Beloit Turner Youth Basketball Association

Mission Statement
Beloit Turner Youth Sports Association was founded in August of
2004. Our goal is to be an independent, non-profit and volunteer
organization that teaches’s organized sports to youth in 1st through
8th grades enrolled in the school district of Beloit Turner.
Our Coaches, High School advisors and Board of Directors have
achieved measurable success in their sports careers and personal
lives. With their leadership, experience, and professionalism they
will volunteer their time to administer core values of good
sportsmanship, fundamental skills, and team building. Our vision
is to improve the skills of youth so they can enjoy organized
sports, obtain the satisfaction of success and continue that
excellence into the middle school and high school level programs.
The Beloit Turner Youth Sports Association will focus its efforts
not only toward the youth in the program, but also and just as
importantly, to collaborate successfully with the school district and
community that it represents.

Constitution
Article I
Name & Purpose
Section 1:
This organization shall be known as the Beloit Turner Youth Sports Association

Section 2:
The Purposes of the Association are:
A:
To be an independent, non-profit and volunteer organization
That teaches organized sports to the youth enrolled in Beloit Turner
School District.
B:
To promote and teach good sportsmanship
C:
To promote and teach fundamental skills
D:
To promote and teach team building in a league setting.
E:
To promote success and excellence into the middle school and
High School level programs
F:
To promote and focus on positive collaboration with the school
District and Community.
Section 3:
Sports offered will be Basketball and Football
Section 4:
BTYSA is a registered non profit organization that files annual reports with the
State of Wisconsin.
Article II
Membership
Principal membership: Principal members are coaches, board members and parents and family of
children within program, over 18 years old
Affiliate Membership: Affiliate membership is available to persons holding positions in supportive
functions such as High School coach advisors, booster club representatives, or sponsor related
organizations.

Article III
Executive Board
The Executive board will consist of the Executive Director, Assistant Director, and the
Coordinators from each sport.
Sport Committee Officers
The Sport Committee consists of members that operate the daily operation of each individual sport
and must include a minimum of Director and their coaches. These sport committees may operate
independently of each other and have their own Association checking account. These committees
report to the Executive board through their Coordinator.
The board members shall be elected bi-annually by the membership of the Association.
An official nomination and Majority vote will prevail.
Article IV
Meetings
The Executive Director or his/her designee may call monthly or special meetings of the board or
membership, at any time.
BOARD APPROVAL AND VOTING RIGHTS
To agree to an item up for approval, both board members and head coaches (that are not on the
board) can vote on the item (One vote per individual). A majority of the board members
however must be present to legitimize the action. If a majority of board members is not present,
the item will be tabled until the next meeting. (1/10)
Nominations for positions will be in March and Elections for board members will be in April of the fiscal year
Article V -EXECUTIVE BOARD
Duties of Officers
Director: The principle duties of the director are to preside over all meetings of the association.
The Director shall have the authority to countersign all checks he/she may deem necessary. The
director shall monitor and assist the treasurers in accounting practice. Other duties of the director
are to manage public relations issues such as press releases or various complaints.The Director will
Establish player development and future planning, and may organize referees, league games with
coordinators and be the contact person for the Southern Wisconsin League. The director will assist
in making final decisions on player issues and rule violations with all board members.
Assistant Director The Principle duties of the Assistant Director are to oversee and assist the
Coordinators. The Assistant Director will share the duties with the Association Director.. The
Assistant Director will assist in making final decisions on player issues and rule violations with all
board members. The Assistant Director will have authority to countersign all checks and perform
routine financial transactions with the Association Bank account. The Assistant Director
should preferably be a person that has independent ties to either sport
Coordinators: The principle duties of each coordinator will be to manage the curriculum for the
coaches. The Coordinators will share the Directors duties when the directors are unavailable.

