The Minutes from the last meeting were agreed as a true record. MS mentioned that his name was
spelt incorrectly on the signing in sheet.
MA mentioned that Claire Huntley has now gone on maternity leave until July 2015. Her maternity
cover will be starting shortly.
Actions from the last meeting
Documents around Social Enterprise are now being finalised to go to Exec Board in November 2014
but if anyone would like a consultation there is still some time for this, please let PH know.
Self Advocates have organised a Question Time Panel at Warrington Speak Up this is an opportunity
to ask questions to professional staff on specific issues. The first Question Time was held on Tuesday
22nd at The Gateway Conference Room with professionals taking questions on Safeguarding, Health,
Social Care, Commissioning and Transport. The next Speak Up Question Time will be in January, Pip
will advise board members when details are finalised.
The Refresh of the Autism Strategy

MA distributed copies of the current Autism Strategy. This Strategy is based on the National Autism
Strategy which was put together in 2010 and refreshed in 2014 to reflect the resources available at
this time. The Strategy will need to be developed to become an all age strategy and to reflect the
change in available resourcing in the next 12 months. It is therefore a starting point and Mike is
inviting comments for development. The refreshed Strategy should illustrate where we want to get
to in the near and longer term future. Once refreshed MA will take the new proposed Strategy to
Governance Board and Health and Wellbeing Board. It was suggested that perhaps the Strategy
should be changed to “interim” or “valid for just the 12 months” while it is being refreshed.
Action: MA to consider change to the title on the Autism Strategy to make it “interim” or “valid for
the next 12 months” then re-send to everyone.
Action: Everyone to email MA with any comments regarding the Autism Strategy update in the
next two weeks.
It was suggested that MA attend the Families with Autism meeting to talk directly to the attendees
about refreshing the Autism Strategy, MA is happy to do this.
Action: Everyone to share the current Strategy with groups they are involved with for comments.

MA distributed copies of the Autism JSNA (Joint Strategic Needs Assessment) Scoping Meeting
Minutes. The current JSNA outlines facilities and services that exist at present and also plans for the
future. However the current JSNA has no chapter on Autism and LD. The refresh of the Autism
Strategy would be a great opportunity to also address this as the documents are linked. WBC will be
working with the CCG to look for better health outcomes and ways of raising awareness of health
issues.

Action: MA to contact Jackie Rooney regarding areas of good practice and areas for improvement.
The Autism Self-Assessment Action Plan feeds into the Autism Strategy.
LD Healthcare Facilitator
Rachael Boswell is now in post as the LD Healthcare Facilitator, which will enable us to gain a clearer
picture of our target group. All parties and organisations need to be consulted. A new outline for
the Learning Disabilities Joint Health and Social Care SAF is due to be released imminently. A peer
review approach is being adopted this year.
The Care Act
MA is meeting with Bridget Hollingsworth next week who is working on Updating and Implementing
the Care Act in Warrington. Bridget will be invited to the next meeting to talk about her work and
links to the board.
Winterbourne View
MA has met with the Joint Improvement Advisor at Winterbourne View. All is going well at present.
A Briefing note regarding Winterbourne View for the safeguarding board is now completed.
Action: Mike to distribute the Briefing Note regarding Winterbourne View for the Safeguarding
board to everyone.
The Big Health Day
Kim Quigley who is a Student Social Worker from Speak Up is leading on the Big Health Day. The
plan is to hold two half day sessions with a break for coffee in order to reach as many people as
possible. The half days will be activity and workshop based with these being available both morning
and afternoon. Activities such as Zumba will be available at various times. It is also planned to
include information on issues such as Flu jabs, pulse checks, dentistry, manicures and cancer
screening in order to raise awareness and improve uptake. There will be an Information Zone and a
“have your say” area at the event. There will also be several workshops before the event itself to
give a greater opportunity for people to share their views.
Any Other Business
The Families with Autism Meeting is going well. September will be a training session.
The Homelessness Forum event is due to take place on the 16th of September 2014 at 10am at the
Gateway. If you are interested in attending please let Helen Catterson know.
The English Half Marathon will take place at Victoria Park on the 22nd of September 2014. There are
10K 5K or 1 mile courses available.
The Creative Housing Solutions Event is due to take place shortly.
Action: MA to discuss with MT who can attend this event.
The PMLD Strategy draft is now completed and will be circulated to the members of this group. It is
in three parts, Strategy, Needs Document and Action Plan.
Action: MA to circulate PMLD Strategy to the members of this group.
Action: Everyone to circulate to the groups and organisations you are part of.
There has not been sufficient time to put together our own bid for the Autism Initiative Fund in the
timescales allowed, but MA has put himself forward as a judge to look at other bids. Some of the
ideas were informative for shaping future initiatives within WBC.
It was commented on that WBC Website is difficult to navigate and people with LD or Autism may
struggle to access online services. This is resulting in people not looking for information using the
Website at all.
Action: MA will look into the way the service’s webpages are presented.
