Policy, Performance and Communications Statistics Unit FIRE AUTHORITY QUARTERLY STATISTICAL UPDATE April to June 2009 Published 28th August 2009 Issue No: 1 – 28th August 2009 INTRODUCTION OF THE INCIDENT REPORTING SYSTEM The compilation of this quarterly report marks a significant change in how incident data has been collected and recorded throughout South Wales. On the 1st April 2009 South Wales Fire and Rescue Service launched the Incident Recording System (IRS) which captures incident data on all Fires, Special Services and False Alarms attended by the service. The system was developed by the Department of Communities and Local Government (DCLG) in partnership with the 59 Fire and Rescue Authorities in the UK. It provides the means of collecting, validating and transmitting data to/from DCLG on all incidents attended. The IRS will enable data to be collected electronically and verified at source, improving on the timeliness and accuracy of the previous manual collection methods. It should deliver substantial efficiencies at all stages from recording, through validation, to outputs. The electronic recording and storing process will provide improved data for Integrated Risk Management Plans and collation of Strategic and Core Indicators. The system will also supply the future data requirements of the Fire Service Emergency Cover model (FSEC), Neighbourhood Statistics and will underpin future research and development work. The implementation was successful within South Wales but work continues to embed and improve the collection and quality checking processes. We have confidence in the figures reported for the 1st Quarter but it is possible that final incident numbers could experience amendments as a small number of outstanding queries are resolved. Any changes would be minor in number and would not affect the general trends identified in this report. Additionally, there are some early indications that the data collected for certain indicators may be showing a step-change over previous reporting periods. As an example, this appears to be the case with the recording of injuries which show a distinct step rise from previous quarter. We do not believe this to be a sudden increase in physical injury on the fire ground, rather an increase driven by current guidance and the processes utilised to record them within IRS. E.g. it is clear under IRS guidance that where oxygen is provided this is an injury and should be recorded as such; however, in the past this was not always the case. Objects were thrown at crews and their appliances in four of these incidents. Seven incidents occurred in the same period of 2008, four of which involved objects thrown at crews and appliances. A positive pressure ventilation fan and a thermal image camera were also used. 4th April 2009 07:32 Residential Home, Cyncoed Road, Cardiff Fire crews from Roath and Ely were called to a road traffic collision involving a motor vehicle. 1 male casualty was extricated using hydraulic cutting equipment and taken to hospital by ambulance with suspected spinal injuries. 4th April 2009 23:31 Waste Paper Plant, Pantglas Industrial Estate, Bedwas Fire crews from Caerphilly, Whitchurch, Cefn Forest, Abercarn and Pontypridd were called to a deliberate fire in Bedwas where approximately 400 tonnes of mixed paper and plastic were destroyed. 2 ground monitors were used at the scene. 5th April 2009 09:55 A40 Crickhowell to Glangrwyney, Abergavenny Fire crews from Ebbw Vale and Abergavenny were called to road traffic collision involving a motor vehicle and a motor bike. Sadly 1 casualty was confirmed as deceased. Fire crews stabilised the scene using stabfast equipment. Crews from Abergavenny stayed at the scene to assist the Police. 5th April 2009 14:03 Farm, Bettws Lane, Bettws, Newport Fire crews from Malpas were called to rescue a Jack Russel dog from the river bank. 1 triple extension general purpose line and a multi mat were used. 9th April 2009 19:44 Farm, Tondu, Brynmenyn Fire crews from Bridgend and Barry were called to an incident in which a female had fallen approximately 20 – 25 feet down the mountainside from a rope swing. The casualty had suspected spinal injuries and crews assisted paramedics in removing the casualty. Short extension ladders, general purpose lines and small gear was used. 5 10th April 2009 01:53 Hotel, Treforest, Pontypridd Fire crews from Pontypridd were called to an incident involving an inebriated person who had jumped from a bridge onto the grass by a railway embankment. 1 long board, 1 stiff neck collar and 1 resuscitator were used. 10th April 2009 16:31 George Street Bridge, Pill, Newport Fire crews from Malpas, Maindee, Duffryn and Ebbw Vale were called to an incident involving a male who had jumped from a bridge into the river Usk. The fatality was removed from the water by the brigade boat and was transported to Uskmouth. The fatality was then handed over to the ambulance crews. 12th April 2009 19:11 Bwlch Mountain, Cwmparc, Treorchy Fire crews from Treorchy and Tonypandy were called to an incident in which 5 hectares of grassland were destroyed by fire. Fire beaters and argocats were used at the scene. 14th April 2009 19:33 Llanvihangel Tor y Mynydd, Devauden Fire crews from Chepstow and Malpas were called to an incident in which a horse was trapped in a ditch full of water. Animal rescue equipment and small tools were used to release the horse. Crews were detained for approximately 15 minutes at the incident making up equipment. 23rd April 2009 16:49 Rhigos Mountain, Treherbert Fire crews from Treorchy, Tonypandy, Whitchurch and Cowbridge were called to a fire on the Rhigos mountain. Approximately 12 hectares of steep mountainside were damaged by fire. 2 Hose reel jets, beaters and an argocat were used to tackle the fire. 29th April 2009 18:11 Grand Avenue, Ely, Cardiff Fire crews from Ely were called to a road traffic collision involving a cyclist who was knocked off their bike by a motor vehicle. Sadly the cyclist was later confirmed as a fatality. Fire crews assisted the Police in washing body fluids away from the scene. 