Offerors are required to acknowledge receipt and acceptance of this Amendment/Addendum in the space provided in SECTION E: SIGNATURE OF FIRM'S AUTHORIZED REPRESENTATIVE. Questions / Clarifications as follows: CLARIFICATION #1: Part 1 – Project Information, “Project Summary and Scope of Work” is clarified as follows. PARTS A, B and C of the original Step 2 document were intended to provide background information for this project from which a scope of work would emerge. The Project Scope of Work includes: Area Wide Integrated Controls System o PART A, section D. Integrated System Goals, pages 7–9. The first paragraph of this section lays the foundation for the scope of this project. o PART A, section D. Integrated System Goals, Integrated System Point Count and Licensing, pages 9-10, Paragraphs 1, 2, and Figure 1. The estimated 106,990 point count in Figure 1 is to be used for OPC sizing and is referenced throughout this project. The paragraph located directly following Figure 1 on page 10 is for background information only. HVAC DDC Control Systems Integration o Nineteen (19) existing DDC control systems are to be integrated into the new OPC-based Area Wide Integrated Controls System. These (19) systems are classified as BACnet/IP-ready systems for integration, some of which will require minor updates to existing software and/or firmware. Page 6 of PART A, section D., Integrated System Goals, and Step 1, Exhibit G, Drawing 1 Rev. 1, provide specific information regarding building/location, classification, and manufacturer type for these (19) HVAC Control Systems. P-371, “Area Wide Integrated Controls System” Amendment/Addendum #1, STEP 2 Page 1 of 5 ************************************************************************************** QUESTION #1: Just to clarify, the Respondent is not liable for moves, adds, or changes to existing BAS installed throughout CNM’s facilities. It is our understanding that existing problems identified in existing control systems will be dealt with on a case-by-case basis and are not considered in the pricing presented in STEP 2. Can this be verified? ANSWER: Correct. ************************************************************************************ QUESTION #2: Of the 106,990 points shown on page 10 of the RFP under this scope, can CNM/WHPacific differentiate between physical (e.g. - temp/press sensor) and virtual (e.g. – setpoints/schedules) point counts? ANSWER: Differentiation is unnecessary. The point count estimate is provided for respondents to size the OPC system (e.g. Server, licensing). The contractor's proposed point count should include licensing for the fully listed point count of 106,990 plus at least an additional 20% for future expansion. ************************************************************************************ QUESTION #3: In Figure 1 on page 10 of the RFP, the point counts are shown the same as the RFQ. The total building count for the AWICS project is 48. The total count of points reflected in Figure 1 shows estimated point counts for 38 buildings. The difference between these counts is assumed to be the 10 buildings that do not currently have an operating BAS. Will CNM or WHPacific be providing bidders with an estimated point count for those 10 buildings? Or, at a bare minimum, will CNM/WHPacific provide equipment schedules and sequences to accurately estimate costs associated with installing 10 new BAS? ANSWER: There are 36 buildings. 10 of the 36 buildings do not have a DDC system (RFQ step 1, Exhibit G – drawings - graphic of CNM campuses). These 10 buildings are not to be included in the cost proposal. 28 buildings have a DDC control system. However, only 19 of the 28 DDC control systems have been identified for integration into the new OPC system and are the only systems to be included in the cost proposal. No other systems are to be upgraded in this project. CNM will address these in future projects. Refer to RFQ step 1, Exhibit G, DRAWING 1 Rev.1). ***************************************************************************************** QUESTION #4: In the 10 buildings requiring new BAS, it is assumed that the equipment consists only of unitary control; therefore, will it be acceptable that the Respondent will replace existing unitary stats only with communicating stats in order to integrate these buildings into the AWICS? If not, what baseline must bidders adhere to in order to ensure a quantifiable, measurable result of implementation at each of these 10 buildings? ANSWER: The 10 buildings are not to be included in the cost proposal. The scope of this work is not to provide building automation. ****************************************************************************** QUESTION #5: If information cannot be provided to accurately measure installation costs, will CNM allow bidders to survey the necessary buildings to acquire point counts, equipment counts, and model numbers? Are bidders allowed to visit various