Ministry of Youth and Sports
Staff: 41 persons, out of which 5 persons in the youth department (4 persons
in charge of youth policy; one person in charge of the international
cooperation of the MYS)
Budget of the MYS for 2014:
Budget for the Sports activities - 82 137 600 MDL (≈ 4 600 000 €)
Budget for the Youth activities - 7 040 400 MDL (≈ 400 000 €)

Youth Resource Centers in 2014 - 11 653 2 00 MDL (≈ 650 000 €)
District Councils in 2014 – 2 799 200 MDL (≈ 160 000 €)
General information on the
youth sector

943 047 youth aged between 16 – 30 years of age constitute
approximately 27% of the total population

29,9% - employed

8 % - unemployed (15-24 y.o. unemployment rate is 11,8%)

62,1% - still studying (not officially registered as unemployed (not
active population), or thinking to go abroad)

14 % - of all young Moldovan are migrants. Average age of migrants in
Moldova is 35 years or 39% of all migrants

20 Youth Centers funded by APL of over 60 created by 2007/2008

≈ 400 Local Youth Councils (LYC) in 2010 - ≈ 100 LYC in 2013

The number of Youth Friendly Health Centers has been expanded
from 12 in 2009 to 37 in 2013, with coverage throughout the country.
15% of young people have accessed youth-friendly health services.
Legal framework for youth policy

Law on Youth (adopted in 1999, amended in 2003, 2007) (youth age 16-30);

Government Decision nr. 552 from 07.10.1996 referring to the establishment of the feast
“National Day of Youth”;

National Youth Strategy and the Action Plan (2004-2006; 2007-2008);

Local youth strategies in the districts (2006) and the Action Plan (2007-2009);

National Youth Strategy and the Action Plan (2009-2013);

Law on Volunteering (2010);

Government Decision nr. 1213 from 27.12.2010 approving support measures for youth
activities;

Government Decision nr. 733 from 29.09.2011 on the creation of the government Commission
for youth policy;

This report was developed at the request of the Ministry of
Youth and Sports of the Republic of Moldova with the
assistance of UNFPA, and the financial support UNDESA

The main priorities of the NYS were to:
Provide access to education and information for young
people;

Develop health and social protection services for young
people;

Provide economic opportunities for youth;

Participation of youth in public life and promotion of
active citizenship;

Strengthen institutional capacity in the youth field

The vision of the draft youth strategy will focus on developing,
enhancing and recognizing youth sector as a stakeholder in the
development of the country, which will ensure the socioeconomic integration of youth

Recognition of youth labour and worker (developing and
adapting the regulatory framework, occupational standard,
academic training, retraining, certification, etc.);
NYS 2014-2020 continuous promotion and drafting regularly
the Action Plan, and ensuring a quality monitoring;

Approval of a new Law on youth;

Developing the support mechanism, including the funding of
youth organizations;
Increasing and building human and institutional capacity of
the youth sector, including in the Ministry
Next steps
1. Finalize and approve the Strategy (the end of
February 2014)
2. Establish the coordination mechanisms (May
2014)

4. Drafting regularly (for 2/3 years) the Action
Plans of the Strategy
