1. Background
The DARE Forum steering group and DEEEP propose an international seminar on the topic of “Fostering national
DEAR Strategies”, for the following reasons:
- There has been repeated demand from DARE Forum members for support to national DEAR processes.
- There is a lack of occasions for peer learning on national strategy processes.
- The results of the workshop could be used in the new version of the DEEEP advocacy toolkit
The DEEEP3 application foresees one “international seminar” per year, including budget for participants’ travel
costs. DEEEP’s first year seminar was the two-day “advocacy strategy workshop” in December 2009, which laid the
basis for the DARE/DEEEP advocacy strategy framework 2010-2015.
2. Objectives
Overall objective:
Participants gain competences to foster national DEAR strategy processes.
Specific objectives:
1. Three selected national strategy processes are fostered through a friendly peer assessment.
2. Participants learn to set up, assess and improve national strategy processes.
3. Recommendations and case studies for a new version of the Advocacy toolkit are produced.
3. Target group
DARE Forum delegates or other members of national DE working groups involved in national strategy or DEAR
advocacy processes
4. Format

One day workshop (9.00 to 16.00) with 10 to 15 participants
Three participants are asked to present case studies on their national processes in a predefined format
Facilitated peer learning, critical analysis and development of a national strategy action plan
5. Logistics
Place: Brussels, CONCORD basement (10 Square Ambiorix)
Date: 19 May 2011, after DARE Forum
Travel costs can be funded through DEEEP budget (up to 300,- Euro per person). Accommodation should be
covered through CONCORD for DARE Forum delegates.

DARE Greener rules will be applied as far as possible. Participants are invited to use climate friendly transport or to
set off their carbon emissions in case of air travel.

implemented!
We have a multi stakeholder dialog, but no
strategy!
We are working on a NGO DEAR strategy
We have a national DEAR process, but we
face real difficulties
…
(Selection of the case studies will be done according
to registrations to the seminar)
Presentations follow a common format (e.g. main
actors, achievements, objectives, upcoming
milestones…)
No discussion of cases in plenary (will be done in
working groups) but questions on understanding after
each presentation.
Ppts analyse and discuss
strengths, weaknesses,
opportunities and threats of one
case study
Ppts split in three subgroups, according to interest.
Discussion of SWOT of each case, filling in the
SWOT diagram.
Ppts critically assess SWOT of
different cases
Ppts discuss an advocacy action
plan for one case study
Three brief presentations (5 minutes each).
Discussion and comparison of the different cases
Ppts agree on one case study to discuss deeper.
Refinement of advocacy objective and time bound
action planning, considering the results of the SWOT
analysis
