Fraternity and Sorority Expansion
Policies and Procedures
I.
The Center for Student Development and Campus Activities seeks to
have representation from each of the following national
organizations:






The National Panhellenic Conference (NPC)
The Interfraternity Council (IFC)
The National Pan-Hellenic Council, Incorporated (NPHC)
The National Multicultural Greek Council (NMGC)
The National Association of Latino Fraternal Organizations (NALFO)
SDACA Extension Process:
A. The Greek Council and Greek Advisor will analyze campus statistics and
assess needs for Greek expansion. The assessment report will be sent to
the national organization at least 2 weeks prior to the campus vote.
- NPC sororities will discuss the idea of expansion and then, the organizations
on campus would decide whether or not to vote to start an exploratory
committee (which would develop the assessment report).
-If the exploratory committee vote passes by 2/3 or unanimous, 1 member from
each sorority, along with their alumni advisors and Greek Advisor will join to
conduct the needs assessment.
The report will include:
1. Enrollment Statistics (Past five years)
 Number of full-time students at college/university
 Number of full-time female students at college/university
 Male: female student ratio
2. Recruitment Statistics (Past five years)
 Number of women registered for formal recruitment
 Number of women pledged during formal recruitment

Number of women not placed during formal recruitment
Number of women pledging during Continuous Open Bidding
Quota
3. Chapter Membership Statistics (Past five years)
 Total
 Number of chapters at total (By closing of school year)
 Average chapter size
4. Housing Statistics (If applicable)
 Average chapter house capacity
 Average chapter house occupancy over five-year period
 Campus housing and property options for the new group(s)
5. Growth Analysis
 Chapter history of NPC groups on campus
 Date of last NPC group added to campus
 Date of last NPC group to close on campus
6. Questions to be Addressed:
 Is the system unable to accommodate women wanting affiliation?
 Has total been adjusted to make current chapters larger to accommodate
these women?
 Are chapter sizes manageable and chapter houses full to capacity (where
applicable)?
 How will the addition of another NPC group enhance the College
Panhellenic community?
 If extension is approved, how will the College Panhellenic proceed with
the extension process?
 If extension is approved, what type of timetable is the College
Panhellenic anticipating with the colonization of a new group?
 If extension is approved, how will the College Panhellenic support the
needs of any struggling groups?
 If extension is approved, how will the College Panhellenic support the
needs of the new group?
B. Discussion and Voting Process
1. The data that is collected will be shared at Greek town hall meetings.
2. The need for expansion will be discussed during Greek Council
meetings and if the motion is made to approve extension, the date for the

vote on extension will be scheduled two weeks from the date of the
motion.
3. The vote will be specified in the meeting minutes and note the outcomeone vote per each member group.
-For NPC organizations, the extension committee consists of a different
member from each sorority, the faculty advisors and administration.
4. The vote required in order to pass for extension is 2/3 majority or
unanimous.
C. Approval of Associate Vice President and Dean of Students
1. The assessment report and the meeting minutes will be sent to the
Associate Vice President and Dean of Students.
2. If the Associate Vice President and Dean of Students approves the
extension, he/she will submit a letter of approval to invite inter/national
fraternities and sororities on campus to the respective national
organization.
3. In addition to the letter, the minutes of the Greek Council meeting (or the
NPC Expansion Committee meeting) with the clearly stated motion to
open the campus for extension and the results of the vote must be sent
to the Expansion Representative at the National Organization.
D. Inviting Organizations
1. Selected groups can be contacted individually.
2. The Extension Representative at the National Organization can notify all
members, pending the vote on who to invite to campus by Greek Council
(or the NPC Extension Committee)
E. Prospective Inter/National Organization Extension Application Process:
Organizations will submit the following materials:
1. Pace University & Alumni Information

a. Total number of alumni in the tri-state area
b. Statement of interest and support of the alumni in establishing the
chapter at Pace University- NYC
c. A list of specific alumni who are interested in working with the
chapter in an advisory capacity
d. Nearest alumni club/organization/graduate chapter
e. If a group is returning to campus, describe the following:
i. Reasons why the chapter became inactive on campus and when
ii. How the issue(s) involved have been addressed
iii. How the group has cleared any debts or circumstances still
incomplete from when previously on campus( if applicable)
2. Inter/national Headquarters Values, Policies and Publications
a. A description of the organizational values and founding principles
b. A summary of the organizational structure at the chapter and
inter/national levels
c. Constitution (inter/national)
d. Minimal expectations of colony for existence and chartering
e. Alcohol and substance abuse policy and program
f. Scholarship policies and programs
g. Inter/national magazine and publication
3. Chapter Development
a. Please provide the following for 3 specific time periods: during
colonization, for the first two years after chartering, and in five to
ten years:
i. Membership Goals (numbers and GPA)
ii. Community Interaction and Service Projects
iii. Campus Involvement
iv. Programming Initiatives (educational, cultural and faculty)
v. Chapter and Alumni board finances
vi. Fundraising Efforts
vii. Impact on Greek Life and the Pace community as a whole

a. Hazing Policy

d. Total number of colonization anticipated in the next calendar year
and where
e. The number of chapters closed and/or suspended during the last
three (3) academic years; including where, when and why

