Agencies use the ROMA Cycle as a guiding
process to determine what services/programs
to offer and whether they are effective.
With a strong mission statement and
Community Needs Assessment, agencies
determine what the community’s needs are
and what services to offer. They plan the
implementation of these services through a
short term Community Action Plan and a long
term strategic plan.




Results are also called outcomes
Outcomes are different from just providing a
single service (also known as an output).
Although providing a service is necessary to
achieving an outcome.
For example, if you give a client emergency food
supplies, that is providing a service. However, the
outcome being achieved is reducing hunger.
Often many services might be required to achieve
one outcome

Outcome = result or change in a client

Output = service
**Complete the Outcome vs. Output Activity Sheet**
The outcomes your agency achieves is reported to the
federal government through 6 National Outcome Indicators.

Low-income people become more self-sufficient
2.
The conditions in which low-income people live are
improved
3.
Low-income people own a stake in their community
4.
Partnerships among supporters and providers of services
to low-income people are achieved
5.
Agencies increase their capacity to achieve results.
6.
Low-income people, especially vulnerable populations,
achieve their potential by strengthening family and other
supportive systems




Remember that while you might be providing
a service, you are also helping the client to
achieve an outcome or result, such as
increased self-sufficiency
