BRIEF
Summary – To provide CDM Coordinator support to ensure that the HCA complies with its statutory
responsibilities as Client under the Construction (Design and Management) Regulations 2007 and
its general duties under the Health and Safety at Work etc Act 1974.
The CDM Coordinator will be required to provide CDM support to the HCA in developing outline
designs/masterplanning for highway infrastructure and flood mitigation works alongside the
existing consultant team, and to provide CDM advice and input into the procurement process, to
enable HCA to procure a contractor under a design and build contract for the infrastructure works.
This initial role is expected to run until 15 th March 2013, in line with the projected construction
programme.
A longer term role is required for CDM support to the wider masterplanning, securing outline
planning permission, and bringing sites forward at North Sandymoor (approx total 700 dwellings).
The initial development site is expected to commence by March 2015.
Background
Sandymoor is one of HCA’s major projects in Halton, Cheshire, which will deliver a community of approx
2300 homes of which over 900 are built to date.
The Masterplan review was concluded with the adoption by Halton Borough Council of a Supplementary
Planning Document for Sandymoor in July 2008. See:

This masterplan and SPD covers all HCA’s land, in both South and North Sandymoor, and includes in

addition land at north east Sandymoor which is in private ownership (known as the ‘Griffin Land’), and
currently subject to an option held by Bloor Homes. HCA controls all the access and servicing for this land.
This land lies to the east of Keckwick Brook, surrounded by HCA land to the north, west and south, and is
landlocked by the West Coast Main line to the east.
Accelerated Delivery Initiative; now termed Accelerated Land Disposal Programme (ADI/ALD)
The HCA has secured funding to supplement its current projects so that capital schemes can be promoted
to assist in bringing forward early delivery of works and to enable the delivery of homes. The HCA wishes
to bring forward Sandymoor North, developing the approved masterplan and SPD, including making a site
available for a Free School. In addition, an Outline Planning Permission is envisaged for initial tranches of
site(s) in North Sandymoor and to procure the design and construction of the highway, servicing and flood
mitigation works. This will be followed by marketing of the first HCA site in North Sandymoor, comprising
approx 270 dwellings, commencing on site in or soon after 2012/13 where briefing work will undertaken
concurrently with the tasks above.
The ALD funding for Sandymoor North is currently set at £2.6m (comprising both works and fees), the bulk
of which is allocated to be spent in year 2012/13. All the ALD funds must be spent by HCA by 31 March
2013. Practical completion for all contracts must therefore be achieved no later than 1 March 2013 or such
earlier date to ensure that the penultimate contract certificate(s) can be issued in time for their payment to
be made by 31 March (effectively approx 25 March deadline). It is accepted that contract retentions which
are held post practical completion will be met from HCA’s non ALD project funds in 2013/14 or 2014/15.
Discussions are underway with Halton Borough Council who may act as client or alternative supporting
role to the HCA in the delivery of this infrastructure.
Sandymoor Free School (Secondary)
Sandymoor Parish Council has been successful in its application to DfE/Ofsted for a free secondary school
at Sandymoor. No firm areas are yet resolved for this school, however this will be an important
consideration in this Sandymoor North project.
Services Required from CDM Coordinator
1) To undertake the duties and responsibilities of CDM Coordinator as specified in the Construction
(Design and Management) Regulations 2007, in particular, Regulation 20 – General Duties of
the CDM coordinators; and Regulation 21 – Notification of project by the CDM Coordinator.
2) Seek the cooperation of, and cooperate with, other duty holders involved in the project so far as
necessary to enable them all to perform their duties under the regulations (Regulation 5). This
includes HCA project managers, masterplanners / designers and site agents involved in the
project so far as necessary to enable them all to perform their duties under the regulations
(Regulation 5). This will include :o Attendance at initial outline meetings to advise of the CDM requirements and see that
adequate arrangements for the identification, collection and sharing of pre construction
information and site hazards; and
o
Liaising with duty holders on site masterplans, development briefs and other work which
constitutes design work.
3) Give suitable and sufficient advice and assistance to the Client (HCA Project Manager) to ensure
that the arrangements for managing the project are suitable to ensure that:
 the construction work can be carried out so far as is reasonably practicable without risk to
the health and safety of any person;
 the requirements of schedule 2 of the regulations (welfare) are complied with;
 any structure designed for use as a workplace has been designed to take account of the
provisions of the Workplace (health, safety and welfare) Regulations 1992 which relate to the
design of, and materials used in, the structure; (Regulation 20 (1)(a)); and
 taking reasonable steps to ensure that these arrangements are maintained and reviewed

