Commissioner Stamp- Eligibility 1. Team a. b. c. Any parish with debts for any sport from previous seasons will not be accepted in the league until payment is made, or special credit arrangements are made with the Region. A team will not be eligible for the Archdiocesan playoffs if they are not currently an active Parish at the Region Level. An organization is not eligible for Regional playoffs if there is any outstanding debt or CYO violation. 2. Coaches a. A team must be coached or managed by only individuals who have completed the Criminal Record Check and Pennsylvania Child Abuse History Clearance PRIOR to the commencement of the first practice. Completion to the Safe Environment training program is at the discretion of individual parish Pastors. (rev. 2006) b. All coaches or managers must complete the Archdiocesan Coaches Clinic PRIOR to their second year of coaching. (rev. 2006) c. A team may be coached or managed by women and men. d. Coaches are expected to follow the rules of CYO, and are responsible to their local athletic directors. e. Any teenage girl or boy may coach or manage a team, but must have and adult supervisor at ALL practices and games. This person (over the age of 18 years) must know the CYO rules so that he/she can give good advice to the young coach. f. Coaches are urged to stress good sportsmanship and self-control to both team’s players and the fans. Constant second guessing of officials by coaches and the fans only detracts from the spirit and purpose of the CYO. These unsportsmanlike actions on the part of a coach or fan encourage disrespect for officials and opponents and poor-loser traits in the players. g. All teams will be required to provide a list of all coaches (Managers and assistants) with their roster submissions. (rev. 2006) NOTE: Violation of Rule a. or b. will result in forfeiture of any game at which the coach was present and notification to the Parish Athletic Director to remove the coach. (rev. 2006) 3. Players a. b. c. All players are to be members of the parish (Catholic) which they represent. Unless she attends the parish school, no non-parish resident is permitted to participate. A girl cannot be 13 years of age before 9/1/2006 to play J.V., or 15 years of age before 9/1/2006 to play Varsity. A girl may only be in grades 5,6,7 or 8. No Higher, no lower. 4. Score Keeper a. One person from each team should keep score. The home team book will be the official scorebook. Coaches are responsible for assigning the responsibility to a qualified individual and keeping the umpire current on the score. -4- Final CYO Approved Version - II. Commissioner Stamp- Roster Procedures 1. Submission and Fees a. b. c. d. All teams must submit a legible completed roster to the Region Commissioner by March 16, 2006. This roster must have each player (alphabetically) and all their required information completed. List all girls who may play during the season as no new players can be added. (if a player is disabled at the start of the season, but wants to play later, put her on the roster) SEE ROSTER (ATTACHMENT 1) All rosters must be signed and dated by the Coach, Athletic Director and Parish Priest. A maximum of 20 girls are permitted on a roster. The 2006 registration fee is $200. This is payable at the time of roster submission and should be made out to Region 19. (rev. 2006) 2. Non-Parish / Public School Students a. b. Any player who does not attend the parish school must have a letter signed on parish stationery by the priest moderator confirming parish membership. Any player who does not attend the parish school must have a completed player eligibility form completed and submitted with the roster to the Region Commissioner. SEE PLAYER ELIGIBILITY FORM (ATTACHMENT 2) 3. Non-Parish Member Eligibility a. Players from neighboring parishes are not permitted to participate unless both parishes meet the Archdiocesan merge criteria. -5- Final CYO Approved Version - III. Commissioner Stamp- Discipline and Code of Conduct 1. Discipline a. b. c. d. e. Visiting teams must control all the people they bring to the field. A disruptive individual will get only one warning. After that, the person will be told to leave the field by the home team adult in charge of the field. The Umpire may stop the game if he/she deems the situation severe enough. The responsible team will forfeit the game. Visiting teams must be respectful of home team fields and clean up any mess they make. No one is allowed in the area behind the umpire and/or screen or backstop. This area must be free from spectators and players at all times. No coach or team representative is permitted to consume alcoholic beverages before, during or after a game. Additionally, no spectator should be consuming alcoholic beverages on a field at any time. Anyone in violation of this rule will be asked to leave the field. Confirmed violation by a coach will result in suspension of the coach for the balance of the year. (rev. 2006) 2. Code of Conduct a. b. No player or coach is to: 1. Refuse to abide by an officials decision 2. Be guilty of objectionable demonstrations by throwing equipment or any other forceful action. 