A collection of Patient Objections information from GP
Practices where extraction via GPES is not possible.
The NHS Constitution states “You have the right to
request that your confidential information is not used
beyond your own care and treatment and to have your
objections considered”.

Collection Purpose
The Health and Social Care Information Centre
(HSCIC) has been Directed to establish a collection to
manage such Patient Objections by the Department of
Health, on behalf of the Secretary of State, under
s.254 of the Health and Social Care Act 2012.
The information required for collection includes:
1. Aggregate counts of the number of Type 1 and
Type 2 Patient Objections by GP Practice
2. Record Level Type 2 Patient Objections data
including NHS Number, Objection Event Code
and Date Event
This information is routinely recorded within GP
systems.

Audience and Scope
A collection from GP Systems into an Excel/Open
document pro-forma to be submitted via the HSCIC
Secure Electronic File Transfer (SEFT) system.

BAAS
The BAAS has assessed the burden as £79k (160 days)
based on responses to consultation and engagement
with providers of data.
For the Collection owner:
1. Estimated cost/time for all practices (based on 200
GP Practices) is £79k (160 days).
2. To follow up with GPs next year to check if the
burden time has decreased
3. To provide a list of contacts to allow liaison with
providers of data and to facilitate the issuing of
surveys.
4. To include detailed instructions in the guidance for
GP Practices where Collection via GPES is not
possible.

Digital Information Governance has reviewed the PIA
and confirmed that it meets information governance
requirements.
The Collection is outside of scope of ISB 0129 and a
clinical safety case report is NOT required.
