which solution he will use for his oral presentation to the
House of Representatives. Each student will be individually assessed according to the
rubric. In the oral PowerPoint presentation, each congressional committee member will
present their best solution. Each group will have 12 minutes for their presentation
which consists of each student giving an individual 3 minute presentation of his
proposed solution. Each student will be presented with two questions from the
audience of “Representatives”. Each student will be scored individually for his oral
presentation according to the rubric.
Students will make their presentations to the Senate and Congressional House of
Representatives which will be composed of parents and administrators. The
“Representatives” will be prepared with various questions related to factors which
affect the economy. The classroom will be arranged to resemble the seating
arrangement found in the House of Representatives with chairs arranged in a semicircular pattern. This arrangement will be used to create an authentic representation of
government meetings. The presenting committee will stand at the front of the room.

The computer projector will be positioned in the center of the room close to the front
facing the screen to display their presentation.
Student autonomy is evident in the student’s choice in determining his own possible
best solution for the presentation. Metacognition occurs in the summarization of
information in the written summary prior to the presentation in the development of the

Justification:
The best solution to the economic crisis created by American companies
outsourcing is solution one. This solution calls for the development of legislation which
would place higher taxes and penalties on companies that outsource a significant
amount of their labor force or services. This solution promotes national
interdependence. It promotes the development of a skilled American labor force. At
the same time it encourages American businesses to adopt creative and efficient
practices which promote entrepreneurial aspects. Some may argue that the economy
may be negatively impacted in countries where outsourcing is predominate and
therefore affect the global economy. However, by encouraging national
interdependence, the value of the American dollar is strengthened. A strong American
dollar supports a strong global economy.

LO #1: After reading Chapter 7 and the supplemental articles, students will assess the
motivating factors for American companies in choosing to outsource their
manufacturing, at least 3 factors will be identified and supported with one example. A
score of 7 out of 10 on the rubric is required. (Evaluation)

effect of various policies on the U.S. economy, providing 4 cause and effect relationships.

Debriefing Plan:
All Congressional committees will be in the audience for each other’s presentations.
This will allow everyone to hear all the proposed solutions. The teacher will provide a
congressional ballot form to each student for voting on the “best” solution. The ballot
form will provide a space for the student to record the pros and cons as well as
justifications for the solutions of each presentation. After all the presentations are
complete, students will review the information on their ballot and assign a rank (1 st, 2nd,
3rd, etc..) for each “best” solution based on their own judgment. The teacher will collect
the ballots and determine the “best” solution based on highest frequency of students’
rankings.
Five Essential Concepts:
The “best” solution must address basic economic principles. The following concepts
should be included and explain how they relate to one another and impact economic
growth and recovery.

3) Monopoly
4) Inflation
5) Revenue
To ensure that all students understand the above five concepts, the teacher will guide
the students in a classroom discussion and activity. The students will receive a graphic
organizer to complete which will help demonstrate the relationship among the key
concepts and the effect on the economy. The class discussion will ensure that all
students comprehend the definitions as well as the relationships. The teacher will
provide basic “real world” examples of key concepts so that students may relate the
information to their everyday lives.