3. Be guilty of heaping personal verbal abuse upon any official for any reason or imaginary wrong decision or judgment. 4. Be guilty of an abusive verbal attack upon any player, opposing coach, official or spectator. 5. At any time lay hands upon, push, shove, strike or threaten to strike an official. 6. Be guilty of physical attack as an aggressor upon any player, opposing coach, official or spectator. Umpire has the authority to contact local law enforcement if deemed necessary. Penalties 1. Violation of articles 1-4, minimum automatic two game suspension for first time violation. Multiple violations will be viewed by the Board. 2. Violation of articles 5-6 permanent suspension of offending player and/or coach for the balance of the year. A second violation will result in permanent suspension. 3. If suspended coach(es) or player(s) disregards the stated penalties, when properly notified by the commissioner, the team is to be permanently suspended from the league competition for the remainder of the season. 4. If any of the offensive actions listed in the code of conduct occurs in the playoffs, penalties for these violations will be enforced in the playoffs and carry over into the next season’s scheduled games if necessary. -6- Final CYO Approved Version - IV. Commissioner Stamp- Scheduling and Reporting 1. Region Procedure (rev. 2006) Each team is to submit a “blackout” list to the region by March 1, 2006. The list should only include permissible reasons to exclude this date from scheduling. SEE DATE AVAILABILITY CHECKLIST (Attachment 5) b. A schedule will be prepared in one of two manners decided by the Board: 1. Schedule prepared by Region Commissioner 2. Schedule prepared by Parish Softball Coordinators Permissible Date Exclusions (rev. 2006) a. A date may be excluded from scheduling for the following reasons ONLY: 1. Due to a Sacrament 2. Mandatory School/Parish Function (i.e. Graduation, Awards, etc.) 3. Class Trip affecting only that team 4. Holidays and Holy Days (No games will be scheduled Easter Weekend, Memorial Day, etc.) 5. Special Circumstances (Father/Daughter Dance, 8th Grade Dance, etc.) b. A date may not be excluded for the following reasons 1. School Dances 2. Field Days 3. Non-Mandatory Social Events 4. Any other activity which does not coincide with a normal game time. a. 2. 3. Cancellations a. b. c. d. e. f. g. h. No games can be cancelled except for extreme weather conditions (rain or cold) or because of important school or parish functions concerning the girls. (If not listed on the date availability checklist, this will be at the discretion of the commissioner) The commissioner must be notified by the Parish Softball Coordinator prior to any cancellation except for weather. If a game is cancelled for any reason other then weather, without approval from the commissioner, it becomes a forfeit for the record and a $25 fine will be accessed. (rev. 2006) Last minute cancellations beyond weather must be for extenuating circumstances (unscheduled parish event, personal emergeny). Softball Directors are responsible for rescheduling any cancelled game within 5 days to be played within 10 days. Failure to do so will result in a forfeit for both teams. Cancellation due to Weather Conditions: 1. The Home team coach must call the visiting coach at least 1 ½ hours prior to the scheduled start time of the game. They must they notify their divisional contact of the cancellation by 4:30 on weekdays or 1 ½ hours before a weekend game. Failure to follow this rule will result in a forfeit to the home team. 2. The home team coach must reschedule the game with the visiting coach within 5 days. Once a date has been selected, he must notify the divisional contact of the new date and time. It is the responsibility of both coaches to reschedule the game. Failure to do so will result in the commissioner rescheduling at his/her discretion. For all non-weather related cancellations, the commissioner must be notified and approve prior to contacting the scheduled opposing team. If this outline is not followed. Cancellations will be considered a forfeit to both teams. If the visiting team and umpire go to a scheduled game at a given time and place, and find that the home field is not available, this is an automatic forfeit for the home team. After a game has been cancelled twice, the game is to be made up on the first available field. -7- Final CYO Approved Version - Commissioner Stamp- 4. Score Reporting (rev. 2006) a. The winning team is responsible for reporting all scores. b. All scores must be reported within 48 hours following the game. c. Scores not reported will be considered a lose to both teams d. Scores should be E-Mailed (if possible) to you divisional contacts. If E-Mail is unavailable, you must phone in scores. 