Make sure you complete your application carefully and provide as much information (including supporting documentary
evidence) as possible as this will be used for assessing where your child will be on the list for each school you have applied for.
We use an Equal Preference Scheme to decide which school can be offered to your child. This means that when we are
making decisions we don’t take into account the order that you have put the schools in your application. Essentially you will be
making 3 separate applications to your preferred Community Schools.
It is very important that you understand the admission criteria for your preferences. This will enable you to assess what
order of priority will be given to each of your preferences. Each of your 3 preferences will be assessed against the Council’s
published admissions criteria.
We can only offer your child one Community School so when we are allocating places if we can offer more than one place to
your child we will always offer the school that you have listed as your highest preference. This is why the order you put the
schools in is so important and why you should put them in the order that you want them,

NOTES FOR THE GUIDANCE FOR PARENTS
PLEASE READ THIS GUIDANCE BEFORE COMPLETING YOUR APPLICATION FOR COMMUNITY SCHOOL PLACES
PREFERENCES
You are strongly advised to apply for 3 different community primary schools.
Expressing a preference does not guarantee admission to your chosen school but it will give your child priority over children whose parents
have not expressed a preference for that school. If you do not express a preference or you submit this form late it will be less likely that your
child will be able to attend the school of your preference.
If you do not list your catchment area school as one of your preferences and it is not possible to allocate a place at any of your listed
preferences, should your catchment area school become fully subscribed after the initial allocation of places, it may only be possible to offer a
place at the nearest school that has available places. This may not be your catchment area school and could in some circumstances involve
you paying transport costs to a school some distance from your home address.
Whilst living in a catchment area can help your child’s chances of being offered a place at the school if applied for, there is no guarantee this
will be possible. You can check your catchment area schools for your address at www.cardiff.gov.uk/onlinemaps
If you wish to apply for a reception place place at a Voluntary Aided (Faith) School you must contact the school concerned for an
application form. Applications will be considered by the Governing Body of the school.
PERMANENT ADDRESS
Please ensure that the details are a correct and it is your child’s permanent address; NOT the address of a business, a relative, a friend a
childminder, a temporary address or an address to which you hope to move.
PROOF OF RESIDENCE
When considering applications for schools where more applications have been submitted than the number of places available it may be
necessary for the Council to request proof of residence. Examples include Council Tax information, recent utility bills, exchange of
contracts, child benefit information or other evidence that is considered necessary.
If you are living in rented accommodation you will need to provide a copy of your tenancy agreement from a recognised letting agency,
estate agency or solicitor confirming the lease start and end date. Any tenancy agreement needs to have an end date that is later than the
start of the Autumn Term when your child will start Primary school (Monday 4 September 2017)
If the Council is not satisfied with the evidence you have provided additional information will be requested. If we do not receive satisfactory
evidence a school place will not be offered on the basis of residence.
FEEDER SCHOOLS
The Council does not operate a “feeder school system”; this means that there is no higher priority for pupils who attend a particular nursery
school when applying for primary school.
WITHDRAWAL OF PLACES
Any place approved on the basis of residence will be withdrawn if the pupil is no longer permanently resident at the address at the beginning
of the school term to which the application relates (Monday 4 September 2017) The home address is considered to be the child’s along with
their parent’s main and genuine principal place of residence on the published date of Monday 9 January 2017 i.e. where they are normally
and regularly living. If a child is resident with friends or relatives (for reasons other than guardianship) the friends or relatives address will not
be considered for admission purposes. Where parents knowingly give false information in order to obtain the advantage of a place at a
particular school for their child to which they would not have been entitled, the Council reserve the right to withdraw the offer of a
place.
CHANGES IN CIRCUMSTANCES
There may be changes in the family circumstances since the initial application was submitted e.g. change of address. These circumstances
may result in the application no longer meeting the admission criteria on the grounds that the application was originally assessed. In these
circumstances the application will be re assessed and in some circumstances may result in the withdrawal of the original offer of a place.
Careful consideration should be given to changing address as it may not be possible to offer a place in the catchment area school that serves
the new address or a school within reasonable distance as all places may have already been allocated in the initial round of applications.
LATE APPLICATIONS
Following the first round of allocations, late applications will be considered in accordance with the Council’s published admissions criteria.
Applications from the first round of allocations and any subsequent late applications will be considered together for any subsequent available
places that may arise. The processing of late applications will normally be done on a monthly basis.
SIBLINGS
For admission purposes a sibling is a child who is the brother/sister, half brother /sister (children who share one common parent), step
brother/step sister where two children are related by virtue of their parents being married, co-habiting or in a civil partnership. This definition
also includes adopted or fostered children living at the same address.
The Council will only consider siblings attending Years 1 - 6 during the 2017/18 school year at the preferred school.
If you do not provide details of older brothers and sisters who will be attending the school your application will not be considered under
these grounds. It is not possible to provide this information from pupil data held by the Council.
SHARED RESPONSIBILITY
Where parents have shared responsibility for a child, and the child lives with both parents permanently for part of the week then the home
address will be determined as the address where the child lives for the majority of the school week (i.e. 3 out of 5 days available). Parents will
be required to provide documentary evidence to support the address they wish to be considered for allocation purposes.
