About this document
The Self-Certification Declaration is the fifth stage of the self-certification Market Entry Assurance (MEA)
process. It follows on from completion of Market & Interface Training, and should be submitted
alongside the Security Return and following completion of an Applicant’s readiness activities to enter
the market.
The document referred to as Self-Certification in CSD0001 is here referred to as the Self-Certification
Declaration, to avoid confusion with the Self-Certification MEA route.
The Self-Certification Declaration enables Applicants to certify their own readiness to participate in the
market where the market risks of the participant’s systems and processes are low.
The Self-Certification Declaration should provide assurance that the capability outlined in the Applicant
Information Return (AIR) has been put in place and that it will enable the Applicant to meet their market
requirements. In providing this assurance, Applicants should consider in scope anything the Applicant
needs to do to operate effectively in the market, including all bilateral transactions.
Applicants should consider what level and nature of assurance is most appropriate to provide the
signatories with the confidence they need in order to provide the required assurances.
Applicants are required to carry out appropriate assurance and include a third party assurance report to
support their submission. The third party report should provide assurance on the approach the
Applicant has taken towards satisfying itself that it can meet its obligations and in such completing the
Self-Certification Declaration, or can provide assurance that the obligations have been met. Note that
assurance on any programme activities or readiness plan is not suitable, and will not be considered as
supporting evidence.
Suitable third parties should be independent of an Applicant’s Market Entry process and have sufficient
knowledge and experience to be qualified to provide assurance.
MOSL will assess the Self-Certification Declaration and Security Return based on the following criteria:

Decision: Does the self-certification declaration and security return include the required
information?
Criteria 1: Has the Applicant completed and signed the self-certification declaration and security
return with all of the information required to an appropriate level of detail?
Does the Applicant consider itself able to meet all its obligations?
Criteria 2: Is a third party assurance report included on the approach to assurance the Applicant has
taken, or a suitable alternative?
Does the report support the Applicant’s assurance approach?

Confidentiality
Any information provided through this Self-Certification Declaration will be held securely and will only
be used for the purposes defined in this request. MOSL will fully respect any level of confidentiality
marking attached to your information and in so doing will comply fully with the provisions of the Data
Protection Act 1998.
Completing the Self-Certification Declaration
Where relevant assurances or evidence have been gathered as part of another assurance process MOSL
sees no issue with Applicants using this assurance again, assuming it remains current.
If an assurance statement is not applicable to an Applicant, for example it is not intending to operate
accreditation schemes, the Applicant can mark the statement as not applicable. In such cases, it does
not need to provide assurance on that statement.
In signing this form, Applicants are confirming that they have completed this form accurately and
completely, providing any supporting documentation as MOSL may reasonably require in order to
validate such information.
It is up to companies to decide who the appropriate person to sign this form is, but it should be
someone with the authority to act on behalf of the company.

Applicants are required to assure themselves that the business model, systems and processes they have
implemented/are implementing will enable them to meet all the requirements of the market.
Applicants should use the following as an initial checklist of Market, Business and Operational capability
requirements as outlined in the relevant market document, on the understanding that it is a nonexhaustive list.

Handle registration of supply points, including New Supply Points, updating the Supply Point
Register, Error Rectification and Disconnection
Deliver obligations on the provision and maintenance of data items
Deliver meter reading obligations, including on installation/removal of a meter, transfer of a
customer and on a cyclic basis
Produce and maintain Wholesale Tariff Data [Wholesale only]
Manage settlement arrangements and testing
Deliver performance standards and monitoring
Ensure effective maintenance of compatible systems, including security arrangements
Implement business continuity and disaster recovery plans
Implement suitable issues resolution and disputes procedures
Business Terms Requirements
The below named Applicant has the capability (as applicable) to:









Fulfil Guaranteed Service Standards and Drought Order Payment requirements;
Deliver required access to premises and to meters;
Deliver metering requirements, including regarding physical standards, retailer equipment on
meters and in response to inaccuracy and tampering;
Comply with relevant warranties and laws, including the Bribery Act, indemnity and liability
arrangements, Confidentiality and Data Protection;
Provide relevant information for the calculation of charges and to enact billing and payment
terms;
Understand and can deliver Default and Termination conditions;
Manage disputes, including Trading Disputes, MO Disputes and Non-Trading Disputes;
Deliver/receive metering activity and connection activity by the Contracting Retailer; and
Deliver/receive trade effluent sampling and analytical activity by the Contracting Retailer.

Operational Terms Requirements


Operational processes have been designed to be transparent and not discriminate between
Retailers [Wholesale only]; and
Wholesalers and Retailers should co-operate and communicate with each other clearly and
effectively in order to facilitate the orderly functioning of the Competitive Market.
The below named Applicant has the capability (as applicable) to:






Co-operate and communicate with other Trading Parties, including the ability to send and
receive notifications and maintain 24 hour on-call arrangements;
Deliver minimum levels of service timescales and monitor performance accordingly;
Operate accreditation schemes and/or understand the operational steps and timescales that
apply;
Submit and receive information through defined forms;
Publish, select from and consider the functionality of a list of meter models; and
Maintain a list of Sensitive Customers and areas covered by Public Health Related Site Specific
Arrangements on the Central Systems.
The below named Applicant has the capability (as applicable) to effectively operate the following
processes:









Submit and manage new connection pre-application enquiries, applications, approvals and the
making of new connections;
Submit and manage requests for meter, private meter and cross border meter, installation,
accuracy testing, fault and repair and change of meters, in addition to retailer requests for nonmarket meter reads;
Request, confirm and verify supply arrangements, including meters, gap sites supply points or
service components;
Manage long-term planning, short-term planning and reactive activities, providing appropriate
communications regarding interruption, or change, to supply to retailers and end customers;
Manage unplanned changes to Water Services and/or Sewerage Services, developing and
implementing appropriate plans, including for emergencies, potential drinking water quality
incidents, pollution incidents and droughts;
Identify Sensitive Customers and implement and maintain site specific arrangements
accordingly;
Interactions between parties in relation to visits for monitoring or investigation, or following an
enquiry or complaint from a Non-Household Customer;
Application and modification of Trade Effluent consents, monitoring Trade Effluent Discharges
or the discontinuation or termination of Trade Effluent Consents;
Application for and processing of allowances or volumetric adjustments, contribution offers,
review of charges in respect of an assessed supply point or for a gap site or vacant premises
incentive payment; and

Submit and manage requests for temporary or permanent disconnections and any subsequent
reconnection, including associated powers of entry.