5. Divisional Contacts a. For all weather cancellations and Score Reporting 1. Parish coordinator (only) should contact region commissioner [email protected] 6. Dropping out of Competition a. b. Any team that drops out of competition after the beginning of the season will be credited with a forfeit for each game played. Each team that has already played said team will receive a win for each of the games played. No Region or Archdiocesan fess can be refunded after the commencement of the season. -8- Final CYO Approved Version - V. Commissioner Stamp- League Establishment and Playoff Seeding (rev. 2006) 1. Division Procedures a. b. c. d. As per the CYO Handbook, the official softball season starts on March 1, 2006. Games will commence on or around April 1, 2006. Each parish will designate teams of parish and region level. A parish fielding two or more teams at one level (varsity or JV) must designate at least one at the region level. Divisions will be established based on the following guidelines. 1. 8 or less teams at one level (Region division Only) 2. 9 or more teams (Region and Parish Divisions) Divisions with 10 or fewer teams will be divided into divisions based on anticipated team strength. Teams will play their divisional teams twice and the other division once. 2. League Playoff Seeding a. b. c. Teams will be awarded points (2 for win, 1 for tie, zero for lose) to determine seeding. In the case of a tie, head to head competition will be the first tie breaker. Divisional record will be the second tie breaker and runs scored will be the third tie breaker. For even numbered divisions, the highest seeding will play the lowest seeding. For odd numbered divisions, the highest seed will have a bye. The balance of teams will be seeded as if even numbered. For divisions with 8 or less teams there will be one bracket of seedings. For 9 or more teams, there will be separate Championship games for Region and Parish levels. 3. Archdiocesan Playoff Representation a. b. Every attempt will be made to conclude the Varsity Region Championship game prior to commencement of the Archdiocesan playoffs. The winner of this game will be the Region 19 Representative to the Archdiocesan tournament. If it is not possible to complete the championship game, the team with the highest point total at the commencement of the Archdiocesan tournament will be the representative. 4. Field Selection a. b. Playoff games will be played on the first available date at the field of the highest seeded team. If a game cannot be played within the period designated by the commissioner, a neutral field will be selected. Championship games will be played at a neutral location. -9- Final CYO Approved Version - VI. Commissioner Stamp- Protest Procedure 1. Team a. Protests are to be filed on the basis of rules and interpretation, not judgment, and are to be filed as follows: 1. You cannot protest any call without a copy of these rules and the ASA rulebook. 2. A coach wishing to protest a game must notify the Head Official and opposing Head Coach that the game is being played under protest. Notification of the protest must be completed prior to the start of the half inning following the incident causing the protest. If the incident occurs in the last half inning of a game, the protesting coach must notify the Head Official and Opposing Coach immediately following the game and prior to any party leaving the playing field. If these procedures are not followed, the protest is automatically dropped. 3. The Head Official will notate the official (Home Team) scorebook with the fact that the game was appropriately protested. 4. The Protesting Coach will then notify their Parish Softball Coordinator of their desire to protest. They then have 24 hours to provide their Coordinator with a letter of protest including the specific rule that is in question. 5. The Parish Coordinator must submit the letter of protest, with their approval and a check for the $50.00 protest fee to the Region Commissioner within 48 hours (postmark) from the completion of the contest. 