Exercise Purpose
This exercise will serve as an opportunity for
representatives from governmental agencies, nongovernmental organizations and private sector
companies to assess their ability to coordinate
response activities while enhancing the
operational cooperation between Central County
Zone City EOCs and the Operational Area EOC.
Assumptions / Artificialities
In any exercise a number of assumptions and
artificialities may be necessary to complete play in
the time allotted. During this exercise, the
following apply:
• The scenario is plausible, and events occur as
they are presented.
• There is no “hidden agenda”, nor any trick
questions.
• All players receive information at the same time.

• When placing phone calls to various EOCs and other
agencies / organizations begin and end the
conversation with “This Is An Exercise”.

Current Conditions
12:02PM Since late morning local dispatchers
have been receiving calls from across the central
portion of the county of minor intermittent power
outages.
1:51PM P G & E reports that their electrical
distribution system is experiencing some
intermittent power loss across
portions of the county.
Current Conditions
2:11PM P G & E advises that power outages may
become much worse before conditions improve
and states the problem is being addressed.
2:31PM P G & E advises response agencies to
prepare for widespread power
outages and activate
necessary support
resources as required.
Current Conditions
2:43PM P G & E states that the outages are being
caused by overuse of electrical power due to
EXTREME HEAT throughout the area for the past
couple of weeks.
P G & E advises area residents to prepare for at
least several hours of major
power failures across the
region.
Current Conditions
2:58PM P G & E has confirmed a major loss of
electrical systems impacting the cities of Belmont,
Hillsborough, Burlingame, Foster City, Millbrae,
San Bruno, San Mateo and other portions of San
Mateo County.
P G & E states that there is
currently not a timeframe as
to when power will be restored.
Current Conditions
3:17PM P G & E warns San Mateo County and the
affected cities that they should prepare for a longterm power outage.
3:21PM The San Mateo Operational Area EOC
along with City EOC’s in the affected areas have
been activated and are gearing up to support the
needs of area residents.