Average size of chapters on campuses similar to Pace University
Leadership development and officer transition programs
6. Additional lnformation
a. A copy of the organization's insurance certificate (minimum of $1,000,000
coverage)
b. Letter of intent from the inter/national Headquarters Expansion
Chairperson
c. A list of all interested Pace Students including Name, Class Status, GPA and
U#
7. All items listed in Section II, D. should be submitted in the same outline format to the
Greek Advisor via e-mail. In addition, 5 hard copies should be submitted to the Greek
Advisor at the Center for Student Development and Campus Activities, 41 Park Row,
8th Floor, NY, NY 10038.
8. Organizations will be selected to present a 30-minute presentation at the

Extension Committee Meeting.
F. Extension Committee
1. The Extension Committee other than the NPC Extension Committee
consists of the President of Greek Council, the Greek Advisor, the
Graduate Assistant of Campus Activities and the Director of Student
Development and Campus Activities.
2. Together, they will review submitted materials and presentations by
prospective organizations and confirm that they meet standards for
thriving on campus and SDACA compliance requirements.
 Organizations under NPHC must be in conformity with the NPHC
Constitution and Bylaws and the NPHC Mission Statement.
 Organizations under NPHC must have been in existence for at
least 15 years and shall have been incorporated in the United
States.
3. The committee will make recommendation to Greek Council (or the NPC
Extension Committee) on which organizations to invite to colonize on
campus.
4. Greek Council will vote on which groups to invite to campus per the
recommendation of the Extension committee. The NPC Extension
Committee would vote on which groups to invite to campus.
III.
Timeline and Expectations once the organization has been approved
for expansion:
A. First Semester:
1. New Member Education Class (please note the organization must abide by
the policies and procedures regarding Pace University- NYC New Member
Education)
2. Minimum chapter GPA should be 2.5 or above
3. Must attend all Greek Council meetings and events. The organization
will not have a vote but attendance is required.

4. 1 Community Service, and 1 Philanthropy Event is required per semester
5. Access to a common hour space to host informational sessions and
meetings
6. Submit their chapter Pace By-laws by the date set by SDACA for
organizational compliance
B. Second Semester:
1. Must attend all Greek Council meetings and events. The organization
will not have a vote but attendance is required.
2. If the group doesn't meet the minimum 8 membership requirement
during their first semester, they will need to have a New Membership
Education class.
3. Minimum chapter cumulative GPA should be 2.5 or above
4. If group meets minimum of 8 membership requirement, then they will
be eligible for full membership recognition at the Greek Council. Once
they are recognized by Greek Council, they will have the ability to vote at
Greek Council as well as request a start-up events budget through the
Student Government Association’s Budget Allocation Council. All events
funded through this process must be open to the entire Pace
Community.
5. If by the end of the second semester, the group doesn't meet the
minimum membership requirement of 8 members, then the group can
request a probationary period of a maximum of one year.During this
probationary period, the group is expected to recruit members and
meet the minimum requirement of 8 members for full recognition. If this
requirement is not met after the end of the probationary period, Pace

University reserves the right to end the relationship with the
organization.
IV.
NPHC Charter Process
A. Inform the Executive Director of your intentions; he/she will record the necessary
information on the charter/reactivation form and submit to national headquarters.
B. Submit proposed council bylaws, policies and procedures, council structure, a
list of officers (include organization affiliation), advisors (if applicable), as well
as projects and goals for the immediate future to Executive Director for
review.
C. Acquire the Executive Director’s approval to proceed.
D. Submit application and fees (undergraduate/alumni council dues + $100
application fee), along with Remittance of Funds form to NPHC Headquarters.
E. Acquire approval from headquarters, in the form of receipted monies and/or
personal contact via phone or email, to move forward with the process.
F. Set up date for Chartering Ceremony with the Executive Director; he or she
will inform you of the necessary preparations.
G. Charter will be sent to presiding officer (Executive Director or their designee)
for Chartering Ceremony.
H. Please keep copies of all documents sent to the National office for your records.
V.
NPC Unanimous Agreements
All chapters under NPC must abide by the Unanimous Agreements and must meet
the Minimum Expectations provided by NPC.
VI.
SDACA Policy on Greek Member Recruitment:
Inter/national fraternity and sorority headquarters or members may not initiate
Pace University students without the consent of the Greek Advisor. In order to
ensure the safety and well-being of our students, Pace University does not
permit students of the University to be initiated or to join any Greek organization
that is not established and recognized by the Center for Student Development and

Campus Activities. This policy is in place to ensure that all Greek organizations on
campus are approved and following all standards and expectations of the
University. Failure to follow this basic rule will result in a moratorium on the
group's eligibility to expand for a time to be determined by the Greek Advisor that
will be no less than two years.