6. Information necessary for the protest: The date, time and place of the game, The name of the umpire, scorekeepers and coaches involved. The specific section and rule in question (CYO rule or ASA rule if not covered in these rules) or the local decision and conditions surrounding the making of the decision. All other essential facts involved in the matter protested. 2. Region 1. 2. 3. Protests will be voted on by the Softball Commissioner and the Parish Coordinators of teams not involved in the protest. In the event of a tied vote the protest will be forwarded to the Region 19 Executive Board for a decision. Their decision is final. A protesting team may appeal any decision to the Region 19 Executive Board. Their decision is final. In the event the protest is not upheld, the $50.00 fee will be forfeited. - 10 - Final CYO Approved Version - Commissioner Stamp- VII. Umpires 1. Scheduling a. b. c. d. e. One Official will be scheduled for every game If an official fails to appear within 15 minutes of the scheduled time of a game, the home team should contact the commissioner. You are not obligated to play without an official, but if a game should be played without an official umpire, the coaches from both teams MUST AGREE and ABIE BY THE RESULT. The Commissioner will confirm agreement with both coaches upon notification spelled out in bullet b. Each team pays ½ of the umpire fee per game. Two Umpires will be assigned to the Varsity Region Championship game and the fees will be paid by the Region. 1. Refuse to abide by an officials decision 2. Be guilty of objectionable demonstrations by throwing equipment or any other forceful action. 2. Fees a. b. c. Fees for 2006 are $38.00 per game If an umpire arrives at a field and the game is not played either due to field conditions or failure to notify the divisional contact of a cancellation, the home team is responsible for payment of 50% of the fee. If an umpire arrives at the field and the game is not played due to forfeiture, the forfeiting team is responsible for payment of 50% of the fee. - 11 - Final CYO Approved Version - Commissioner Stamp- VIII. Field Requirements 1. Field Dimensions a. b. c. d. The Pitching Rubber is to be 40 feet from home plate for Varsity and Junior Varsity at both Region and Parish Levels. Bases are to be sixty (60) feet apart. All bases are to be secured to the ground. If they are not secured, the visiting team has the option to play or accept a forfeit from the home team. Due to the use of public facilities by many parishes, items a. through c. may require minor alteration. This is at the discretion of the Umpire. 2. Field Conditions a. b. c. The Home Team is responsible for ensuring the field is in a condition that does not present any hazard to any participant in the game. No objects should be placed within 10 feet of the baselines. (i.e. Chairs, equipment, etc.) If both coaches cannot agree to play a game due to conditions, the Umpire has the ultimate discretion on whether the game should be played. His decision is final and is not subject to protest. - 12 - Final CYO Approved Version - IX. Commissioner Stamp- Equipment 1. Ball a. b. c. The Dudley day/night softball (or a similar model) is the official ball. The Home Team is required to supply a new ball at the start of a game, with a good used ball as a backup. No player or coach is to: 1. Refuse to abide by an officials decision 2. Be guilty of objectionable demonstrations by throwing equipment or any other forceful action. 2. Bats / Batting Helmets a. b. All bats must have the approved ASA sticker. A team may utilize up to 50% non ASA bats only until a parish can replace this equipment. (Grandfather provision) All batters, base runners and players on deck must wear a batting helmet, with attached face guard and chin strap. Any batter or base runner not wearing a helmet will be declared out. 3. Catching Gear a. Catchers are required to wear a one-piece catchers helmet with throat protection. A catcher must also wear appropriate shin-guards and chest protector. A catcher will be permitted to use a helmet and catchers mask with throat protection only until a parish can replace this equipment. (grandfather provision) 4. Uniforms a. b. c. d. Every player should be in the appropriate team uniform A player not participating in the game for injury or disciplinary reasons should not be in uniform. Any number of players may wear hats, any color. No Bandanas. All visible jewelry is to be removed prior to the start of the game. - 13 - Final CYO Approved Version - X. Commissioner Stamp- Official Game Requirements 1. Time Limits a. b. c. d. e. All games have a two (2) hour time limit from the beginning of the game. No new inning may be started if a game is already two hours old. The exception is on Friday night, all day Saturday and Sunday prior to 6:00 pm