Amendment/Addendum #1, STEP 1 to P-371 “Area Wide Integrated Controls
System”
This Amendment/Addendum becomes part of the Contract Documents.
Offerors are required to acknowledge receipt and acceptance of this
Amendment/Addendum in the space provided in SECTION E: SIGNATURE OF
FIRM'S AUTHORIZED REPRESENTATIVE.
Questions / Clarifications as follows:
QUESTION #1:
Under Part 1: General RFQ Information, Part A, Section D “Integrated System
Goals” on page 7, bullet number 10 states “Servers must be provided to host the integrated system.” Will
we be providing actual physical servers as part of our solution or will we be providing specifications to
the IT department to source the physical equipment themselves?
ANSWER: Page 7, Item 10, requires the Respondent to provide what is requested. The response to this
RFQ must reflect the Respondent’s best solution(s) and rationale to achieve CNM’s goals for this
project.

QUESTION #2: Under same section heading on page 9 “Integrated System Point Count & Licensing,”
it states that there are 106,990 total points in the project. Does this count include the additional (10)
buildings currently without controls? If not, how many points are estimated to be present in the (10) new
buildings? Will we be expected to provide budgetary information for these buildings in Step 1 of our
SOQ?
ANSWER: Part 1, page 9 “Integrated System Point Count and Licensing”, provides an estimated point
count which is inclusive of the ten (10) existing (not new) buildings. The ten existing buildings do not
currently have direct digital control systems (refer to page 5, 2nd paragraph from the top). The ten existing
buildings are also referenced in Drawing 1, “Existing DDC Systems Reference Sheet”.

QUESTION #3: On page 22 part D, #6. Is this a request for integration or for updating the controls?
ANSWER: Page 22, Section D. Item #6 and Page 11, Section I. Item #6, are not required for the Step 1
process and, therefore, are deleted.
Page 22 part D, #6., states, “6. Provide an indicative budget broken down between the following:” This is
now revised as follows:
“6. Provide an indicative budget broken down between the following for both the integrated system and
the HVAC controls upgrades:”

QUESTION #4: The Project summary and scope of work define OPC as the basis of the integration
solution. OPC is a standard typically specified in industrial automation and process controls. This is not
commonly found in commercial systems and campus integrations. Is there an existing, or future, specific
internal system or component driver that is guiding the project to be OPC? Is OPC required if the entire
scope of work can be accomplished without OPC as the specific integration solution?
ANSWER: CNM is looking for the best solution(s) to accomplish their stated goals for an Integrated
Control System using the OPC application-level protocol. Refer to Exhibit H: Original Study in
Response to Request for Expression of Interest for background information on the OPC standard for this
project.

QUESTION #5: Page 4 – Part A. Introduction.
It states that the respondent shall actively participate as a member of the project team with CNM
beginning with design concept – does this mean that the respondent is excluded from doing the actual
controls work?
ANSWER: The Respondent is not excluded from doing the actual controls work.

QUESTION #6: Page 5 – Section C – HVAC Controls
Is the respondent required to provide costing for all of the required controls for these buildings in this
first step of the SOQ process?
ANSWER: No. Section C. HVAC Control Systems is information provided to Respondents as guideline
information to use in developing their responses to Part 4: SOQ EVALUATION AND SELECTION
PROCESS.

QUESTION #7: Page 7 – item 7
The Respondent shall assist CNM in the development of curriculum – could you please elaborate on this
process and what deliverables the Respondent will be responsible for providing.

ANSWER: Step 1 Project Summary & Scope of Work, is provided as guidance for Respondents in
developing their unique approach in addressing CNM’s stated goals. This is not a Performance
Specification. The Respondent is being given background information from which they can offer their
unique approach to the stated goals of CNM. Respondents should refer to and address Part 4, page 21
Item #7 to demonstrate their ideas and project approach that would most benefit CNMs stated goals
related to education including curriculum, student involvement, classes, certifications etc.

QUESTION #8: Page 7 – item 10 thru 12
More details on the specifications on the types of network architecture, # of users, fire wall information,
accessibility parameters would be needed from CNM IT department to properly choose this equipment.
ANSWER: Page 7, Items 10 – 12 are elements to be used by Respondents, “… as guidelines for
development of their responses.” (2nd paragraph top of page 7). This is not a Performance Specification.
Respondents are to demonstrate their approach to the technical challenges of the project by way of
addressing the requirements of Step 1, Part 4, Evaluation Criteria, beginning on page 20.

QUESTION #9: Page 8 – item 24
Could you please describe how you would like all the operating, maintenance, software operation and
troubleshooting instructions customized?
ANSWER: Page 8 - Item 24 is one of the elements to be used by Respondents, “… as guidelines for
development of their responses.” (2nd paragraph top of page 7). This is not a Performance Specification.
Respondents are to describe their approach to the technical challenges of the project. Respondents will
demonstrate their unique approach to this by way of responses to Part 4, Evaluation Criteria, beginning
on page 20 of the RFQ.

QUESTION #10: Page 9 – paragraph under Figure 1
Does this mean that the respondent is excluded from doing the actual controls work? Can the
Respondent also be the Contractor?
ANSWER: No, Respondents are not excluded from doing actual controls work. Yes, Respondents are
expected to be a Contractor that can provide installation, operations and maintenance, and
implementation of controls hardware and software.

QUESTION #11: Page 10 – Section G - Project Management - item 4
This is going to be very difficult to do, especially when it will require coordination with so many
contractors and budget from CNM.
ANSWER: Page 10 – Section G – Project Management – Item #4 is part of the Project Summary &
Scope of Work which are guidelines to be used by Respondents in addressing the requirements of Step 1,
Part 4, Evaluation Criteria.

QUESTION #12: Page 11 - Section G - Project Management - item 7
Could you please elaborate on this process and what deliverables the Respondent will be responsible for
providing as far as the “developing the curriculum piece”.
ANSWER: CNM is looking to the Respondent to offer the process they would use to accomplish CNMs
stated goals. Refer to the Question #7 for additional response to this question.

Is the Respondent responsible for providing these budgetary costs in this first phase of the SOQ?
