For the purpose of consolidating the activity, the ministry proposed the setting up of some subordinated institutions which would ensure the implementation of policies in the field of the technical-material equipment of the medical-sanitary institutions, as well as in that of sanitary management. The Prime Minister highly appreciated the initiation of the elaboration of a complex development plan by and for the Ministry of Health. Vasile Tarlev noticed that, at the moment, the Ministry of Health was the first central public administration institution, which had initiated the elaboration of such a plan for the purpose of making its activity more efficient. At the same time, according to the Premier, all the ministries and other central administrative authorities were to elaborate and implement development plans. The Head of the Executive emphasized the necessity to promote the best central public administration reformation practices of some ministries. Governmental Commission for CPA Reform Approves Modernization Priorities for Central Public Authorities for 2008 The Government priorities for 2008 in the context of the central public administration reform were discussed at the meeting of the governmental commission for CPA reform, presided over by the Prime Minister Vasile Tarlev and held on October 12, 2007. After examining the draft action plan presented by the Public Administration Reform Coordination Unit on the progress of the Central Public Administration Reform Strategy for 2008, the members of the Commission encouraged the majority of the proposed actions. According to the Action Plan on the progress of the CPA Reform Strategy for 2008, in the context of CPA reorganization all the ministries will draft development plans for 3 years and will set up policy analysis, monitoring and evaluation departments, the Government will examine the law on public function and statute of civil servant, etc. For the purpose of improving the decision-making process a mechanism of optimizing the existent monitoring and reporting system will be developed in 2008; besides, an integrated informational document circulation system will be implemented within public authorities, the mechanism of complex impact assessment of the drafts of normative acts and policy documents will be improved. Public Administration Reform Coordination Unit (Experts Group within Government Office) Piaţa Marii Adunări Naţionale, 1, Chişinău, MD – 2033, Republica Moldova, Tel.: 250 352, 250 132 e-mail: [email protected], www.rapc.gov.md Other actions planned for 2008 in the context of human resources management improvement is the launch of the integrated informational system related to the management of the civil service personnel “Registry of Public Functions and Civil Servants”, development of a mechanism of establishing individual salaries for some categories of officials pursuant to the legislation in force, etc. According to the Governmental Commission, the draft plan is to be additionally consulted with all the concerned institutions and then submitted for approval by the end of the year. Methodology for Ministerial Development Plans is in its Final Phase Ministerial development plans (3 year cycle) shall be elaborated according to the methodology establishing the procedure and the phases of plan elaboration and which will be approved by the Government. According to the draft document, which has been submitted for comments within CPAA, the development plan of a ministry or other central administrative body will include the medium term development objectives and the capacities, resources and activities for the achievement of these objectives, as well as the expected results. At the same time, the respective plans should correspond to the priorities set by the Government and to the available financial resources from the public budget. The draft methodology also foresees that the elaboration of the concerned plans will be done by a working group set up in each ministry by the order of the minister. While carrying out this activity the ministries will be assisted by local and international consultants, employed with the support of the Trust Fund for CPA reform. The ministerial development plan is intended to be a unified instrument of reporting, designed to substitute tens of reporting documents existent at the moment. Government Appoints Head of the Policy Coordination Analysis Department within the Government Office The Government appointed Oleg Rotary, Deputy Head of Government Office as Head of Policy Coordination Analysis Department at the meeting held on October 3, 2007. The Policy Coordination Analysis Department has been set up by the Government according to the recommendations of the Functional Review carried out in 2005-2006 in the context of the central public administration reform. The mission of the department is to ensure coordination of the policy document elaboration process according to the priorities of the governance program, as well as to provide methodological assistance to ministries in the elaboration and policy document impact assessment. Prime Minister Vasile Tarlev discussed at a meeting with the representatives of the World Bank the actions planned for 2008 for the implementation of the CPA Reform Strategy. According to the World Bank, the Action Plan for 2008 is an ambitious one and ensures the achievement of some significant progress in the context of CPA reform: in the field of consolidation of policy analysis and coordination system for the purpose of decision-making process optimization and in the field of implementation of the Law on Public Function and Statute of Civil Servant, as well as of improvement of grading and classification system within civil service.
