Rules 1.1 The tournament shall be conducted in accordance with the Official Basketball Rules of the International Basketball Federation (FIBA, http://www.fiba.com), FIBA 3X3 and/or the Basketball Association of Singapore (BAS, http://www.bas.org.sg), and any tournament rules and regulations as stipulated by the Organisers wherever applicable. 2. Event Venue & Schedule 3.1 Matches will be held at Jurong West Sports Hall on 19th November and 20th November 2016 Date Sat, 19 November Sun, 20 November Timing 9am to 10pm 9am to 10pm 4. Format of play 4.1 The list of categories shall be as follows: Competition Stage Preliminary & 3X3 Preliminary & Finals S/No Category 1 Open 5V5 2 U17 5V5 3 U14 5V5 4 U11 3X3 Note: Entries will be accepted on a `first come first served basis’. 4.2 A minimum of four (4) registered teams are required in order for that particular category to proceed with the competition. 4.3 The competition will be conducted in the following methods. Group League in Preliminary Round Knock-out in subsequent rounds Updates as of 6 Oct 2016 4.4 Only the registered team manager, assistant team manager, coach and players are permitted to sit on the bench during the match. 4.5 All matches will be officiated by BAS registered referees. 4.6 The Court Manager will act as the final on-site authority for interpretation of applicable tournament rules and regulations, and for all matters arising that require immediate resolution. 4.7 Mode of Competition The match shall consist of two (2) periods of twelve (12) minutes each for 5V5 There shall be intervals of play of One (1) minutes between the first and second period. If the score is tied at the end of playing time for the second period, the match shall continue with as many extra periods of five (5) minutes as is necessary to break the tie. For 3X3, each match will last for 7mins, without shotclock unless interfered by referee. 4.8 There will be strictly no refund of registration fees unless the competition is cancelled by the Organizing Committee. 4.9 The Organizing Committee reserves the right to cancel the competition if there is a short of entries. If the competition is cancelled due to a lack of entries, registration fees will be refunded. 4.10 The Organizing Committee reserves the right to amend the rules and regulations of the competition at any time without prior notification. Any other rules that are not covered by the Rules and Regulations will be decided by the Organizing Committee, whose decision will be final. 5. Prize and Medals 5.1 Only medals will be awarded to the top 3 winners of 3X3 category. 5.2 Medals and prizes will be awarded to the top 3 winners (teams) of each 5V5 category. 5.3 The Champion team for each category will receive a team trophy. 6. Registration Eligibility 6.1 All participants shall be Singapore Citizens, Singapore Permanent Residents (PRs) and foreigners residing in Singapore. Updates as of 6 Oct 2016 6.2 Registration of Star Player (National players and Professional players), if any, is up to two in a team. 6.3 Teams must register a minimum of 8 and up to a maximum of 12 players for 5V5. 6.4 Teams must register a minimum of 3 and up to a maximum of 4 players for 3X3. 7. Walkover 7.1 A match may not start if either team consists of fewer than five and three players respectively. A team shall concede a walkover if they fail to register and be present at the scheduled time of play. 8. Disqualification 8.1 Individual or team may be disqualified in the event of fielding ineligible participant(s) or unruly conduct of participant 8.2 The Organisers reserve the right to disqualify team(s)/participant(s) at their discretion and take further disciplinary action that could be in the form of a fine and/or term ban in Singapore National Games forever. 9. Reporting 9.1 Participant(s) must bring along and produce either his/her valid Singapore pink or blue identity card, valid passport, student pass with NRIC number or driving license for verification at every match. Failing which, he/she may not be allowed to compete in the match. 9.2 Participant(s) who are non-Singapore Citizens residing in Singapore must bring along their valid passes 9.3 Team managers, assistant team managers and coaches of the team shall undertake to submit their players’ identifications and team line-up sheet to the presiding Tournament Official 15 minutes before the scheduled time of play. 10. Equipment and Attire 10.1 The jersey number shall be one-digit or two-digits from 0 to 99. 10.2 Bibs will be provided for teams without appropriate jersey. 10.3 The Organisers shall decide the tournament equipment (i.e. basketball, scoreboard) to be used for this tournament. 10.4 Team Managers, Assistant Team Managers and Coaches must be appropriately attired for the matches. Updates as of 6 Oct 2016 11. Tournament Jurisdiction 11.1 The Organisers reserve the right to interpret or amend the rules and regulations of the tournament at any time. All participants are advised to visit the tournament website for any notices or updates to draws or fixtures. 11.2 In the event of any dispute arising over any participant, the match shall be played under protest and the Organisers shall determine the matter on receipt of the protest. 11.3 While reasonable precautions will be taken, the Organisers, their servants and agents will not be responsible or in any way liable for any death, disability, personal injury, loss of property or any other loss howsoever arising from any cause whatsoever at any time during the course of this tournament. 12.