Other duties of the Coordinators will be responsible with assisting the Directors in league
scheduling, tournaments, and clinics. The Coordinator will be responsible for assuring the coaches
get what they need to manage their teams.
Sport Committee Officers
Treasurer: The Principle duties of the Treasurer shall be to receive, record, and account for all
monies, credits and property of the Association, and keep an accurate account of all monies
received and disbursed and proper vouchers for monies dispersed. The Treasurer will have
authority to countersign all checks and perform routine financial transactions with the Association
Bank account.
Secretary: The Secretary shall keep the minutes of all Association meetings. Other duties of the
Secretary will be to make a meeting outline/agenda of old and new business and coordinate any
speakers that would be attending meetings. The Secretary will be the general contact person for all
Association business and so responsible for accepting all mailings and directing those mailings to the
proper board member.
Concessions Coordinator Basketball: The duties of the Concessions Coordinator will be to
manage the equipment and product, and to schedule concession workers for boys and girls home
games and tournaments. The Concessions Coordinator will work directly with the Treasurer in
appropriating and controlling the monies needed for product and operation.
1rst-3rd Grade Coordinator Basketball: The duties of the 1-3 grade Coordinator will be to
organize and manage the program and coaches. The Coordinator will work directly with and be
assisted by all the other board members. The 1-3 grade Coordinator will expected to put in writing
a specific outline and curriculum proposal of the program to the board annually. The coordinator
will also be expected to submit a budget estimate to the board prior to the beginning of the playing
season.
Section 5.1- The board of directors shall have the authority to make such rules and
regulations as it may deem necessary to conduct the affairs of the Association, provided that such
rules and regulations are not inconsistent with the provisions of the articles of the organizations bylaws.
The board shall have the right and authority to require its officers to perform such additional or
different tasks to allow the association to operate properly.
Section 5.2- Alteration or amendments to the by-laws and guidelines shall be submitted in
writing to the board and should be examined by all board members prior to a vote of the change. A
majority vote is required.
Section 5.3- Players allowed: As stated in the mission statement this program is offered to
students enrolled in Turner School District. However an exemption will be given to a student who
lives within the Turner district and attends a school that does not offer a sports program to that

Section 5.4- Fiscal year for the Beloit Turner Youth Sports Association will be
September 1 to August 31.
Article VI. Safety
Section 6.1 Coach Background Checks: Through Sportssignup, coaches will be
required to complete a annual background check. Sportssignup is a secure, and legitimate
organization that uses nationally known companies to verify any unusual and/or criminal incidents
involving the applying coach. Cost is $12 per coach.
Section 6.2
Concussion Policy knowledge: Coaches will be required to complete
a CDC approved program, through Sportssignup annually, prior to coaching a team.
General Guidelines- Basketball
School Practices
 Should have 2 parents/coaches at any practice
 players shall stay in the gym proper, no running in hallways
 players and coaches will be responsible for picking up trash
 respect custodians and their requests
Practice guidelines
 practice time should be a maximum of 1.5 hrs per practice for all grades
 A maximum of 4 events per week for all grades
 Practices should be held at a Turner school
 Practices will cover basketball basics and fundamentals
Coaches guidelines
 No swearing or use of vulgarities allowed during practice or games
 No physical contact of players during practice or games
 Follow all available Southern Wisconsin League rules
 Report injuries to parents, and Coordinator ASAP
 Report incidents of player discipline problems to Coordinator /and action taken
 Follow all school, practice and coach guidelines
 Coaches will follow the directives of their immediate coordinator and or Director when no
pertinent guidelines exist.

Coaches will be expected to cooperate with a background check requested by the
Association.
Equal playing time of players will be expected during regular season play, unless otherwise
directed by the coach or coordinator.
(Tournaments are available to teams for a more competitive environment. The goal and
design for tournament play is to win. When picking a tournament team the coach should
be open and upfront with the players and parents. It is the coaches’ final decision as to who
plays in tournament games.)
(The Association will provide monies of up to $150 for each team for tournament expenses for the fiscal year)
Players guidelines
 No swearing or use of vulgarity allowed during practice or games
 Players should maintain a C average on school grades
 players must stay in gym proper, no running the hallways
 Player will be expected to follow directives by coaches, referees and supervising adults.
 Proper basketball attire during practice and games, and no jewelry.
 Players will be expected to be dressed and ready to play at the beginning of practice
 Players are required to attend all practices and games. If an absence is unavoidable, a phone
call to the coach will be expected.
Parental Guidelines
 Good sportsmanship is required at all events. If unsportsmanlike like conduct is reported,
the player/child of the parent could face suspension.
 Parents should report their players/child unsatisfactory school grades to the Association
Coordinator. A players suspension could result until grades improve.
 Parents should be respectful and not directly interfere with coaches during practices and
games.
 The Association will ask for help from parents to assist in the concession or keep score. It is
required that parents volunteer a minimum of 2 hours a season. (1-10)
 Players should maintain a C average in school, and if player is suspended or expelled from
school, the player will not be allowed to play until good standing is met with the school.
Complaint procedure/guideline
 Unanimous complaint forms can be printed off website and mailed to Director
 If parents have a complaint, they should address it with their coach
 If further issues remain, they should contact their specific Coordinator.
 If further issues remain. The Coordinator can present it to the Board. of Directors as a
formal grievance with the board issuing final disposition.

Registration guideline

Beloit Turner Sports Association uses Sportssignup.com for its registration
process. Parents will be expected to us the website to register and pay.


If fees are not paid by deadline, player will not practice or play until paid.
If player is dismissed from program after the first league game, no refund.
Uniforms:
 Jerseys will be a reversible basketball tank/short, Blue and Gold/or white. Jerseys can only
be obtained through the Association vendor. A dark blue short sleeve T-shirt will be
authorized to be worn under the jersey.
 No refund on ordered jerseys.
 Jersey buy backs may be possible
