Community Jobs Scotland (CJS) is a partnership between the Scottish Government, Scottish
Council for Voluntary Organisations (SCVO) and the Scottish Social Enterprise Coalition (SSEC).
It will create 2,000 jobs within third sector organisations for primarily 18 - 24 year olds but will also
include a proportion of 16 - 17 and 25+ year olds.
The key purpose of Community Jobs Scotland is to support young people into sustainable
employment. Employers who apply to create jobs must be able to demonstrate a commitment to
provide a high quality job. This includes provision of Induction, on-the job training, support and
supervision and jobsearch support. These commitments are detailed in the Memorandum of
Understanding. This Employer Registration forms a part of the Memorandum of Understanding.
Community Jobs Scotland will cover the wide range of occupational sectors within the Scottish
third sector and meet the needs of eligible young unemployed people.
The partnership has agreed the following high level principles for CJS











The programme will be predominantly for 18 – 24 year olds, although there will be some
allowance for 16 -17, and 25+ year olds in areas of high unemployment.
Eligibility will be 6 months of unemployment, there will be some discretion for early entry for
those facing significant barriers to work.
The focus of the programme will be supporting young people into sustainable jobs. Training
and jobsearch will be a key element of CJS jobs, with the possibility of linking smaller
participating employers with local employability services for added support.
Jobs will be created in all 32 Scottish Local Authority areas
All jobs will be created within third sector organisations
Jobs must offer demonstrable community benefit
Jobs must be additional
Jobs must last a minimum of 26 weeks, for 16 - 17 year olds this will increase to a minimum
of 39 weeks.
Jobs must pay at least National Minimum Wage to the individual, although paying a higher
rate where possible and appropriate will be encouraged.
Jobs must provide a least 25 hours a week of paid employment
Participants will become full employees of the employing organisation and subject to the
same terms and conditions as other employees.
The maximum funding available for each job will be £6,175 to cover the costs of the wage,
employers NI, support and supervision, induction, on-the job training and jobsearch support.
For 18 - 24 year old and 25+ Allocated as follows;
£1,425 upon receipt of signed paperwork confirming the CJS employee has started employment.
£182.69 for every week the CJS employee is employed. Paid on a regular monthly basis.
This equates to £237.50 per week for up to 26 weeks of CJS employment
For 16 - 17 year old Allocated as follows;
£949.98 upon receipt of signed paperwork confirming the CJS employee has started employment.
£133.97 for every week the CJS employee is employed. Paid on a regular monthly basis.
This equates to £158.33 per week for up to 39 weeks of CJS employment
The following form must be completed by employers who want to create a CJS job. To ensure
that all required information is provided, organizations must read the Employer Registration
Guidance Notes prior to completing this form. The information provided will be used by SCVO
and the SSEC as part of the assessment process to decide on what jobs will be funded.