start time. If there is no game following on the same field, the game may continue. Seven (7) inning games will be played; four and one half (4 ½) innings shall constitute an official game if the home team is ahead at that time. (Umpire discretion for darkness) Teams have a 15 minute grace period from the scheduled start time to field a team or the game is considered a forfeit. See fee provisions section VII. Home teams should warm up 30 to 15 minutes prior to the game start time. Visiting teams have 15 minutes to start time to warm up. If a team is not at the field 10 minutes prior to start time, they forfeit their warm up time. 1. Refuse to abide by an officials decision 2. Be guilty of objectionable demonstrations by throwing equipment or any other forceful action. After five (5) complete innings, if a team is winning by more than 15 runs, or after 6 innings a team is winning by 11 or more runs, the game will be considered over. 2. Player Requirements a. b. c. d. The team consists of ten (10) players, the regular nine (9), plus a short fielder. Teams may begin with eight (8) players. A team cannot play with less than eight (8) players at any time during the game. Every girl in uniform must play two (2) innings per game (2 in the field, 1 at bat). This is for all levels and play. Non-compliance results in a forfeit. The forfeit follows normal protest procedures. Any coach may keep a girl from playing in a game for disciplinary action, for example, missing practices, poor attitude, lack of cooperation, etc. The girl may attend the game but cannot be in uniform. A player’s first initial, last name and number must be entered in the scorebook before the game starts. A copy of the scorebook must be shared with the opposing team scorekeeper. - 14 - Final CYO Approved Version - XI. Commissioner Stamp- Batting Rules 1. Line Up / Substitution a. The original ten (10) players must bat before any substitute bats. From that point on teams may utilize free substitution in the field. .. Teams have the option of listing all uniformed players on the batting line-up, alternating batters in a specific batting spot on the line-up or using a tradition line-up method. When utilizing the traditional line-up method, a player returning to the game must return to the same spot in the batting line-up that they previously vacated. The only substitution restriction is listed in the pitching section of these rules. 2. Stealing / Base Running a. b. c. d. e. Junior Varsity - There is no stealing at the JV level. A player may not leave the base until the ball has crossed home plate. A player leaving early will be called out. A player cannot score on a passed ball to the catcher or a wild pitch. Varsity - A base runner may attempt to steal any base after the ball crosses home plate. A player leaving early will be called out. There is no dropped third strike rule. A player may not advance to first base on a dropped third strike. (rev. 2006) The Slide or Surrender rule is in effect at all bases with the exception of first base. On a bang-bang play (Umpires Discretion) a runner must slide or avoid contact by surrendering to the fielder for an out. The base runner will be called out if she fails to do so. Interference with a runner trying to advance will be determined by the umpire. The only time a runner may score from third base is: 1. A hit 2. Being forced in by a walk or illegal pitch 3. When a play is made on any runner 4. Misplay by the pitcher outside the circle (live ball) 5. Anytime the pitcher leaves the circle with the ball (live ball) 6. Rolling the ball back from the catcher to the pitcher is considered a live ball and any runner can advance. 3. Pitch Runner a. b. A pitch runner should be substituted for the catcher after the second out of the inning is made. The pitch runner must be the player who made or hit into the second out of the inning. A pitch runner can only be used for an injured player or for the catcher as she prepares for the next inning. 4. Limits a. There is a ten (10) batter rule for all levels. In Varsity Region play, if the 10th batter in one inning gets a hit, strikes out, hits out or fouls out, the inning is over. If the 10th batter walks, the inning continues until a batter does one of the above. If the 10th batter crosses home plate the run counts and the inning is over. The 11th batter cannot score. For all other levels, the tenth batter is the final batter regardless of outcome. b. 5. Miscellaneous a. b. It is an automatic out if the batter throws the bat after one (1) previous warning. Bunting is allowed at all levels. - 15 - Final CYO Approved Version - Commissioner Stamp- XII. Pitching Rules 1. Wind-Up a. b. c. The pitcher must have two (2) feet on the rubber at the start of her windup ASA Pitching rules will be enforced at Varsity Region Level only. (i.e. no backward motion, etc.) Illegal pitches are at the discretion of the umpire 2. Inning/Pitch Limitations a. b. c. No pitcher may pitch more than four (4) innings in one game. A single pitch in an inning constitutes an inning pitched. If a pitcher is taken out of a game or placed in another position in the field, she may not return to pitch in the same inning. She may return in other innings as long as she does not exceed the four (4) inning rule. A pitcher is to be given five (5) warmup pitches between innings. 