sites to gain more information during this process or will CNM provide baseline information for all bidders to work from? ANSWER: This is unnecessary for the proposal. The scope of work is to provide an integrated OPC front- end. The equipment types, equipment counts, network infrastructure diagrams, and floor plans P-371, “Area Wide Integrated Controls System” Amendment/Addendum #1, STEP 2 Page 2 of 5 needed to produce the front end can be estimated from information requested from CNM in the form of drawings. Once awarded, the contractor will need to visit each site to do the integration and to ensure that the graphics accurately represent the buildings and equipment. ****************************************************************************** QUESTION #6: Are Mechanical plans/specs available for each building under this scope? Where can construction and/or as-built documentation be acquired to further refine our solution to get a more accurate project cost? ANSWER: CNM will post the drawings used in the development of estimates used in this project. ****************************************************************************** QUESTION #7: In buildings with existing BAS to be replaced, will CNM/WHPacific provide as-built documentation of installed BAS to be removed for the purposes of understanding the originally designed control sequences and what equipment will need to be replaced? ANSWER: BAS replacement is not the intent of this project. The only considerations in this project for the obsolete controls is an additional 20% in the licensed points and a per point cost estimate for additional field points. ****************************************************************************** QUESTION #8: As part of the education (not training) component where the Respondent is required to assist the Technology teams with the development of a curricula-based certification and/or degree program, where are these estimated costs to be reflected in Exhibit B? ANSWER: The schedule of values provides a guideline list. Respondents can provide variations to reflect their solution to the educational component of the project. ****************************************************************************** QUESTION #9: Exhibit B references with bullet #o, under HVAC Controls Systems Upgrades, “unit pricing for hardware and software points. . .” With the vast variation in BAS-related hardware costs, is it acceptable that devices (sensors, switches, relays, etc.), materials (wiring, conduit, etc.), and installation labor will not be included in hardware point unit pricing? The cost of adding a point from an IP-Level controller to the AWICS is easily quantifiable; however, due to preferences in sequences of operation, controller spare points, sensor variance/error, and inadequate information on existing facilities and control systems, costs cannot be accurately estimated for adding new physical devices in any given building. For example, a relay added to a controller with spare points would be very inexpensive; however, adding an airflow monitoring station to run a VFD with no available spare points will be a very costly addition at the building level. In this case we would suggest to allow us to price the point not including the relay or the airflow station. These devices could be priced out later with a buying agreement or a designated discount off a price list. ANSWER: Refer to Attachments to this Amendment. ****************************************************************************** QUESTION #10: Pursuant to questions asked previously for this round, we have identified an additional series of inconsistencies that will have a potentially major impact to the costs associated with implementation of the AWICS & HVAC BAS portions of the RFP. Please reference the following sections in this Clarification Request: P-371, “Area Wide Integrated Controls System” Amendment/Addendum #1, STEP 2 Page 3 of 5 Request for Proposals, STEP 2, Part 1, Part A, Section C – “HVAC Control Systems,” page 5 of 45 Request for Proposals, STEP 2, Part 1, Part A, Section D – “Integrated System Goals,” Figure 1, page 10 of 45 Request for Qualifications, STEP 1, Exhibit G – “Existing DDC Systems Reference Sheet” Request for Proposals, STEP 2, Exhibit B: “Form of Proposal for Contractor Fee,” Acknowledgements, para 3, page 44 of 45 We have identified various inconsistencies between the (3) spec references above that will have a significant cost impact to the Acknowledgements (4th Reference, Exhibit B), as follows: Exhibit G shows (2) buildings at the Main Campus as having (2) different BAS’ installed and (3) buildings at the Montoya Campus showing what we believe is half of a building having a BAS. Section C states there are (38) existing BAS’ installed at all (7) campus locations. Exhibit G shows (26) buildings with existing controls (28 if counting 2 BAS at 2 locations on the Main Campus). Section C also states that there are (10) buildings at (3) campus locations with no existing BAS. Figure 1 shows a total of (18) buildings located at the Main Campus, (8) of which need retrofitted. Exhibit G shows a total of (15) buildings located at the Main Campus. Figure 1 shows a total of (5) buildings located at the South Valley Campus, (4) of which need retrofitted. Exhibit G shows a total of (6) buildings located at the South Valley Campus and only shows (1) as having an existing BAS. Figure 1 shows a total building count of (38) buildings. During the Pre-Bid meeting, the question was asked if Figure 1 reflects the (10) buildings currently without any BAS – to which the response was the (10) buildings were not included in Figure 1. Exhibit B states that the Offeror acknowledges that “. . .they have taken steps reasonable necessary to ascertain the nature and location of the Work, and that they have investigated and are satisfied as to the general and local conditions which can affect the Work or the cost of the Work.” ANSWER: The above are not questions. They are statements regarding the inconsistencies found by the Respondent. ****************************************************************************** QUESTION #11: In light of our assumed risk in providing firm/fixed pricing per Exhibit B, Acknowledgements, will CNM provide a table or chart that shows: Campus Name Building Name Square Footage Current BAS manufacturer and platform (if any) Integration Classification (ideal, poor, obsolete, unsupervised) Whether or not they are considered “any [facility] that [has] very serious control issues” (See Prioritization of Upgrades) Estimated physical points (sensors, relays, actuators, etc.) Estimated virtual points (alarms, trends, schedules, setpoints, etc.) P-371, “Area Wide Integrated Controls System” Amendment/Addendum #1, STEP 2 Page 4 of 5 If this information is unavailable, will the Respondent be allowed to adjust pricing beyond STEP 2 based on discovery of actual conditions and a discounted buying agreement? ANSWER: In addition to the following, refer to previously answered questions 1 – 9. Additionally, please refer to the Attachments in this amendment. a) Campus Name: Please refer to Attachments in this Amendment. b) Building Name: Please refer to Attachments in this amendment. c) Square Footage: Please refer to Question #6. Walkthroughs and additional information will be provided to the contractor once the project is awarded. d) Current BAS manufacturer and platform (if any): Please refer to RFP, Step 2, and Page 6 for “Classification” descriptions and BAS Manufacturers. Also refer to the revised Exhibit G, DRAWING 1, Rev. 1 included as Attachment 3 in this amendment. e) Integration Classification (ideal, poor, obsolete, unsupervised): Answered in Item d) above. f) Whether or not they are considered “any [facility] that [has] very serious control issues” (See Prioritization of Upgrades): Please refer to Attachments in this Amendment. g) Estimated physical points (sensors, relays, actuators, etc.): For the purposes of integration and licensing, all of the 106,990 points should be considered to be hosted from field controllers for the purposes of pricing physical point replacement. h) Estimated virtual points (alarms, trends, schedules, setpoints, etc.): For the purposes of integration and licensing, all of the 106,990 points should be considered to be hosted from field controllers for the purposes of pricing physical point replacement. i) If this information is unavailable, will the Respondent be allowed to adjust pricing beyond STEP 2 based on discovery of actual conditions and a discounted buying agreement? The respondent will be able to provide a per point estimated cost for hardware upgrades or replacement of existing points on a cost per point basis. Integration, screens, navigation menus, and all integration functions for the 106,990 points should be fully included in the initial pricing estimate. For the purposes of integration and licensing, all of the 106,990 points should be considered to be hosted from field controllers for the purposes of pricing physical point replacement. ****************************************************************************** QUESTION #12: In order to put together a formal price, it is very important to have a list of equipment per building. It is virtually impossible to base this full project based on a points list. We do not know if the point is a software or hardware point. Is the point an input or output, is it an analog or digital. Is there a list per building that will be provided for each of the following: 15 buildings that need to be integrated. What control system is currently in the building and what is the equipment being controlled at each building? 19 buildings that require complete replacement. What is the equipment being controlled at each building? 10 buildings that require complete new systems. What is the equipment being controlled at each building?
