Introduction This strategy provides guide for setting annual budgets and prioritising path works within the Shire of Capel’s urban areas for the next five years. It is to be noted that the Shire’s Trails Masterplan which was adopted by Council in August 2009 guides the planning and implementation of pathways linking the urban areas. The Path Strategy has been designed to; meet community’s needs, ensure the safety of the community, make commuting easier, increase recreation activity in the community and keep paths to a high quality. In order to accomplish this, a thorough audit of the existing pedestrian and shared use paths was undertaken which determined where new paths could be valuable and most importantly, liaised with the community to ensure their opinions are taken into consideration. A series of maps has been created to provide information on the existing paths and the recommended new paths that have been included in the Path Strategy. These maps are shown in section 7 of this report. It is important to note that all proposed new paths will be shared use path’s, to ensure the cycling network is enhanced. This Path Strategy will also form the basis of the proposed Bike Plan that the Shire will prepare and submit to Bike West which is expected to enhance the Shire’s success for attracting additional path funding. Approximate costs for improving our infrastructure have been calculated using a formula of cost per square metre multiplied by distance of path. Pram ramps have also been costed where required. Out-of-scope costs may be possible; however all endeavours have been made to provide the most accurate costs as possible. Upon analysing data, it was clear that the existing path network is lacking in addressing the needs and requirements of the community. When all recommended works are completed, the Shire of Capel will have an improved Path network and in turn the community will be safer. -2- Shire of Capel Path Strategy 2013 - 2018 ___________________________________________________________________________________________________ 2. Project Methodology The need to develop a Path Strategy has arisen as the previous strategy developed in 2003 is nearly fully implemented and review of community needs was necessary. The purpose of the Path Strategy is to determine where new paths are required, to establish a basis upon which to seek appropriate funding and prioritise the identified works. The framework used to create this detailed report is shown in figure 1 below. Figure 1 Study area familiarisation and evaluation Feedback complied and scored Shire Planning Stakeholder Consultation Assessment and prioritisation Feasibility assessment Document/Policy presentation -3- Shire of Capel Path Strategy 2013 - 2018 ___________________________________________________________________________________________________ 2.1 Study area familiarisation and evaluation The first step of the process was to evaluate the Shire’s path assets in urban areas which includes Boyanup, Capel, Dalyellup, Gelorup and Peppermint Grove Beach. Shire staff members surveyed the area to evaluate the current path network and undertake a gap analysis. 2.2 Shire planning After evaluating the areas, the next step was to plan where the new paths are required. When assessing the existing path system and proposed new paths, the following factors were considered: • Linking attractions such as parks, retail areas, schools, libraries etc to residential areas; • Dangerous roads with factors such as poor sight lines, truck traffic, high speed, limited verge area due to drains, etc; • Existing planning strategies; • Future Development. The new proposed paths were then marked up on townsite maps. 2.3 Stakeholder consultation In order to maximise community input into the proposed Path strategy, stakeholder consultation was undertaken to ensure the community could voice their comments and feedback. The method used to seek feedback was; • Advert placed in the South West Times • Advert on the Shire of Capel notice board -4- Shire of Capel Path Strategy 2013 - 2018 ___________________________________________________________________________________________________ The advert advised the community that the Shire had identified the need for additional paths and were seeking their input. Copies of plans showing the proposed new paths in each townsite and a regional plan showing the proposed trails linking the urban areas were made available at: • • • • • • • • Capel Library Dalyellup Library Boyanup Library Gelorup Community Centre Peppermint Grove Beach Community Centre Shire Administration Office, Forrest Road, Capel Shire of Capel Website Emailing [email protected] The consultation period for comments and feedback was undertaken for 6 weeks in late 2010. Along with the maps of the proposed new paths, a questionnaire was supplied to capture feedback from the community. The questions that were asked of the community were: • • • • • Do you believe that all of the proposed paths are required? If not, which ones do you believe are required? Can you identify any areas with require paths? Do you know of any sections along the existing paths that require repair? Do you have any information or current needs that would assist the shire in working out which paths should be constructed first? -5- Shire of Capel Path Strategy 2013 - 2018 ___________________________________________________________________________________________________ 2.4 Feedback compiled and scored All feedback was entered into a data base with any additional comments to the standard list of questions also being recorded. The amount of support each path received was assessed and a score given to each proposed path based on the number of submissions. There were also a number of additional paths identified from the public submissions which were added to the proposed paths. During the consultation, a significant number of submissions related to paths outside of the urban areas and although they are not relevant to this Path Strategy, the information was sought to help guide future reviews of the Trails Masterplan. Some submissions highlighted the need for paths in areas that were yet to be developed especially in Dalyellup. In order to clearly identify which paths will be constructed in the future, the paths to be constructed by developers have been also contained in the strategy. Some of the paths recommended by the public were deemed unsuitable to be included in this five year strategy if they were too difficult to construct, likely to be damaged by erosion, not required until an increase in population of the area, or a similar path was planned for the same location. The priority score for each path is the total of all the criteria scores. The Marking Matrix for the recommended paths is shown in Appendix 3. 2.6 Feasibility assessment Areas were also surveyed again in detail, to determine whether a path was feasible or not and details are shown in the Section 6. 