3. Walks a. If a pitcher wishes to “intentionally walk” a batter, the pitcher is to inform the umpire of this. The batter is to stand aside as the four pitches are made. If an error occurs, the normal rules on advancing bases will apply. 4. Hit By Pitch a. If a pitcher hits three girls in one inning or four in a game, whichever comes first, she must be taken out and not allowed to re-enter the game as a pitcher. She may remain in the game at another position. - 16 - Final CYO Approved Version - Commissioner Stamp- XIII. Fielding Rules 1. Positioning a. b. A team may not play with fewer than eight (8) fielders. A team may place their shortfielder in any location. The three remaining outfielders may not be placed in the infield. 2. Interference a. b. A fielder may not interfere with an advancing runner. If the umpire deems interference the base will be awarded. Interference is at the discretion of the umpire. 3. Miscellaneous a. b. Automatic Ejection if any player throws equipment after one (1) warning After outs, the ball is to be immediately returned to the pitcher. - 17 - Final CYO Approved Version - Commissioner Stamp- XIV. Miscellaneous 1. If our CYO regulations are violated, the umpire or either coach should report it to the softball commissioner within one (1) day, The commissioner and the executive board will meet with the coaches if necessary, and take action. This is not to take the place of game protest, but to enforce our rules and prevent any arguments between coaches during the game. 2. Any rule not covered in these rules will be defined by the official 2006 A.S.A. rulebook. 3. Protocol will be followed; all calls to the region commissioner will be from individual parish softball coordinators or athletic directors and not from individual coaches. Your individual softball coordinator can answer most questions. - 18 - Final CYO Approved Version - Commissioner Stamp- XV. Novice Rules A. Game Specifications 1. Game Length/End a. 6 inning game; or when one team has a 15 run lead at the end of 3 1/2 or 4 innings, or any inning thereafter. No game is to go beyond 2 hours. a. Remain same as other CYO Leagues 2. Bases 3. Mound a. Pitching mound is 35 feet from home plate (before May 10, child pitcher can move up 3 feet) a. League will use an 11-inch Optic Yellow Dudley Ball or a similar model. 4. Ball 5. Officials a. B. Home team to supply & pay officials. Proper protective gear required. Offense 1. Stealing a. b. c. d. e. f. Under no condition is a runner permitted to steal a base. No leads. Time is called when the runner or lead runner is stopped by the defense. No infield fly rule No advance on a throw back to the pitcher One base on an overthrow, no exceptions! (teach girls to return ball to pitcher ASAP). This is reserved for the 3 rd and 4th graders who will have better skills and coordination. Players 1. Grade a. Girls in 3rd or 4th grade will make the bulk of the team, the balance will be made of 2nd grade girls. Coaches must use their best judgement in placing 2 nd grade girls (or smaller girls in grades 3/4) in positions that they are not prepared to play. Safety, instruction and fun are the main objects at this level. 2. School/Parish/Eligibility a. b. c. d. A girl who attends their parish school may participate with their parish team. A girl who attends a parish school other than their registered parish may participate with their parish team. However, once an individual establishes a preference, she may not play for another parish for the remainder of the scholastic year. Example: An individual may not play soccer for the parish she attends school and then play basketball for the parish in which she is registered. If a public school student is Catholic, a registered member of the parish she is eligible to participate in the CYO sports program. However, if this student is a member of a particular sport in her school, she is not eligible for that sport in her CYO program. If a private school student is Catholic, and a registered member of the parish, she is eligible to participate in the CYO sport program.
