REGULATIONS OF THE
AMATEUR CHESS TOURNAMENT
TOPUSKO OPEN 2016
Article 1
Chess Society of Sisak, Chess Union of Sisak Moslavina County and
TEOS Zagreb organized Amateur Chess Tournament - Open Topusko
2016 The tournament will be held in Topusko, Hall of Hotel Toplica, Trg
bana J. Jelačića 16 from August 06th to August 13th 2016.
Article 2
Participation is open to all players from Croatia and any other country with ELO rating below
2300, based on the rating list of August 01st 2016.
Article 3
The tournament will be played in 9 rounds Swiss system FIDE variant. Pairings will be managed
with a help of Swiss Manager pairing software.
The rate of play will be 90 minutes with an increment of 30 seconds per move, starting from the
first move. Games will be played by the rules of FIDE.
The participants have to keep the record of moves till the end of the game.
The tournament will be FIDE rated.
Upon completion of the game the winner have to inform the Arbiter of the result. In a case of a
draw the player who led white pieces reports it to the Arbiter. At the end of the game, players
are requested to complete and sign the score sheets, otherwise the result will be registered in
accordance with Article 13.4 of FIDE rules.
Chess boards will be provided by the Organizer. The players obligation is to have his/her own
digital clock with possibility to programmable time.
Article 4
Registration fee is 300,00 kuna.
Players under 16 pay a registration fee of 200,00 kuna.
On August 05th and August 06th 2016 fee will be 350,00 kuna, and for participants under 16 year
250,00 kuna.
Article 5
The final registration of players in the hall of Hotel Toplica will be possible until 15:30 (3:30 PM)
of August 06th 2016. After that time, players will no longer be able to sign up.
Regular rounds are played according to the following schedule:
I. round:

07.08.2016 at 10:00
III. round:
07.08.2016 at 17:00
IV. round:
08.08.2016 at 17:00
V. round:
09.08.2016 at 17:00
VI. round:
10.08.2016 at 17:00
VII. round:
11.08.2016 at 17:00
VII. round:
12.08.2016 at 17:00
VII. round:
13.08.2016 at 09:00
Closing ceremony of the tournament and awards ceremony will be held on August 13th 2016, 30
minutes after the last round.

Fees are not cumulative. Croatian players' fees will be paid to the bank account within 3 days
after the end of the tournament. For all participants who exercise their right to payment of fees
for the same will be paid and the related income tax of 25% deduct from fee.
Article 7
The prizes are not cumulative and are defined according to the following additional parameters:
a) Buchholz-Median
b) Buchholz
c) FIDE progress
d) The results of the players in the same point group
e) Greater number of wins
f) prize will be split between players
Article 8
If any player is not present within 30 minutes of the start of the round, he will lose it by default.

Article 9
Arbiters:

Article 10
Decisions of the Arbiters are final and executive.
Article 11
In accordance with the decision of the FIDE tournament smoking is forbidden.
During the game, all players are prohibited from bringing in and using mobile phones or any
other electronic devices in playing area. Any violation will result in loss of a game.
Playing area: playing hall, place for smoking (cafe terrace), WC. It is prohibited for players who
still play a game to be in analysis room.
Article 12
These Regulations are prescribed by the Organizer and the participants accept them by
participating in the first round.
Organizer in cooperation with the Chief of arbiters holds exclusive right to the interpretation of
these Regulations.