2.7 Documentation/policy presentation The results of the process is presented in this formal strategy for Council adoption, as a form of feedback to the community and as a reference document for budgeting and implementing path works for the next five years. All of the paths can be located on the Townsite plans in Section 7 by the path number. -7- Shire of Capel Path Strategy 2013 - 2018 ___________________________________________________________________________________________________ 3. Planning Context The Shire of Capel adopted a Dual Use Path Strategy in 2003 which identified existing and proposed dual use paths for the four urban areas of Capel, Boyanup, Gelorup and Peppermint Grove Beach and allocated $28,000 annually to be split between the four localities to implement the programmed paths with additional 50% funding to be sought from the Country Pathways Grant Scheme. This 2003 strategy was referred to prior to developing pathway plans used for public consultation in developing this new strategy. The Capel Townsite Strategy was adopted by Council in July 2008 and the Boyanup Townsite Strategy was adopted by Council in May 2010. Both of these strategies identified actions required under section 6.4.6 Transport and Access such as: • Prepare a Transport Study for the Townsite Strategy area with the broad objective of reducing motor vehicle dependence which will include a revised Dual Use Path Strategy that has a range of design and locational guidelines for DUPs aimed at creating an effective and attractive use environment. • Increase the rate of implementation of the Shire of Capel Dual Use Path Strategy as part of the Transport Strategy as it relates to the town of Capel and Boyanup to ensure new and existing urban areas have a high level of access to dual use path systems. The Capel Townsite Transport Study was adopted by Council in 2010 which included Plan 8 – Capel Cycle Paths showing long term proposed paths as shown in Appendix 1. This plan was also referred to prior to developing the plans for public consultation. The Shire of Capel Trails Masterplan was adopted by Council in 2009 which identifies proposed trails throughout the Shire of Capel, many of which form non-motorised links between isolated urban areas and are therefore a very high priority to the cyclists and pedestrians which wish to venture beyond their town limits. This masterplan was also referred to prior to developing the plans for public consultation in order to give the public a clear picture of what paths and trails were proposed for the future. The Regional Plan showing the proposed trail links between urban areas is shown in Appendix 2. -8- Shire of Capel Path Strategy 2013 - 2018 ___________________________________________________________________________________________________ 4. Funding Strategy The previous 2003 strategy included an annual budget commitment of $28,000 spread evenly through the four localities to ensure ongoing implementation of the path program. In 2009-2010, the Shire received a $300,000 Royalties for Regions Grant to construct new Shared Use paths throughout the Shire. By 2011-12 the annual budget for path construction within the urban localities had been increased to $100,000. Sub divisional developments that occur in the urban areas within the Shire often have a condition placed upon them to either construct a path link to community facilities or contribute funding towards a future path link. These developer contributions are held in trust and are available for expending on the relevant path links when constructed. Bikewest is the funding body which grants funding on a 50/50 basis on behalf of the State Government towards improving cycling facilities in Local Government areas in Western Australia. Bikewest recommend the development of a Local Government Bicycle Plan which generally improves the chances of attracting funding for bike paths if endorsed by Council. The Bicycle plan should include as a minimum, a route plan, schedule of works and maintenance schedule. The route plan and schedule of works will be available from the proposed Path Strategy 2013 - 2018, whereas the maintenance schedule will require further preparation after a comprehensive path audit is completed to determine damage to existing paths and associated infrastructure and required rectification works. This audit should be completed in the next 12 months upon which time a Bicycle Plan can be prepared for Council. The Bicycle Plan should also include some aspects of the Trails Masterplan where cycle links are proposed between urban areas and once complete may improve the Shires success at attracting grant funding for both urban area shared use paths and trails that link the urban areas. The paths marked as ‘External Funding Required’ are expected to be feasible only with the support of state government funding in the form of Royalties for Regions or South West Development Commission grants etc. No Council funds have been considered for these paths at this time. -9- Shire of Capel Path Strategy 2013 - 2018 ___________________________________________________________________________________________________ 5. Design and Locational Guidelines The alignment of paths in road reserves is typically either close to the property boundary or along the back of kerb. The latter is recommended as a preferred alignment for the following reasons: • A path along the kerb maintains the longitudinal grade of the road, which is typically conducive to walking and cycling, and avoids changes in grade that can occur at driveways; • Street lighting will better illuminate a path along the kerb, improving night-time safety and amenity; • Having path users close to the road creates a greater level of passive surveillance for their safety; • There is less separation of the verge and this can improve residents taking greater responsibility for the upkeep of the verge if its use is made more personal to them; and • There are less underground services close to the road edge that could be dug up. In some instances it is not possible to construct the path against the kerb due to flush kerbs with swale drains, deep open drains or that the road is unkerbed. In these instances the path alignment will be moved to the property boundary. The width of paths is important for the safety and convenience of path users and is influenced by such factors as the type of path, type of users, location within the road reserve, adjacent land uses and any physical constraints. For safety, paths on a kerb alignment should be wider than normal to provide a safe buffer away from the traffic lane. For shared paths on arterial roads and neighbourhood connectors the recommended minimum path width is 2.1 metres or a minimum 2.4 metres where that path is on a kerb alignment. Footpaths should be at least 1.5 metres wide and widened to 1.8 metres where that path is on a kerb alignment. The width of paths in areas of high pedestrian activity, such as outside schools or shops, may need to be widened further for safety and convenience. To maximise the effectiveness of the path width appropriate lateral clearances of at least 0.5 metres should be maintained to vertical elements adjacent to paths such as trees, fences, and other street furniture. - 10 - Shire of Capel Path Strategy 2013 - 2018 ___________________________________________________________________________________________________ 6.
