WEYMOUTH PLANNING BOARD McCulloch Building, Whipple Center, 182 Green Street August 17, 2010 Minutes PRESENT: Walter Flynn, Chairman Dave Chandler Paul Hurley NOT PRESENT: Sandra Williams, Vice Chairman Mary Akoury, Clerk ALSO PRESENT: Rod Fuqua, Principal Planner/Dept. Planning & Community Development Mike Doyle, Recreation Department Chairman Flynn called the August 17, 2010 meeting of the Planning Board to order at 6:00PM and noted that Ms. Akoury and Ms. Williams would not be present. Reorganization Chairman Flynn asked Mr. Fuqua to hold the meeting so that the committee members could vote on committee positions. Mr. Chandler made a MOTION to VOTE IN FAVOR OF KEEPING ALL OFFICIERS IN THE SAME POSITIONS. Mr. Hurley SECONDED the MOTION. Ms. Akoury, Clerk Ms. Williams, Vice Chairman Mr. Flynn, Chairman It was UNANIMOUSLY VOTED. Permit Extension Mr. Fuqua stated that he cannot think of any subdivision that the permit extension will affect. Form A on 370 Columbian Street Mr. Fuqua stated that a Form A has been submitted to the Planning Board on 370 Columbian Street requesting 2,500 sq. ft. of land in the back to be added to the land in the front. Mr. Hurley made a MOTION to APPROVE the Form A. Mr. Chandler SECONDED the MOTION. It was UNANIMOUSLY VOTED. Norma Avenue Mr. Fuqua stated that the project has come back before the Planning Board on Norma Avenue with Ken Ryder. Mr. Ryder has gone out and looked at the second house and the front of the house is on Healy Road. Mr. Ryder is before the Planning Board for a variance on the upland. Mr. Ryder wants to eliminate the cul-de-sac, come off the drive way and off of Healy Road. Mr. Fuqua stated that the DPW is involved and are asking for two (2) lengths of pipe to be put in, of Planning Board – August 17, 2010 course after Board of Appeals and Conservation Commission decisions. No action is required by Planning Board. Open Space Plan - Site Inspection Committee members went on a site visit to several open space and recreation facilities. The purpose was to get a sense of what the fields looked like as a prelude to preparing the Open Space Plan. Chairman Flynn questioned if there are sufficient tennis courts/nets in the town. Mr. Chandler stated that as a kid he used to play with chain link nets. Mr. Doyle stated that a permit is $20 for a youth group to use a field. Members asked if anyone knew if the athletic fields at South Field will be private or not? Chairman Flynn stated that most of the parks are missing play structures. Brad Hawes Soccer field, baseball diamond, basket ball court, tennis court, and play structure. CPC purchased additional property behind the backdrop; behind wooded area with the intent to expand the play area. Currently no plan for the purchased parcel; purchase intent was for recreation, not open space. Senate Bill 90 was favorably voted out. The language would allow monies to be spent on CPC properties. Ralph Talbot School & Soccer Field Soccer field and baseball diamond. Weymouth Soccer Club and Weymouth High School use this soccer field. The Soccer Club moved off of this field this year. Chairman Flynn stated that if the field is not used that much it could be time for improvement/renovations on this field. Stella Terrill Park Babe Ruth league plays here; one big diamond. Fulton School / Negus Park Jim Jillian, from one of the baseball leagues, takes care of this field/park. Two (2) ball fields, little league size; South Weymouth baseball put them in. One is called Wood Field the other is called Starkey Field. Gifford Park (on Thicket Street) One Ball field; farm league size. 2 Planning Board – August 17, 2010 Weston Park This park has potential to add tennis courts. Has one baseball diamond, one basketball court. Only problem is that the older kids hang all night at the basket ball courts and the parking lot. House Rock Park Small basketball court, swings, lots of land (and ledge). This park would need to be cleared in order to add anything to the park. No parking. Central / Reily Field 2 baseball fields; East Weymouth Little league takes care of these fields. Lots of soccer fields; many different teams use these fields. Lake Street Beach, parking is an issue. Beach is closed because of swimmers itch. Chairman Flynn stated that if the water could be cleaned the beach could be used more. Humphrey One Soccer Field and softball diamond. Weymouth Girls Soccer uses the field until 5:30 every Saturday. Adult softball ever night at this softball diamond. Pingree School Skate park, basketball court (smaller than regulation), 2 softball fields, big diamond baseball, Herring Run, play structure. Chairman Flynn suggested that the whole field could be reorganized and fit in more fields. Mr. Doyle agreed. Soccer and Lacrosse are also played on these fields. Legion Field Bids have gone out for the wall. Webb Park - Summit Baseball field, tennis court, basket ball court and play structure. Wessagusset School Municipal Lot - the Recreation Department wants to convert this lot to basketball courts with lights on timers. O'Sullivan Playground @ Wessagusset 3 baseball fields, street hockey court and two tennis courts. Julia Road Ball field, play structure, nature center and basket ball court. Mr. Chandler asked how the refurbishment of Julia Road paid for was. Mr. Fuqua stated that it was paid for by the prior administration (Mayor Madden). 3 Planning Board – August 17, 2010 McCulloch School Soccer practice and ultimate Frisbee are played there. ADJOURNMENT At 8:00PM, there being no further business, a MOTION was made by Mr. Hurley to ADJOURN and was SECONDED by Mr. Chandler. It was UNANIMOUSLY VOTED.
