Recruitment Salary Range $60,000 to $75,000 per annum, dependant on experience Position Overview Primary Function of Position Responsibilities The primary purpose of this role is to provide high quality technical assistance in relation to Council’s utility services network, comprising the 3-water network and solid waste sites. The role is focused on developing and delivering a proactive programme of work that includes site inspections, asset condition verification, attendance at flooding and related events, and undertaking minor works to ensure the ongoing operation of Council’s utility services for the community. Additionally reporting and assistance is provided to engineering and asset management staff in support of provision of a quality utility services network for our community. To develop and implement a programme of work that ensures Council’s utility services network is appropriately maintained to deliver a high quality service to residents. To schedule and carry out network and asset inspections to inform Council’s maintenance programme and verify work is undertaken in an appropriate and timely manner. To undertake minor works, and supervise and review contractor work, to ensure the utility services network is maintained in line with Council’s strategies and plans. To attend flood and water-related events to ensure minimum interruption to utility services for the community. To provide assistance, including reporting, to Assets & Operations team members to ensure delivery of a high quality service for our community. Work programme is managed appropriately so that regular maintenance is scheduled and undertaken. Regular review and monitoring of work programme ensures effectiveness and value is achieved for residents and the community. Internal control systems are maintained so that best practice standards are maintained. Network inspections on 3-water network are undertaken to identify maintenance requirements for ongoing work programme, for example, open drains, culverts, manholes, pipes, etc. Minor works are undertaken on 3-water network as appropriate to ensure overall quality service is provided, for example, clearing stormwater gates, checking valve openings, etc. Inspections are undertaken to ensure compliance with appropriate water supply bylaws, and water restriction limits. Asset inspections are undertaken to verify current conditions, and inform asset management strategies and plans. Monitoring & review of work Flood & attendance water related events Assistance to Utility Services team Health, Safety and Risk Other Duties Regular monitoring of work is undertaken to ensure work is delivered within budget, and value is achieved for the community. Contractor work is supervised as appropriate, and reviewed for compliance. Excellent service is provided to residents and customers in response to queries and / or complaints, and within agreed timeframes. Knowledge and best practice trends in technical area, is kept up to date so that quality service is provided to the community. Flooding and water related events are attended as required to ensure service interruption is minimized and appropriate rectifying work, for example, burst pipes, leaks, blockages, etc. Service requests are raised and responded to within agreed timeframes. Information from events is used to inform maintenance work programme to maximise value for the community. Assistance is provided to Utility Services team including site inspections, meter reading, witness testing, solid waste collection and recycling, etc. Asset data collection and verifications supports Council’s asset management strategy and planning. Support to Water & Wastewater Treatment Plant team is provide as appropriate to maintain ongoing service to the community. Accurate reporting is provided within agreed timeframes. Ensures own and others safety at all times. Complies with policies, procedures and safe systems of work. Reports all incidents/accidents, including near misses, in a timely fashion. Actively participates in the hazard management and identification process. Escalates risk as per the Risk Management Policy. Participate in, and lead, projects as required by the Utility Services Manager. Act in a role within the emergency management office, following training in that role. Any other relevant tasks may be undertaken as required by the Utility Services Manager. To act within legal boundaries and the Masterton District Council policies Ensure that all records are maintained accurately and in accordance with legislation and Masterton District Council policy. Provide appropriate information in accordance with the Privacy Act, other relevant legislation and Masterton District Council policy. Person Specification Education, Knowledge and Qualifications Extensive practical experience in 3-water network maintenance. Knowledge and experience of water and wastewater treatment. Proven experience in developing and implementing a work programme. Proven experience supervising contractors. Full driver’s licence, licence to operate construction machinery and NZTA traffic controller L1 Basic TC. Key Job Competencies Have the ability to effectively manage own workload to meet deadlines.
