PLAYING CONDITIONS - What is changing? a) Bonus Points • If a batting side has fewer than 10 players but are “all out”, 4 bowling bonus points will be awarded. • In interrupted matches, all bonus points to be awarded by reference to sliding scale from 20th to last over. This replaces previous thresholds which contained large steps. Captain’s Meeting 2016 2. PLAYING CONDITIONS - What is changing? b) Time to bowl overs in matches without appointed Umpires Fielding sides are required to bowl their overs at a rate of 4 minutes per over (with no further time allowances for wickets lost). Captains must agree on elapsed times and record on Teamsheet. If an innings has lasted for at least 35 overs, captains should report the time taken to the administrator who will take action by deducting points after a first “grace” on a sliding scale of one point for the second breach and so on. PLAYING CONDITIONS - What is changing? c) Winning draw available where “20 overs target” is met early When fewer than 20 overs are available in the 2nd innings following interruptions: Either Captain can request to continue to attempt to secure a win (match abandoned if unsuccessful). A batting team can secure a winning draw if they reach the 20 over winning draw target. Captain’s Meeting 2016 2. PLAYING CONDITIONS - What is changing? d) Restrictions on bowlers As previously, in Win Lose Draw matches bowlers are restricted to one third of available overs at the start of an innings. However, in 45 over matches there is a restriction of 12 overs per bowler until 48 overs have been bowled. (If the innings continues after 48 overs there is no further restriction). PLAYING CONDITIONS - What is changing? e) Minimum overs in 2nd innings of Win/Lose matches only If, after interruptions in the first innings, there remains insufficient time to allow the side batting second to receive at least 20 overs and for the team batting first to complete their innings in full, the number of overs to be received by the team batting first is limited (i.e. cut-off) so that the team batting second may receive the minimum of 20 overs. PLAYING CONDITIONS - What is changing? f) Conceded matches If ANY side calls off a match for ANY reason other than weather at ANY time, they shall be liable to pay £50 to the League and the League will pass £40 of this sum on to the non-offending club. Second offence - £75 penalty. Third offence - £100 penalty. Once a side has conceded three matches in any season, the Disciplinary Panel will consider if any further penalties are appropriate and whether the side should be allowed to continue in its division for that season. The League will consider requests for further compensation from nonoffending clubs with excessive costs. Captain’s Meeting 2016 2. PLAYING CONDITIONS - What is changing? g) Transfers Internal transfer (within WCL) deadline for 1st XI - 5pm on 31st May. A transfer after this date may be permitted for exceptional reasons (eg Welfare). Transfer administration procedures remain i.e. Administrator must receive written notification from new Club including written sanction from old Club. A Club may only refuse sanction of movement where a player may be in debt to that Club or for disciplinary reasons. External transfer (from Club outside WCL) is 5pm on 31st July. PLAYING CONDITIONS - What is changing? g) “Dual Registrations” From 2016, Clubs may apply to the administrator to register a scheme of dual registration for any players under 20 years of age who they would like to register with another club in addition to their first club. These dual registered players are not allowed to play in the second club’s 1st XI. Clubs may have dual registered players with more than one club but a player can only be registered to a maximum of two clubs. Is anything that a fielding side says calculated to put the batsman off? Proposal for Red and Yellow cards and/or Penalty runs for bad behaviour. Before: Boundaries, rollers, covering, meet and pay umpires. Toss: Teamsheets, young players, balls. During: Scoreboard, timings, pitch re-mark, discipline, adjusted targets.
