HIGHLIGHT
SUMMARY
As part of the grant requirement for the Florida Recreation Development Assistance Program
FRDAP a Public Hearing as part of the regularly scheduled City Commission meeting is
required The purpose of the Public Hearing is to encourage public participation and input on
this project
The purpose of the FRDAP grant is to provide local government entities assistance for
acquisition and development of land for public outdoor recreation
The City of DeLand is applying for 2011 FRDAP funds to continue the previous Earl Brown
Park Improvement projects The proposed project would include renovated basketball courts a
new volley ball court and related support facilities and landscaping that will further enhance both
passive and active public use of the park facility
The site was originally developed as a softball field in the 1960
s and has grown into a football
stadium baseball stadium Little League facilities skateboard park Senior Citizen Center and as
a part of the Volusia County Trail System is the southern hub of a pedestrian greenway linking
Stetson University to the southern section of the City through Earl Brown Park
FISCAL IMPACT
The Parks
Recreation Department has 60
000 in the FY 2011i2012 budget for this project
The total project cost is estimated at no more than 120
000 the balance of which will be state
grant funds

BACKGROUND

RESOLUTION NO 2011
A RESOLUTION OF THE CITY COMMISSION OF DELAND FLORIDA
IN SUPPORT OF THE FLORIDA RECREATION DEVELOPMENT
ASSISTANCE PROGRAM GRANT FOR THE IMPROVEMENTS OF ITS
CURRENT RECRATIONAL FACILITY LOCATED AT 655 SOUTH
ALABAMA AVENUE PROVIDING AN EFFECTIVE DATE
WHEREAS The Florida Recreation Development Assistance Program Grant FRDAP
is to provide local government assistance for the acquisition and development of land for public
outdoor recreation and
WHEREAS the FRDAP grant funds will assist with the improvements of the current
facility located at 655 South Alabama Avenue to include renovated basketball courts and new
volleyball court to better accommodate the increasing number of participants and
WHEREAS City staff has reviewed and prepared the grant application for the fiscal
year 2011 2012
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF
DELAND FLORIDA

The City Commission of the City of DeLand does hereby support the
Florida Recreation Development Assistance Program Grant for the improvements of the current
facility located at 655 South Alabama Avenue
Section 2
If any section sentence clause or phrase of this Resolution is held to be
invalid or unconstitutional by any court of competent jurisdiction that holding shall in no way
affect the remaining portions of this Resolution
Section 3
This Resolution shall become effective immediately upon its adoption