throughout the project; (Regulation 20 (1)(b))
4) Take all reasonable steps to ensure that designers comply with their duties (Regulation 20
(2)(c)).
5) Ensure that suitable arrangements are made and implemented for the coordination of health and
safety measures during planning and preparation for the development phase, including
facilitating the cooperation and coordination between duty holders on the project; (Regulations
20 (1)(b)(i)) and applying of the general principals of prevention (Regulations 20 (1)(b)(ii) and
Appendix 7 of ACOP.
6) Take all reasonable steps to identify and collect the pre-construction information and distribute
the relevant parts of it promptly in a convenient form to every designer and every developer who
may be or has been appointed by the Client (HCA Project Manager). (Regulation 20 (2)(a) and
(b)) and to advise the Client (HCA Project Manager) on what further pre-construction information
is required (Regulation 20 (1)(a)).
7) Provide advice to the Client (HCA Project Manager) on the Health and safety competence and
resources of the preferred tendering/negotiating developer before awarding the development.
8) Ensuring that the construction phase does not start unless the principal contractor has prepared
an adequate construction phase plan and that appropriate welfare will be provided during the
construction phase; (Regulation 20 (1)(a))
9) Providing health and safety information for the health and safety file (Regulation 20 (1)(a))
 Ensure that suitable arrangements are made and implemented for the coordination of health
and safety measures during planning and preparation for the construction phase, including
facilitating the cooperation and coordination between duty holders on the project;
(Regulations 20 (1)(b)(i)) and the application of the general principles of prevention giving
collective protective measures priority over individual protective measures; (Regulations 20
(1)(b)(ii) and Appendix 7 of ACOP
10) Liaise with the principal contractor on:
 the information which the principal contractor needs to prepare the construction phase plan;
 any design development which may affect planning and management of the construction
work; and
 the contents of the Health and Safety file (Regulation 20 (1)(c))
11) Take all reasonable steps to ensure cooperation between designers and the principal contractor
during the constructions phase in relation to any design or change to a design. (Regulation 20
(2)(d))
12) Prepare where none exists or otherwise review and update the health and safety file
incorporating relevant information from other duty holders, subject to clause 2(c) of the
Memorandum of Agreement (Regulation 20 (2)(e))
13) Deliver one copy of the health and safety file to the Client (HCA Project Manager). (Regulation
20 (2)(f))
14) Obtain the Clients approval to the terms of the notice to be given to the Health and Safety
Executive in accordance with Regulation 21 and ensure that such notice is given to the HSE.
15) Where requested, provide advice to the Client (HCA Project Manager) on the Health and safety
competence of proposed designers prior to arrangements being made for design work to begin
(Regulation 20(1)(a))
16) Check that contractors invited to tender are registered and compliant with a pre qualification
scheme which is a member of SSIP (Safety Schemes in Procurement) and advise the HCA

Project Manager accordingly of any contractor who is not a member of a SSIP scheme. (Stage 1
Assessment)
17) Provide advice to the Client (HCA Project Manager) on the Health and Safety competence,
experience and resources of the lowest or preferred tendering/negotiating prospective principal
contractor before arrangements are made for the work to be carried out or managed. (Regulation
20 (1)(a)) (Stage 2 Assessment)

NOTE:- The reimbursement will be on lump sum basis, based on hourly rates for named staff. Payments
will be on a monthly basis in proportion to progress achieved. Where possible abatements below current
panel rates (2010-2011) are to be offered. Please indicate the actual percentage abatements on each
panel rates. No fee rates for any designation may exceed current Panel Rates. Staff rates are to be given
for the first year of the appointment to August/September 2012.
The Panel rate increase for August 2011 will not apply.
HCA reserves the right to increase the role if required and where reasonable time is provided to the
appointed consultant. The appointed consultant will not ‘unreasonably’ withhold from undertaking further
duties at the request of the HCA project manager or ‘client representative’ and any additional service will
adhere to current panel rates.

Provide a proposal describing how the commission will be undertaken and managed over the timescales
of the project. Bidders are requested include a breakdown of costs for the immediate infrastructure project
(i.e. up until March 2013) and a separate cost for the longer term masterplanning/CDM advisory role until
