general character and scope of responsibilities of all positions in a job classification, but it is not

General Statement of Duties
Performs building inspections pertaining to adopted codes, laws, and regulations; performs directly
related work as required.
Distinguishing Features of the Class
The principal function of an employee in this class is to perform plan reviews and inspections on
buildings under construction to ensure compliance with the related building codes, energy codes and
local ordinances. The work is performed under the supervision and direction of the Chief Building
Official, but considerable leeway is granted for the exercise of independent judgment and initiative.
The nature of the work performed requires that an employee in this class establish and maintain
effective working relationships with contractors and other business owners, other City employees and
the general public. The principal duties of this class are performed in an outdoor work environment at
a variety of construction sites throughout the City with exposure to potential personal hazards.

Performs detailed and technical inspections of buildings and sites under development during
all phases of construction to monitor for codes compliance and provide information to the
public on the nature, requirements and purposes for existing municipal codes, including
maintaining an accurate log of all inspections performed;
Performs combined inspections to include building, plumbing, mechanical, and electrical
aspects, including examining drawings during development and discussing ways to meet
occupancy and code requirements;
Conducts final inspections, maintaining the authority to postpone building/project completion
based on the adherence to related codes;
Serves as an information resource for all interested members of the public in code
applications, permitting processes and all related construction activities;
Provides information to building designers, project owners, and contractors with regard to
project design, structural calculations and coordination with other public agencies and seeks to
promote a process of cooperation between contractors, builders, and building owners;
Coordinates and investigates complaints of code violations when required;
Reviews periodicals, trade journals, and engineering reports to research new products and
materials to insure they are installed based on manufactures’ installation instructions;
Provides needed information and demonstrations concerning how to perform certain work
tasks to new employees in the same or similar class of positions;
Maintains required professional certifications with continuing education and in house training.
Keeps immediate supervisor and designated others fully and accurately informed concerning
work progress, including present and potential work problems and suggestions for new or
improved ways of addressing such problems;
Attends meetings, conferences, workshops and training sessions and reviews publications and
audio-visual materials to become and remain current on the principles, practices and new
developments in assigned work areas;
Responds to citizens’ questions and comments in a courteous and timely manner;
Communicates and coordinates regularly with appropriate others to maximize the
effectiveness and efficiency of interdepartmental operations and activities;
Performs other duties consistent with the role and function of this classification.

Required Knowledge, Skills and Abilities


















Substantial knowledge of or ability to quickly learn all applicable Federal, State and local
codes, rules, and regulations, including the Uniform Plumbing Code, National Electrical Code
and International Codes for Building, Mechanical, Existing Building, Energy Conservation
and Fuel Gas;
Thorough knowledge of principles and techniques of modern building construction;
Thorough knowledge of construction materials and their correct installation methods;
Thorough knowledge of basic math principles;
Ability to obtain and maintain required certifications;
Ability to deal with a wide range of persons, including situations in which individuals may be
upset over some issue involved with City activities and policies;
Ability to conduct thorough inspections of footings, foundations, framing and final work of
building construction;
Ability to instruct project owners, designers, and contractors in methods they need to employ
to meet code requirements;
Ability to plan and manage area of responsibility to aid the public in the efficient compliance
of the adopted codes to avoid time delays and associated costs;
Ability to communicate effectively with others, both orally and in writing, using both
technical and non-technical language;
Ability to understand and follow oral and/or written policies, procedures and instructions;
Ability to prepare and present accurate and reliable reports containing findings and
recommendations;
Ability to operate, or quickly learn to operate, a personal computer using standard or
customized software applications appropriate to assigned tasks;

specifications and/or oral instructions;

Acceptable Experience and Training
High School Diploma or GED; and
One to two years of experience in one of the construction trades (building, electrical,
plumbing, mechanical); and
Possession of at least one of the following certifications at the time of application:
 ICC Residential Building Inspector;
 ICC Residential Mechanical Inspector;
 ICC Residential Electrical Inspector;
 IAPMO Plumbing Inspector.
Any combination of experience and training which provides the equivalent scope of
knowledge, skills, and abilities necessary to perform the work.
Required Special Qualifications
Valid Driver’s License and must possess valid Montana Driver’s license within 60 days of
employment.
Must possess/obtain each of the following certifications within two years of employment:

ICC Residential or Commercial Building Inspector;

ICC Residential or Commercial Mechanical Inspector;

ICC Residential or Commercial Electrical Inspector;

IAPMO Plumbing Inspector.
Offers for employment are conditional upon satisfactory response to appropriate post
conditional offer process;
Essential Physical Abilities




Sufficient clarity of speech and hearing or other communication capabilities, with or without
reasonable accommodation, which permits the employee to communicate effectively;
Sufficient vision or other powers of observation, with or without reasonable accommodation,
which permits the employee to safely inspect existing buildings or on-going work under
conditions encountered on construction sites;
Sufficient manual dexterity with or without reasonable accommodation, which permits the
employee to work safely around construction equipment;
Sufficient personal mobility and physical reflexes, with or without reasonable accommodation,
which permits the employee to drive City vehicles and to visit construction sites throughout the
City and to climb, crawl in tight places and otherwise move safely through and around
construction sites.
