With the 2009-2010 academic year coming to a close and summer vacation quickly approaching, the
Compliance Office would like to remind coaches of the following Eligibility Center items that must be submitted
or completed by all incoming freshman prior to enrollment at Marshall:
* Final High School transcripts
* Updated SAT/ACT scores
* Amateurism Questionnaire (10.1 statement)
* Final Amateurism Certification (request)
Prospective student-athletes should send transcripts and test scores directly to the Eligibility Center.
They can complete the 10.1 statement and request final amateurism certification on the Eligibility Center website
at www.eligibilitycenter.com.
Remember that incoming student-athletes remain PSAs until the first day of practice or the first day
of classes (which ever comes first). Providing PSAs with anything (i.e., meals, transportation, etc.) before they
are officially a SA is impermissible.
If a PSA reports to campus early and is enrolled in summer classes prior to initial full-time enrollment
in the fall, he or she is permitted to participate in voluntary summer conditioning, under the following conditions:
* Football & Basketball: A PSA may engage in voluntary summer workouts conducted by an institution’s
strength and conditioning coach with department-wide duties and may receive workout apparel (on an issuance
and retrieval basis) provided he has signed an NLI.
* All other sports: A PSA may engage in voluntary summer workouts conducted by an institution’s
strength and conditioning coach with department-wide duties and may receive workout apparel (on an issuance
and retrieval basis).

an outstanding job of coordinating Spring Game weekend activities and Coaches Tour events
with the Compliance Office.
All student-athletes must notify the
Compliance Office upon securing employment.
SAs must be paid only for work actually performed and the rate of pay must be equal to that
of a normal employee performing the same task.
SAs may not receive any benefits not generally available to all employees. Finally, SAs may
not be paid in advance and payment should be
made by check or direct deposit only. Any and all
updates in a SA’s employment status should be
reported to the Compliance Office immediately.
All summer athletically related
activities must be voluntary. Strength and
conditioning coaches and athletic trainers
may be present for safety purposes, but they
cannot report information on workouts back
to coaches. Additionally, no coaches may be
present at workouts nor can a student-athlete’s
attendance or lack there of be used to penalize or reward the SA. Participation in summer
workouts should come at the discretion of the
involved student -athlete.

The Compliance Power Index (CPI) ranks the top five Marshall University athletic teams each month based on
compliance criteria such as the timeliness and currency of form and log submissions, participation during
rules education sessions and a coaching staff’s ability to apply knowledge of NCAA legislation.
Summer League Participation
Student-athletes must receive permission from the athletics department prior to
participating on any teams other than Marshall University’s. This includes any state competition (i.e., Keystone or Empire) or any competition involving National teams, Pan Am games
or Olympic tryouts. The following is the maximum number of Marshall student-athletes that
can participate on the same outside team:
Baseball - 4 Basketball - 2 Cross Country - 2 Football - 5 Golf - 2 Soccer - 5
Softball - 4 Swimming & Diving - Unlimited Tennis - 2 Track & Field - Unlimited Volleyball - 2
Roster Declarations &
Participation Reports
2010-2011 Roster Declarations are due to the Compliance Office on Friday, May
14. Coaches should also submit the following forms by the same date: Transfer Student
Declaration, List of Grants-in-Aid and Non-Renewals. Roster Declarations must include
ALL student-athletes (returning, incoming freshman and transfers). A Change of Status
form will need to be submitted for any SA not included on the Roster Declaration.
Coaches who have yet to submit their 2009-2010 Participation Reports should
do so as soon as possible. Teams that are still in season must submit Participation Reports
to the Compliance Office within two weeks of the conclusion of the season.
