Frontline: The Warning. (DVD) (Available from PBS Educational media, www.teachershop.pbs.org, item FRL72802) Capstone Performance Description The capstone performance of the problem contains two parts: a summary and a group presentation. For the written summary, students assume the role as a member of the congressional committee and provide a summary of their findings. This must include two possible solutions with four justifications for the proposed recommendation. The student will include the pros and cons of each solution. The student will use this information to determine which solution he will use for his oral presentation to the House of Representatives. Each student will be individually assessed according to the rubric. In the oral PowerPoint presentation, each congressional committee member will present their best solution. Each group will have 12 minutes for their presentation which consists of each student giving an individual 3 minute presentation of his proposed solution. Each student will be presented with two questions from the audience of “Representatives”. These questions will be given to the selected audience members by the teacher. The teacher will call on designated “Representatives” to question each student at the completion of the group. Each student will be scored individually for his oral presentation according to the rubric. Students will make their presentations to the Senate and Congressional House of Representatives which will be composed of parents and administrators. The “Representatives” will be prepared with various questions related to factors which affect the economy. The classroom will be arranged to resemble the seating arrangement found in the House of Representatives with chairs arranged in a semicircular pattern. This arrangement will be used to create an authentic representation of government meetings. The presenting committee will stand at the front of the room. Maria Lang EPI 0004 The computer projector will be positioned in the center of the room close to the front facing the screen to display their presentation. Student autonomy is evident in the student’s choice in determining his own possible best solution for the presentation. Metacognition occurs in the summarization of information in the written summary prior to the presentation in the development of the oral presentation. Maria Lang EPI 0004 Learner Characteristics of Middle Grade Students: Physical: The rate of physical growth tends to vary among and between boys and girls. Justification: The growth rate of students at this age affects their level of self-esteem and self-confidence. Late maturing boys and early maturing girls may need additional opportunities which allow them to feel confident, gain status, and feel successful. This type of learning provides the opportunity for students to show their strengths in areas that do not require the advantage of physical strength. Social: The development of interpersonal reasoning allows for greater understanding and the ability to be analytical of their behavior as well as others. Justification: This activity provides the opportunity for students to learn about the social interactions and relationship among group members. Learning to work with one another and respect others opinions and suggestions contributes to this stage of social development. Emotional: Students engaged in egocentric thought which leads to more selfconsciousness and self-centeredness. Justification: Group activities provide students with the opportunity to develop beyond the typical self-centered focus. This activity requires students to focus on others as oppose to themselves. Cognitive: Middle grades students need a classroom environment that is open, supportive, and intellectually stimulating. Justification: This activity encourages students to express themselves in a nonthreatening way with encouragement and support. It challenges students to use higher order thinking and develop their problem solving skills. Cognitive: Self-efficacy becomes an important influence on intellectual and social behavior. Justification: Due to the wide range of tasks and skills that make up the problem based lesson, students will have the opportunity to engage in activities that support their natural strengths. This will lead to increasing levels of self-efficacy. Description of Student Roles and Problem Situation: Students will act as a member of a President appointed committee as a Southern Congressional Representative, Eastern Congressional Representative, Western Congressional Representative, Mid-Western Congressional Representative. The committee is to determine what can be done to save the national economy and present their recommendations to the Senate and House. Maria Lang EPI 0004 Meet the Problem: Students will receive a memo from the Executive office of the President describing the concern over the decline of the national economy. In addition they will receive two articles from well respected business publications. Memo To: Special Committee on National Economy From: Executive Office CC: Senate and House Majority Leaders Date: 7/13/2017 Re: National Economy Decline As you are all keenly aware, the United States economy continues to progress into a downward spiral. One potential factor affecting the economy is the outsourcing of jobs overseas. The number of American companies outsourcing their production, manufacturing, and/or services overseas continues to increase. Paper Company of Greenbay, WI recently outsourced 40% of its production to China. Outsourcing is even now being seen in the health care industry with the outsourcing of radiology services. Many companies site cost effectiveness as a reason for outsourcing. Companies in major cities have begun outsourcing. As a result, three major cities have seen an a significant increase in their unemployment rate: Detroit 4.0%, Atlanta 2.5%, Boulder 3.5%. Consequently, the number of individuals seeking unemployment benefits is also increasing. Please assemble a special Congressional committee comprised of representatives from all major regions of the country. Appoint a Senator to serve as committee chair. The committee is to address the economic impact of American companies’ outsourcing. PROS This would undermine the motivation for companies to outsource to cheaper countries It would encourage the use of an American labor force CONS Large companies may not be significantly affected by penalties Companies may limit benefits provided to their workers to find a way to continue to cut costs Small businesses may be forced to close American jobs would be created and secured and therefore unemployment rate would decrease This would increase the amount of money May discourage entrepreneurial aspects coming into the local and national for some prospective businesses economy Consequences: By choosing this solution, the following two consequences may result: 1. The cost of consumer goods or services may increase as a result of higher taxes for companies that still choose to outsource. 2. International interdependence is discouraged. Another possible solution that the Congressmen can provide to promote economic recovery in such a way that decreases the unemployment rate, encourages American companies to invest in the local job force, strengthens the value of the American dollar and prevents an economic downturn from occurring in the future focuses on the Congressional committee proposing a financial incentive program (such as tax cuts) for American companies whose workforce is completely comprised of an American labor force or serviced providers. PROS CONS This would encourage national May not be a strong motivator for large Maria Lang interdependence This promotes the use of an American labor force and thereby decrease unemployment This would increase the amount of money coming into the local and national economy This would encourage small businesses to be more competitive and thereby create new jobs EPI 0004 companies Perception of government control of business practices It may be difficult to determine which companies are eligible to receive financial incentives This would place restraints on International interdependence Consequences: By choosing this solution, the following two consequences may result: 1. There would be a decrease in government tax revenue. 2. The government will need to increase taxes in other areas to compensate for tax loss. Justification: The best solution to the economic crisis created by American companies outsourcing is solution one. This solution calls for the development of legislation which would place higher taxes and penalties on companies that outsource a significant amount of their labor force or services. This solution promotes national interdependence. It promotes the development of a skilled American labor force. At the same time it encourages American businesses to adopt creative and efficient practices which promote entrepreneurial aspects. Some may argue that the economy may be negatively impacted in countries where outsourcing is predominate and therefore affect the global economy. However, by encouraging national interdependence, the value of the American dollar is strengthened. A strong American dollar supports a strong global economy. This will allow everyone to hear all the proposed solutions. The teacher will provide a congressional ballot form to each student for voting on the “best” solution. The ballot form will provide a space for the student to record the pros and cons as well as justifications for the solutions of each presentation. After all the presentations are complete, students will review the information on their ballot and assign a rank (1 st, 2nd, 3rd, etc..) for each “best” solution based on their own judgment. The teacher will collect the ballots and determine the “best” solution based on highest frequency of students’ rankings. Five Essential Concepts: The “best” solution must address basic economic principles. The following concepts should be included and explain how they relate to one another and impact economic growth and recovery. 1) Tariffs 2) Free Enterprise 3) Monopoly 4) Inflation 5) Revenue To ensure that all students understand the above five concepts, the teacher will guide the students in a classroom discussion and activity. The students will receive a graphic organizer to complete which will help demonstrate the relationship among the key concepts and the effect on the economy. The class discussion will ensure that all students comprehend the definitions as well as the relationships. The teacher will provide basic “real world” examples of key concepts so that students may relate the information to their everyday lives.
