Overview
1
General Principles and Processes:

The College recognises the rights of disabled learners to fully access the curriculum and that inclusive risk
assessments are about ensuring that these rights are safely exercised.

The College will focus on making reasonable adjustments and identifying solutions in order to enhance
opportunities for disabled learners and applicants. This process will ensure that there is an effective
balance between safety and entitlement.

The College seeks to build trust and confidence with learners, parents, carers and other advocates through
active participation in the risk assessment process, whereby all will be fully involved in the decision-making
processes that affect choice and participation in the learning.

The College will provide clear guidelines that give reassurance and confidence to staff that incorporate the
personal and educational benefits of risk taking.

We will endeavour to clarify the communication process through identification of roles and responsibilities
for carrying out the process of supporting disabled learners, thereby giving a clear framework of
accountability. 

Key Information
1. Access to Information
Will be sought through active encouragement of disclosure and discussions with partners.
2. Assessment with Learner

Identification of needs will be determined through meetings that may include parents & carers, schools,
Connexions, learner, other etc.

The College will endeavour to make reasonable adjustments that will allow learners to fully participate in the
curriculum.

Learners support needs will be communicated to relevant staff through Additional Support Plans and
Review documentation that will include an Inclusive Risk Assessment.

Other organisations or Key contacts may be used if the level of expertise and skill required to adequately
support learners is outside expertise of staff members.
3. Decision Making
Learners will be active participants in all the decision making process. However, on occasion, learner’s wishes
may contradict that of a parent or there may be other occasions when a learner may prefer not to include
relatives. In these cases the College will endeavour to ensure that learner’s views will be kept central to the
decision–making process. If, in the event of the support needs of a learner proving too complex for North
Lindsey College to meet, following a risk assessment, the College will take every reasonable step to ensure the
inclusion of all people, including senior members of staff, to discuss possible alternatives.
4. Recording and Communication
The inclusive risk assessment process will be used to record possible hazards and measures to reduce risk to
acceptable levels. The risk assessment will be verified by a second member of staff. This information will be
communicated to all relevant staff. (see flow chart over)
5. Monitoring and Reviewing
Risk assessments and / or support plans will be reviewed periodically to determine:

Whether the control measures in place are still relevant / sufficient

Information on accidents

Lessons to be learned to inform future planning and practise. 

Staff Development
All staff will be aware of the principles and processes of Inclusive Risk Assessment and sufficiently trained to fully
implement polices and procedures. Training will be ongoing as needs arise. New staff will meet with the Disability
Advisor during induction and will be made aware of the process and planning for Inclusive Risk Assessment

Monitoring and Evaluation
The College will monitor information which will be used to evaluate and improve practise through:
1.
Involving learners and relevant staff in the periodical monitoring and evaluation of the risk assessment
process.
2.
Staff ‘Support Evaluation Documentation’.
3.
Identification of person/s responsible for periodically reviewing this policy.

Key Information
All active Inclusive Risk Assessments will be indicated on the e-register. The rationale for this is as follows:
1.
The e-register will flag up a learner who has an Inclusive Risk Assessment wherever they are in College
during directed time.
2.
PN staff or covering staff will be reliably informed that an IRA is active.
3.
It is a permanent reminder to staff to consider the safety of all in the classroom.

Confidentiality
An asterisk placed after the learners surname on the E-registers will indicate the existence of an active Inclusive Risk
Assessment. All staff should familiarise themselves with the control measures contained within the inclusive Risk
Assessment. In instances when covering staff are made aware of active IRAs’ through e-registering or through prior
verbal communication, they should ensure familiarisation with the strategies contained within the Inclusive Risk
Assessment as soon as possible.
A hard copy of the IRA should be kept securely in the relevant Additional Learning Support learner core file and with
the course tutors PRF after being agreed and signed by the learner, Link Tutor and the Curriculum Manager. Under
no circumstances should the existence of an IRA that has been produced for any learner, be made known to any
other persons other than the specified learner, Course Tutor. Link Tutor, Curriculum Manager, Teaching Assistants
and/or any other members of staff directly involved with the learner. Exceptions to this may include:

Alerting employers engaged in the provision of WBL or Work Experience for any learner who has an
Inclusive Risk Assessment. In these cases, relevant*information should be included in the Work
Placement Risk Assessment documentation and / or Young Vulnerable Persons Risk Assessment
Documentation available on the Intranet. This should be agreed with the learner.

Trips out - Course Tutors sending a learner/s with an active Inclusive Risk Assessment on College visits or
trips, should ensure that any relevant* information contained within the Inclusive Risk Assessment, should
be included in, or attached to, the Learner Educational Visits documentation. This should be agreed with
the learner/s.
