EVERY CHILD NEEDS A QUALIFED TEACHER By Ms. Leng Theavy GLOBAL ACTION WEEK 2013 4TH-10TH MAY 2013 KEY MESSAGES • Teacher’s shortage • Equal pay for primary and lower secondary school teachers • Wage rise can be afforded • Increasing wage can lead to increase quality • Public support for increasing wages 1.TEACHER SHORTAGE • Number of primary teachers has fallen by 671 since 2008/09 school year • Pupil teacher ratio 47.3:1, (16th highest rate in the world) • To become a primary teachers: - No choice - Salary is rarely a motivating factor 1.TEACHER SHORTAGE Some reasons of the shortages: - Current primary teaching leaving to become lower secondary school teachers - Low pay : salary below average GDP per capita of $75.50 - Salary below low skill job such adrivers, construction workers or public administrators 2.EQUAL PAY • Primary school teachers receive much lower pay than secondary school teachers and others • They should receive the same because : - Same qualification (12+2) - Teaching more hours - Harder work • Attract more qualified candidates 3. Widening wage gap among teachers (cont) Among 42 countries which UNESCO has statistic: • A new Primary teacher pay = 96% of a new lower secondary teacher pay and = 93% of a new upper secondary school teacher • Cambodia: A new primary school teacher receive 71% of what a new lower secondary teacher receives and 49% of what a new upper secondary teacher receives. RECOMMENDATIONS • The government should increase primary teacher basic wage to equal lower secondary school teachers ($83.60) • Plus the functional allowance $18.70 • Equal total of $102.30 4. WAGE RISES CAN BE AFFORDED • With the rise to $102.3 for primary teacher pay (45 840), the total increase for the government is $16,648,195 per annum. • Under-spending by MoEYS 2012 : $25,705, 498$ of which under spending of personnel cost is $20,703,744 5. PUBLIC SUPPORT FOR INCREASING WAGES • 86% of respondents advised that a fair basic wage would be more than $90 per month • 52% actually felt that teachers should receive more than $120 per month 5. RISING PAY LINKED TO QUALITY Reasons for increase : • Evidences show that 10% increase in teacher pay lead to 5%-10% increase in student performance. ( Marcenaro-Gutierrez&Dolton,2011) • Increasing instructional hours • Reducing absenteeism PLAN AND ACHIEVEMENTS OF GAW 2013 • Radio talk show program at VOD • Comedian story on “every child need a good teacher” at CTN • Organize provincial events during the GAW • Produced campaign materials as follows: - 10000 posters PLAN AND ACHIEVEMENTS OF GAW 2013 -5000 wristbands (on-going) - 10 banners -A survey on contract teachers in three provinces ( 30 contract teachers, 17 school principals, 3 DoE) • GCE Facebook page: Cambodian Campaign for Education 56 likes, 2083 people read the facebook page within the last week THANK YOU VERY MUCH FOR YOUR ATTENTION