6 30th April 2009 17:09 Market, St Mary Street, Cardiff Fire crews from Central were called to rescue a seagull that was trapped on a ledge, 10 metres above ground in Cardiff market. The seagull was rescued using a hydraulic platform and was transported back to Central station to await the RSPCA. 13th May 2009 14:23 Cricket Club, Maesycoed, Pontypridd Fire crews from Pontypridd and Porth were called to an incident involving a suspected male fatality who was in the river near Pontypridd. Crews were on standby but no action was required. 17th May 2009 10:07 Housing Association, Newport Rd, Cardiff Fire crews from Roath and Central were called to a deliberate fire at a ground floor flat. A female in her early twenties was forcibly rescued from the building. A hose reel jet and 1 covering jet were used. 7 crew wearing breathing apparatus were used in the rescue and to check the building. One of the fire fighters was assaulted by the female. 20th May 2009 16:01 The Rock, A465 Westbound, Gilwern Fire crews from Blaina, Ebbw Vale, Brynmawr and Abergavenny were called to a road traffic collision involving a light goods vehicle and a motor vehicle. A male fatality was confirmed at the scene. Crews moved apart the vehicles using hydraulic rescue equipment and extricated the body. 30th May 2009 22:12 Mary Ann Street, Cardiff Fire crews from Central were called to an incident to assist Police after a person had committed suicide by jumping from a six storey building. Crews assisted Police in removing the body and washed down the area. 17th June 2009 00:53 Grangetown Station, Penarth Road, Cardiff Fire crews from Roath, Central, Ely and Malpas were called to an incident in which a person was trapped under a train 150 metres from Grangetown station. No action was required however crews remained at scene on standby. 7 Analysis of Incidents for April - June 2009 In total, the organisation dealt with 6375 incidents, a decrease of 159 (2.4%) on the same quarter in 2008. Throughout the organisation, significant increases of a particular type when compared with the corresponding period of the previous year were: SSC – Non RTC +75 FAGI + 78 (+9.2%) SSC RTC +18 SECONDARY FIRES + 114 (+4.9%) (15.2%) (+5.1%) At the same time there was a decrease in the following incident types: FAM -66 (-31.3%) AFA - 328 (-23.5%) PRIMARY FIRES - 49 (-5.4%) CHIMNEY FIRES -1 (-5.0%) Detailed analyses of trends and this quarter's incidents follow. This has caused the percentage of accidental dwelling fires where detectors raised the alarm to decrease from 42.1% to 28.7%. This has been recognised as a significant change from previous years which has been confirmed but is still subject to further investigation. The largest increases in Secondary Fires occurred in Newport, Blaenau Gwent and Torfaen where incidents increased by 46 (21.2%), 40 (19.0%) and 29 (19.0%) respectively. Non-RTC related calls increased by 75 (+15.2%) and RTC calls increased by 18 (5.1%). The trend line reflects the steady increase in the numbers of SSC incidents since 2004/05. In percentage terms the unitary authorities experiencing the greatest decrease in 2009 compared to the same quarter of the previous year were Blaenau Gwent 8 (-19.5%) and Merthyr 4 (-9.8%). The greatest falls took place in The Vale of Glamorgan and Blaenau Gwent where Automatic Fire Alarms were reduced by 56 (-49.1%) and 20 (-40.8%) respectively. The only increase of 26 (+15.6%) occurred in Rhondda Cynon Taff. A new AFA recall Policy has been introduced where control staff attempt to confirm the cause of alarm prior to allocating resources. The trend line remains quite flat. The numbers rose by 78 (9.2%) compared to the similar quarter in 2008/09. The largest increases occurred in Merthyr 23 incidents (+63.9%) and Bridgend 27 incidents (+39.7%). There are many on going initiatives targeting malicious calls which are clearly having an impact. 145 calls in the first quarter of 2009/10 showed a reduction of 66 incidents (-31.3%) compared to the same period last year. The greatest decreases occurred in The Vale of Glamorgan and Monmouthshire where numbers of incidents fell by 19 (-90.5%) and 7 (-87.5%) respectively. The greatest increase occurred in Torfaen where there was an increase of 5 (+41.7%) 18 All False Alarm Calls: April to June since 2004 It may be informative to consider, alongside False Alarm Malicious calls the number of calls made to the Service that were successfully challenged and can be regarded as attempts to create a malicious false alarm. The number of calls challenged is lower for the first quarter of 2009/10 than in previous years since 2004/05. The total numbers of False Alarm Good Intent calls, False Alarm Malicious calls and Challenged calls have fallen in the first quarter of 2009/10 compared to similar months in previous years. 19 False Alarm Malicious, Abandoned and Successfully Challenged Calls: April to June since 2004 No performance indicators measure the total number of calls received that are malicious in nature. Although not all abandoned or successfully challenged calls fall into this category, the vast majority is believed to do so and this represents a considerable use of the Service's resources. The trend shows False Alarm Malicious and Suspect calls reducing slightly. 20 Other Calls: April to June 2004 - 2009 The Service receives a number of calls that do not require crews to be mobilised. Many of these can be classified as No Action or Redirected. A Redirected call is a call that is redirected to other emergency services e.g. Police, RSPCA. A No Action call is where no action is taken by the Fire Service after the call has been established. Abandoned calls fell compared to the first quarter of last year, while Redirected and No Action calls increased. Abandoned calls are showing a slight downward trend, Redirected calls are fairly flat while No Action calls are showing a significant upward trend.
